Not very reliable.
SBT is exclusive of other essential earth totems, has low scaling, takes too long of a time to do its job with an even longer cooldown, and is very easy to negate (5 hp or 5% of player's hp, it's all the same with 0 armor, 0 avoidance, 0 resilience). The shield provided is apparently also "magic," meaning it can be disspelled too.
The only upside is that it provides an immediate 15 seconds-worth of absorption, but, even then, the shield buff itself only lasts for a meager 10 seconds, if one were to try to go into a fight with the shield up and use other earth totems. Seriously, how would someone ever use this in a PvP setting reliably? While it didn't scale, glyphed Stoneclaw at least had a short cooldown, applied all of its absorb instantly and also a shield to itself, and had a chance to stun its attackers. SBT is a downside on top of a downside on top of a downside.
This might be used often in PvE, but I think that would just be because the other two options are so poor.
Edit: This talent also has another problem. While it is the theme of the new talent trees to have horizontal tiers of exclusive talents, Stone Bulwark Totem seems to be exclusive vertically as well (with Earthgrab Totem). Making use of Earthgrab's root will be really difficult if you also want to build up SBT's short-lasting shield.
Edit 2: Comparing numbers, uptime, and plain "dexterity" of SBT to that of other classes' talents like Sacred Shield and Ice Barrier, Stone Bulwark is just plain bad. Seriously, just compare this to the new Sacred Shield. This talent doesn't come close to it; two applications of SS's shield (which has only a 6-sec cooldown with a 30-sec duration) outdoes the upfront amount from Stone Bulwark totem, there's no sacrifice to casting Sacred Shield, and Sacred Shield provides
more than double the amount of Stone Bulwark's absorption
during the length of Stone Bulwark's cooldown (1-minute).

Tooltip clarification for 5.1
Initial Shield: ((Attack Power * 0.625) OR Spell Power ) * 0.7 * 3
Additional Shields: ((Attack Power * 0.625) OR Spell Power ) * 0.7
Current 5.2 build replaces the 0.7 multiplier with 0.875, a 25% improvement.
Selects Spellpower when spec is Elemental or Restoration, Attack Power for Enhancement.

This totem has no use on PvP, the initial absorption is like 10% of your health and around 2% for the subsequent ones. Nature's Guardian not only it's passive but it also triggers when you need it the most. Astral Shift has the potential to shut down the initial burst from a rogue. The worst part is to come: it's the same slot that Earthbind/grab uses so most likely neither will be used to their full duration.
In PvE it has a marginal use... if you remember to use it, you can't macro it to your main rotation as it is part of the GCD.
Even with the 25% buff, this is still a bad talent, it requires an entire overhaul.

In PvP as enhance, I used to use this quite often...but nature's guardian is just better hands-down. Firstly, in full 660 pvp gear this totem only provides a shield worth 13K, with the "ticks" being aroud 3K every 5 seconds.
If you total that up:
10 sec @ 13K
5 sec @ 3K
30 sec total
Once the initial shield wears off after 10 sec, you get 4 more ticks of 3K each, bringing the grand total of absorption to 25K. This is weak, considering a DK will crit for about that much, as will a ret with DPS CDs activated.
On the other hand, your pvp gear scales to 690 so you end up with 430K HP, which nature's guardian provides 25% of for 10 sec if your HP falls below 30%. That equals 107K HP for 10 sec, literally 4 times more protection and the ICD is only 30 sec.
As it stands now, there is no reason to choose this totem over nature's guardian for any shaman spec.

what i find funny is that with the totem having 10% of your max health and depending on item lvl and spec it can actually be easier to blow through this shield then it is to simply kill the totem lol...
how has this not been replaced or buffed?
i dont think anyone uses it
