If you are doing the quest , he 'may be' located at the pin on the map. But he is ALSO on the central stairs, coords 54, 45. (and it is the one on the central stairs you're supposed to be fighting.)

He's a lot easier there especially for clothies.

Note that if he's in the lower part of the map, the easiest way to get to him is to use Skin of the Saurok to run through Ihgaluk Crag and you can just jump right into where he's at.
