The quest markers are wrong, this is the order you want to do the quest in.

Start the quest at the main steambarge, in the top cabin. Cords 76, 72
Go to the Tuskaar boat at 82, 56
Then the floating raft at 84, 70
End the quest at the blood elf ship at coordinates 84, 85

This unlocks the world quests that let you build your boat.

This quest is part of a series of world quests to celebrate the world event Thousand Boat Bash. After completing the quests, which are all in the Shimmering Expanse and also require some fishing, you'll receive Small Boat.

The boat lasts 7 days and has +330% speed on water. It's activated by a 10 minute buff that will appear whenever you're on water.
