Is it worth getting a fast offhand for aoe but keep a slow one for Threat of Thassarian on bosses? Or is the proc rate the same? And does haste affect the proc rate?

increasing haste will definitely increase overall proc rate if its proc on hit. however there maybe internal cooldown which i'm not quite sure there is. i hope they could at least specify what they mean by "more often". I have no idea why they need to be so ambiguous.

I've done DW frost dps for awhile. Yes, KM never really was, say, specific in wording of how much it's gonna help you to the point that you could measure it - you just took it knowing it'd help your deeps whenever the f**k it proc'd.
An internal CD? No, good guess though. I can't speak for if it is anymore, but the function it used to run on was normalization, Meaning! It used to be a 5-pt talent. When maxxed, it would proc, on average, 4-5 (I believe 5) times a minute (1 per 12sec if you do maths and divide). It was theoretically possible for it to proc 20 times a minute, but the chances were virtually nil (like 0.000000032%. You get it). Same goes to minimum; you'd be more likely to get your 5 procs than to end up shorthanded with only 2.
That's how it USED to work, and I've yet to try it in game, but I imagine it hasn't changed drastically. I'd wager that's still somewhere in the ball-park of its function. Hope it helps.

What do you think wich is worth best to crit with on a fully diseased target? My guess would be obliterate but it eats rune more quickly than i could hit all KMs into obliterate..So what do you guys think?

Testing is still showing KM being around 5PPM at 3/3 (like the 5/5 of WotLK)
being PPM it gets a great benefit form haste, as PPM proc chance is based on weapon attack speed before Haste is applied
PPM are not a guarantee of procs, they are the average of procs over a long time.
In the end, PPM are a flat chance, the chance is dependent on weapon speed.
faster weapon -> lower chance
slower weapon -> higher chance
5 PPM on a 2.6 weapon -> 21.66..% chance
5 PPM on a 3.6 weapon -> 29.99..% chance
PPM / ( 60s / weapon speed ) = proc-chance
Also note that KM only procs on Auto-attacks. The tooltip is incorrect and is soon to be updated.

In truth DW frost generates more KM procs than 2H.
not really. if you think about it its 13.33% chance per hit. if your hitting with both weapons for every move and auto attack it evens it out with 2H frost. with talents it makes obliterate crits from killing machine alot bigger than 2H
DW will use a 2.6 speed weapon, so it's ~22%, and about every ~1.3 seconds (before haste)
Something i forgot to mention in my first post is that KM procs independently for each weapon when DWing, so before haste a frost with a 2H would have "30%" chance to proc KM every 3.6 seconds, where a DW frost with two 2.6 speed weapons would have "21%" ~1.3 seconds (considering alternating swings.)
while DW white's 27% hit cap and 2H's hastey build increases swings a little bit, DWing will generally generate more procs overall

get an automatic critical. This should, unequivocably, be seen as a good thing. This talent provides opportunities for Frost DPS to pull huge numbers on their Obliterates and Frost Strike, and devaluates Critical Strike rating, allowing you to focus your ratings elsewhere to increase DPS.
Criticals enable you to breeze through enemies, so a levelling soloer will always want to pick this up. For dungeons and raids, this is a must, no buts. The DPS increase, and dynamic potential of Killing Machine is too great to pass on. In PvP, opponents can mitigate your critical strike chance on them through talents and combat ratings, but a guaranteed critical strike will always be critical... providing it hits your opponent.
My talent analyses are always able to be edited if people believe I've missed, or wrongly included something as significant.

On my first try I got this to proc 7 times in one minute with
this weapon.
On my second try I got this to proc 5 times in 29 seconds and a total of 10 times in one minute. It also proc'd one second after a minute exactly.
On my third try I got this to proc 4 times in 30 seconds and a total of 10 times in one minute.
Now, using two random 2.60 1H's I found, here were my results:
On my first try it procced 5 times in one minute. Not very good compared to my 3.60 2H.
On my second try it procced 3 times in under 30 seconds and a total of 8 times in 60 seconds. Beats my first try by 1 proc but nothing more.
On my third and final try I got it to proc 2 times in under 30 seconds and a total of 6 times.
I think its clear what I will be using from now on. But really, as some posters above have stated, It's fairly likely to just be my luck thats making the 2.60 1H's proc quite abit slower (in my opinion) than the 2H.
Overall, its your choice to use a 2H or two 1H's.
I personally prefer 2H's anyway. :)

2h KM/Obliterate is beast, burst dps fits my style of DK deeps, and I have no qualms. Stack that haste baby and cross your fingers.
Sometimes I get burned in quick fights when KM fails to proc, cutting my dps in half. boo.

Effect occurs more often than Killing Machine (Rank 2).
Or as i call it: All the time :D
I mean, i tought it woudln't proc THAT much
But it procs off 3 consecutive attacks most of the time, and even then, it only takes a strike or 2 to get it to proc :D

I have been leveling DK and and took this along the road for frost spec.
Now I noticed that this seems to be up alot, however I do wonder that does this have short (3 seconds or less) internal cooldown ? I can't see it on spell information, but got experience that it could be there.
Any information.

Actually this talent is the reason why haste is so valuable for Frost DKs, especially when compared to Crit.
More auto-attacks = more possibilties for KM procs. Basically every point of haste granted means potential additional Obliterate / Frost Strike crit chance. Also, since nobody has written it so here far, stat weights and caps for DW frosties:
Strength > Hit to cap (601 with NoCS) > Expertise to softcap (781) > Haste > Mastery > Crit
The values are for level 85 characters. More expertise than 781 is generally not needed, since every point above 26 points only decreases an enemy's parry chance, which you shouldn't be bothering as melee DPS (because you attack the mob from behind).

for perfectly reforging your gear. Checking my DK with this granted me additional 200 haste with no disadvantages in terms of hit or expertise. This is not my site, but as a software engineer, I'm happy to see people using algorithmics for such purposes^^.

isnt it rediculous to have haste to the max?
if my onehanders swing for 1.3sec and i would get procs on every single attack i do main hand and offhand i get procs overwriting eachother which is useless. if i would get procs on one of the 2 attacks every 1.3sec i would not crit the 1st ability 2nd wouldnt proc either and 3rd would crit then 4 wouldnt and 5th will crit aswellbut 6th wouldnt crit anymore due to having 1second gcd.. in my eyes haste does affect the procrate but the usage of the proc is worthless.
i have tested alot with different stats and what i noticed is that if i have all in haste i crit about 10% from crit rating and about 22% from KM. if i have no haste i but crit instead i get about 20% from crit rating and 22% from KM. with haste it procs more its all true but i dont use the procs it just refreshes the older proc more often then it does compared to not having haste. it wouldnt refresh if you get enough haste to get ur rune speed at such a insane high rate that u can cast oblit and FS continuesly without having a break besides refreshing ur dots or popping a trink. this is obviously impossible to obtain.
another problem haste has in combination with gcd and runespeed: if i have no haste i have 8.9sec runespeed which is pretty slow but doable to dps with getting more haste might get me under 8sec but is that usefull? lets go for the extreme and say that using FS wont proc the runes of cd. and lets say that i have enough haste for 7.7sec runespeed
í can cast 7 abilities and then i could be able to cast the next one in 0.7sec but my gcd disalowes that so it wont happen leaving then off cd without use during that time. i would highly advise to get either to 8sec or to 7sec if posible but not to anything inbetween. and stick the haste u get from that into crit instead as crit does benefit of getting more crits instead of having procs refreshing itself.
at the other hand having a !@#$load crit isnt usefull either as it gets less interesting the more you have as it loses its value becouse of the KM procs.
so i ballanced my stats in mastery and crit and i gained about 5% more dps overall. and this all becouse the proc wont increase the amount of crits u do with or without the haste becouse u cant cast faster!.

Using a 2H weapon, you always want to spend Killing Machine on Obliterate, as it has a 50% damage buff.
For the same reason, using a DW weapon, you always want to spend Killing Machine on Frost Strike.

Killing Machine has a 6 PPM without a GCD on a successful Auto-attack hit, that means that DW gets 9.72 PPM given the fact that both MH and OH hits can trigger it (2.0x0.81=1.62). The only thing that can affect the chance of it hitting is by getting hit/expertise capped, after that, nothing effects how often it happens, Weapon Speed, Haste, Mastery and Crit have no effect on getting it to proc more, although I'm not sure about 'The Big People Button' (Hero/Bloodlust/Timewarp/Ancient Hysteria).

Since patch 8.2 Killing Machine procs based off number of proc attempts since last proc. The first attemps has a 30% proc chance, second has higher etc. The proc chances are:
30%
60%
90%
100%
The average chance on any auto crit is ~50%. The proc rate scales as ~(1+haste) x crit.
For shadowlands, 2H has a higher proc rate. Instead of 30% -> 60% -> 90% -> 100%, it has 70% -> 100%. This translated into an average proc chance of ~77%. Due to the increase in attack speed of DW, DW sees ~80% more KM procs off crit autos.
