I found this folder path explained by Doomsinger on the EU official WoW forums- Create these folders if you don't have them already, then create a empty text file with this sound's name in that location. This is what was able to mute the shout for me. I still have a small Bestial Wrath hunter sound effect but it's nowhere near the scream it was before.

World of Warcraft>Data>Sound>Creature>Worgen
