Death! Doom! Destruction!
Then he hits you with a Devastating Arc which landed on me (and killed me) for over 90k. I was on my hunter and below half health.
He has an attack that raises clouds of dust across the ground in a huge area, it only hit me for about 7k and I had time to bandage and just heal my pet (new snapping style turtle, as a tank). He does get a buff that boosts his damage quite a bit. By the time I died (the first time) he was buffed 25%.
I tried twice more, with no more luck. He hits like a truck, and has a huge health pool. Then he lands a Devastating Arc and boom. Dead.
He's frozen in time, like the other statues around him, but you get near him and he comes to life. All the other normal ones stay frozen until these purple beams hit them and a rotation goes thru all the mobs and some come to life, while others freeze. Attacking them doesn't get rid of the freeze effect, which is nice.
He's listed as a rare spawn. I've killed three other rare spawns so far in MoP and they all hit a hell of a lot harder than any previous ones. More like elites than just rare mobs. And so far, I've been awarded three plate pieces... -_-

just soloed as a blood DK. was a very easy fight- my hp didnt drop lower 90%, i just ran away from his frontal AOE

Just killed him solo as a prot pally. Avoid the Devastating Arc by running behind him when the dust starts up. Super easy fight, no problem soloing. Got some nice 430 Str Plate wrists.

Just soloed with my boomkin. Took two failures before I got him. This is my third rare spawn in MOP, and the most difficult one I have faced. So far all three had a frontal AOE that hit hard. This dude murdered me the first two times, and I was ready to walk away licking my wounds:P Glad I didn't though. He dropped a bag of goodies, and some 430 leather bracers for a feral:(

Give his Devastating Arc a
wide
berth. It seems to hit the area slightly behind him as well-- I got hit a few times by it even though I appeared to be standing outside the area of effect.
Apart from that, perfectly soloable. Save your burst to burn his pet.

I found Havak around 57, 74 at Mogujia in Kun-Lai Summit on a flight to Westwind Rest when my NPCScan went off. I mounted and quickly ran back to his location, picking up aggro from everything in my path, but being a NE hunter, I had 2 aggro dropping abilities in my arsenal. Fortunately, no one had him tagged. *happy dance*
I pulled him behind the ruins of Mogujia, just behind the wall where he spawned and up against the mountain to avoid pathing Terracotta Warriors.
One of the easier Rare fights. I kept at max distance to avoid his
Devastating Arc
which looks like a dust cloud rising from the ground and appeared to spread in a wide V in front of him; and as the tooltip suggests, does damage equal to 65% of his max health, so I used everything at my disposal at the beginning of the fight to reduce his HP and noticed that my pet needed less healing as the fight progressed.
He summons 1
Summon Quilen
every 1 minute or so. I kept a
Freezing Trap
at my feet since each one ignored my pet and came right for me. The Quilen simply fell over and disappeared while trapped so it was not necessary to fight it.
Titanic Strength
was of no consequence as long as I kept heals on my tank spec'd spirit beast. At no time did she dip below 95%.
As always, the successful outcome of fights where special abilities are used by an NPC, are all about the NPC's placement and managing your cooldowns and movement. I placed my pet's back against the mountain while I stood at max distance and not once did I have to move during the fight.
It's worth nothing that all Mogu rares have the same mechanics:
Devastating Arc
,
Summon Quilen
, and
Titanic Strength
.
He dropped
Kafa Picker's Bracers
and
Small Bag of Goods
containing 36
Ghost Iron Ore
and 23g.

Ummm yeah, level 88 Arcane Mage. No way, no how. can't move and cast, he's immune to any type of control making it pretty difficult to heal. Takes very little damage. Pet is devastating when they are together. Trying to sheep pet puts you right in the middle of his AOE attack which is 90K damage. Tried 3 times never got his health below 2/3. By the time I'm able to kill him I won't need what he drops. I froze him, blew all cooldowns (proved to be a joke) hit him as fast as the spells would allow with all I had and he just walked over me. I'll have to see someone do it as Arcane to get some idea of what if anything can be done.

All Mogu Warriors use the same set of mechanics.
Devastating Arc is the only ability of a Mogu Warrior to be really concerned about. This attack causes heavy AoE damage in a large area in front of the caster. Simply step through him to avoid it.
Titanic Strength is a stacking damage buff. It can be dispelled as an enrage effect, otherwise just be ready with a self-heal.
Summon Quilen summons a weak add that can be totally ignored. Kill it with AoE, cleaves, or DoTs, but don't worry about focusing it down. Its attacks are totally negligible.

Just found him at the camp of Mogujia. Level 87 Feral Druid.
Everytime he casts Devastating Arc, I just walked behind him, at it worked out really well :)
I interrupted with Maim and Mighty Bash when he tried to Summon Quilen. About 220K xp solo.

Hey caller9 I'm aswell lvl 88 mage but arcane ; it's actually easy u can use slow on him . I killed him with 90 % hp left.
-use frost nova on the summonings and use arcane barage to kil them blink away as fast u can or arcane blast
-u should have living bomb from talents aswell for more dps
-i used my clones at the begining and all cds so i can burn his hp to 1 million ; he has around 2.5 milion hp; then living bomb blink runnign away casting living bomb and aracne barrage; it was easy i didn't even know the tactic or stuff just encountered it at those ruins doing a quest dragged him in open space south and kited him around
- it only dropped the cloth wrists for me

Did him solo on my blood Dk lvl 88, never lost more than 1/4 of my heath even with other mobs in the area beating on me..., I thought I was a goner when I ran into him, but the fight was pretty easy, got the shard of archstone and the cloth dps bracers.

I have been camping Havak for a few days and I have learned that he spawns one hour after he was killed/his corpse disappears. I'm not sure which one it is but he does repsawn in roughly 60minutes after he was last killed. This is something that I have tested several times and I have killed him 5-6 consecutive times by flying back one hour after I last killed him so this should be how his respawn work.
So if you just can find out when he was last killed it should be really easy to camp him even during peak hours/weekends.
Hope this information can help you to kill him for your achievement or to get the super-cool statue-item that he drops!

As is the case with a lot of these guys, you need to kill all the mobs in the area, including the yellow ones as they will all turn red at some point in the fight and join the party. It's not hard for most classes but gets pretty tedious as they all respawn fairly quickly. Remember - not looting them sometimes extends the time to their next respawn (no guarantees - doesn't work all the time).
So thirty minutes killing adds and I attack Havak. His bad attack is not a problem for a Lock - just keep the VW healed while you try to survive the waves of adds that respawn. Not sure if this is true with other classes with Fear but it doesn't work on all the mobs; just some of them.
I suspect the answer is to kite him out of the ruins of Mogujia (where he seems to hang out) and out of the range of the mobs there.
Got distracted with the adds and Havak killed my VW. While I was recalling the grumpy guy, a dwarf hunter jumped in and finished Havak. All that work for nothing, other than some XP and a few coins. No greens or blues.
Who says Azeroth isn't just exactly like RL? Oh well, tomorrow is another day.

My NPC scan went off, but I can't find him. If I go far away I can target him, but he disappear when I get close. Is he phased?

Ok, for anyone still wanting to kill this guy, here is my advice after camping him all week.
1. Set your hearthstone to closest Inn, I believe there are Inns for Alliance and Horde closeby
2. Judging from all the other comments he resets/respawns about every 60 minutes
3. He starts as a statue in those ruins just north west of Eastwind, you will see other statues in the area
4. The statues are very easy to kill, they do not move while in statue form
5. He will be toward the East part of the ruins - there is a gap in the wall of the ruins toward the mountain, this is an excellent place to pull him to
6. Try to clear out a few other statues in the area
7. He has a lot of health so just be patient when fighting him, it will take 3-5 minutes probably depending on your level
8. He only has one ability to worry about but it can one-shot you, (Devastating Air)
You will see the ground stir up in a semi-circle, this means move IMMEDIATELY out of that cloud
9. Easy strategy seems to be - once he starts casting Devastating Air just walk through him and stand behind him. Do NOT miss the chance to move, or you will most likely be dead.
10. While he is casting is a good time to get off a heal/potion etc, he doesnt move for a few seconds
11. He also stacks a buff on himself which keeps increasing his damage
12. Ignore his pets that he summons they do very little damage and disappear
Last but not least - just to the East is another rare mob Korda Torros - if Havak is dead go find that one instead.

If you're getting sent up here by the
Dominance Offensive
in a quest, and NPCScan appears, do the quests
FAST!
Cause when you get the
Dominance Offensive
quests, you will be in another phase.
I walked around for 10 minutes until realising i was phased away, so beware!
I currently don't know if this applies for the Alliance with the faction

Extremely easy fight for a 87 blood DK, when I saw over 2 million HP I almost didn't even try to kill him. His pets don't do noticeable damage and neither does he. I think he had 40% increased damage by the time I killed him and he still wasn't hitting me for anything with his basic attacks.
Do as others suggested and just run through him when he casts his Devastating Arc ability. It is very easy to avoid.

Just pointing out that if you start killing Havak and you die, and you are worried that someone else will pull him when you're dead,
don't worry!
I got him down to 20k health but he killed me, and a hordie was watching me fight until I died/killed him. I got angry because when I got back to my body, the hordie had pulled Havak and was already down to around 50% health. I just waited around, /spitting on him and when he killed Havak, I was able to loot him and the hordie wasn't.
Not sure if this is a bug or not, but I was pretty darn happy that I got my loot. This actually happened twice, and I got the loot both times so I'm also not sure if this would work with all rares.

I fought him behind the stone wall next to the hill. You can run back and forth to avoid his aoe attack and not aggro any mobs. He summons a pet every few minutes.Just run trough him to avoid main aoe attack

Exactly the same mechanics are used by Krol the Blade in Dread Wastes. Very easy to solo with most classes, it's basic awareness. Avoid his Devastating Arc.
(Frost DKs can interrupt this with Remorseless Winter but be aware he will cast again after he unfreezes.)

As everyone has observed, he's not terribly difficult but you need to be careful of other mobs in the area. Fighting Havak is one thing; fighting Havak and three Bluff Hawks is a little harder because they have some kind of stun or something that slows you down and then Havak catches up close enough to throw his AoE at you.
I've hunted around hawks for years and I don't remember any of them doing anything like a stun. I'm guessing they don't have hawks in Irvine...

If he phases out as you approach make sure the quest npc near the center of the ruins doesn't have a quest for you, you must complete the first 2 quests to get in the same phase as Havak. (killing guardians and picking up the tome from the mob at the top of the hill)

If you think you are in for an easy toy then think again.
This guy's respawn time is huge, numbering to couple of hours.
Dozens of people realm hoping at any time and any day.
Go dig though any alt's inventory and banks.You might have it there forgotten.
If you had it just like and deleted it cause no toybox at the time then curse your luck :P
I probably deleted and sold dozens of these. :)
Try realm hopping at some strange hour.

Just a heads up if you cannot get Havak to spawn. I have been realm hopping for a week to find this guy and at least 6 times I have flown to the spawn point from my own realm and NPC scan picked him up and I could see him and target him. As I got closer, he kept disappearing which I thought was just CRZ messing with me. As it turns out, I had an operation shieldwall quest from Sarannha Skyglaive who is southeast of the spawn point at approx 59.7 75.6(only if the quest is available). Keep in mind, I did not have the quest in my log..it was available from a quest giver near the spawn.
What was happening is the spawn point kept changing to the quest area which is full of runeseekers, mages etc with hardly any statues. The quest is called 'Bad Blood'. I think this may have been why he kept disappearing on me.

I killed him four times in a row on my realm (hopping to others in between). He spawned after roughly an hour each time (one time it was an hour and a half, I think), and he was in the same spot each time.
Whenever I saw him in a different spawn point, I was always on a different realm.

I had an issue with this rare. My character was in the bfa phase of kun lai. A portion of the zone (including Havak's location) was scaled to level 50 and sadly Havak is not spaning in that phase. I had to bring a character that hasn't done the bfa questline and i needed to party sync with that character to see Havak. It took me an hour to figure out what's wrong, I hope these informations will help someone spare that 1 hour that I wasted with it.

I was flying to the area to find Havak from the Sha of Anger. My NPCScan went off and as I flew towards him I phased out.
After camping for over an hour Havak did not spawn.
In the spawn location ~(57, 75) I instead found
Ti-Qang the Bulwark.
If you see this mob this means you have not completed some of the BFA phasing quests that will allow you to shift back to MoP timeline in this zone. Another indicator of the wrong phase is a large mob/statue named Tashara with mogu channeling into it the center of the ruins.
The questline to unlock the phasing is
Mogu at the Gates
which can be found in BFA/N'zoth corrupted version of the Vale of Eternal Blossoms. As a 60 mage in Shadowlands the questline took me around 15 minutes. Afterwards I reset to MoP timeline (this might be optional) and went back to the area. I did not see Ti-Qang and instead saw Mogujia Soul-Caller throwing purple stuff around off of a cliff which meant it was the correct phase. After waiting less than an hour Havak spawned.
The NPC that can phase to/from the BFA timeline in Vale of Eternal Blossoms is
