Best location to find these and the panthers are at 29,10. Lots of both there. Go further to 27,16 for the Stranglethorn Raptors.

I found large groups of just Stranglethorn Tigers around 46, 15 and 43, 14

I searched almost all the western part of stranglethorn but didn't find any1..Crossed the river and BAM ! Alot of them.

West side is good for when you have both quests. If you find yourself really short on Tigers, head to the eastern spawn.

To learn your raptor dash you must first stable it. Then find a Stranglethorn Tiger and use beast lore on it to make sure you can learn dash from it.
Tame it if it does.

When it's tamed fight with it for some time untill it says in the chat lot "You have learned new skill Dash(rank1)" or something like that with yellow writing.
Then abandon the cat and get your raptor back out and when the raptor got enough training points it can learn dash.
