I've been on two parties when they were found and both times in different places. I've been a few times and never seen them. As you approach the ramp to the spiders, there are two groups of orcs you need to kill. We saw a chest in the group to the right (kind of a pushed in passage with some tents and a few more orcs). We killed them and looted the chest. That was where we found it once. Never seen them up top at the Ogres, and since they are above Bijou, I guess it makes sense that her supplies would be up there.

I was bored the other day and decided to own lbrs with my lock because I had never taken her in there. I had always remembered Bijou's Belongings spawning somewhere in that lower hallway just before the spiders - the hallway populated by what I call "the fire orcs."

On this run, I didn't see the Belongings there, instead I found them in Warmaster Voone's room. I'm not sure if that's the permanent home for the belongings or if it's just another spawn point, but it was a surprise to see it there.

Found one spawn point down in Hordemar City which is where all the Firebrand Legion are camped near the lava. The chest was by the large rocks leading to Tazz'Alaor the room with all the trolls in and War Master Voone.

I just did this on my 80 Orc Rogue while chasing the Loremaster achievements. After I grabbed the belongings, the quest in the tracker states "Return to Bijou in Alterac Mountains."

DO NOT head to Alterac Mountains. You turn in the quest at the same spot you got it from within LBRS.

I found this chest on the way from big room with broken stairs to spiders, near lava river on the right

Did this with a friend and found it down in the middle of all the orcs before the spider hallway.
