My group was just on this fight, and after four wipes we tried this strategy and managed to beat him without the group taking much damage.
The person in the reaper should be down in the center of the room. The tank will tank the boss a little beyond the base of the ramp where it meets the lower room, not actually on the ramp itself. The rest of the raid should stand a little up the ramp, and hug the wall.
The fire elementals will spawn around the core, and since everyone is on or near the ramp, the reaper person should have an easy time taking care of adds. The boss's whirlwind moves randomly in one direction and changes direction when it hits a wall, so by keeping it beyond the ramp, most of the time it will just flail around the edges of the center room. The person in the reaper should take care to not get hit. His last skill is Harvest, and targets a random person that's not in the reaper. If it targets the tank, the tank merely has to face the boss away from the ramp and move out at the end. If it's on anyone else, they should move out of the circle towards the inside of the ramp, and should be able to dodge it.
We found this way to be much easier and finished it in one shot. :)

The reaper has 3 abilities. A melee, a charge stun, and a knockback.
there is no taunt ability and the reaper is almost impossible to use to hold aggro on the adds. Have the tank pull the boss to the top of the ramp and kill him there while avoiding his abilities as needed. the reaper should meet each add at the bottom of the ramp and walk backwards while spamming "1" to keep steam pressure up. if more than one are bunched, stun one and walk with the other. keep them spread out and about halfway up the ramp turn and use the knockback ability to throw it off the edge of the ramp to the room below. run down to meet the next one. rinse repeat.
Eventually they will die and respawn but continue the cycle long enough to allow your group to kill the boss. The elementals do massive aoe fire damage and will wipe you every time if the boss is tanked anywhere near them.

At some point, he does a bright mark on the ground. The tank needs to move out of this unless you want to get oneshotted.

A tip for the person in the Reaper suit
:
If your party is tanking the boss at the top of the ramp, you can let the Molten Slag come up to just past the bottom of the ramp, then use your Reaper's Pressurized Strike to knock it back off of the ramp.
This buys some time as the Molten Slag then has to come back around to go up the ramp after your party.

Foe Reaper 5000 (HC)
After a formidable amount of wipes, our group got him down using the following strategy:
The tank pulls boss and tanks him with his back against the wall downstairs. It is important to stay in the outside ring of the room as adds are taken by the OT in the center of the room where they spawn.
Two important abilities that need to be noted are
Overdrive
and
Harvest
. During the Overdrive he casts a white whirlwind around him and moves towards a targeted person bouncing away once he meets a wall. Targeted person should hug the wall so the boss hits the wall and bounces away. When he charges up Harvest,a bright spot (pentagram style thingie) appears on the floor - anyone on the Reaper's path to that spot should move as he deals substantial damage on his way to the spot.
The only other thing I think I should note is the OT(any dps, preferably lowest... although you might like to keep a druid out for innervate on the healer, for instance) who takes control of a Reaper of their own and controls adds that spawn in the center of the room. If you as the OT see the elementals headed towards your group charge/stun them (button2) and then get between them and your group and steam-blow them back towards the far side of the room (button3).
NOTE: Do NOT get out of your Reaper as it will run all the way back up to its originial spot on the ramp and you will likely wipe your party.

What my group did was have a dps get in the harvester and stay at the bottom of the foundry, killing all of the adds that spawn. You can use your third ability to knock them off of the ramp.
The tank brought the Foe Reaver 5000 to the top of the ramp and kept him there the entire time. Everyone avoided cleaves and whirlwinds. It was actually really easy this way.

I am a Hunter, I used my turtle pet with full tank spec(turtle not me). The other dps and healer all died during the first 30% of the boss fight. With the bot controling the adds downstairs and me turtle tanking upstairs I was able to down him alone from roughly 70%health to 0. The boss deals almost no damage provided you don't get in the way of harvest soul or whatever the whirlwind thing is called. Turtle Tanks are win.

Controlling the Reaper is pretty easy once you get the hang of it. Your job is to kill the adds before they reach the targeted person who is, hopefully, far up the ramp.
You have three basic abilities: an
attack
, a
charge
and a
knockback
.
I had trouble with the charge at first because the weird pathing would sometimes shoot me far past the fire mob and he'd get to the party before I was able to catch up to him. Once he gets up to the group, even if you kill him before he kills his target, it's very easy to get behind on the other mobs. It's also necessary to be cautious to make sure you don't use the knockback to shoot the add further up the ramp towards the group, which is easy to do if you follow charge with it (since charge often puts you behind the mob). The trick for me was learning to use charge and the knockback differently.
Instead of charging him from far, I ran to the add as soon as it spawned where it spawned, spamming 1 (the basic attack). The mob would be mostly dead by the time it hit the ramp. Then, when the mob was a little bit up the ramp (5-10 yards), I would use charge
from melee range
to stun him. I would use that time to move around to the side of the mob and use the knockback to knock him over the side of the ramp. The knockback itself would sometimes kill him but usually it would at least give me enough time to get a few more attacks off because he'd have to path all the way around to the entrance of the ramp again.
Using this method, the mobs never even came remotely close to reaching the party that was towards the top of the ramp and I had a little time to spare between spawns.
FWIW, I did this as a DPSer while the other two DPS worked on the boss. The DPS loss was not an issue at all, so I don't see a real advantage to having the tank handle the reaper as some people above suggested. I'd think any advantage from having an additional DPSer would be outweighed by threat being throttled due to a nontraditional tank.

When i did this fight in the Prototype Reaper "Reaper Suit" i was able to easily kill every single add before a second one spawned using only Reaper Strike (1) and Reaper Charge (2).
You should not have to use your third ability at all, if mobs are making there way up the ramp to the group your doing somthing wrong.
My rotation changed on occation but most of the adds it was the same. I open with a charge to stun them, this allows me to get in two hits to refund the charge and a third just as they start moving again. I always used charge on the mob i was targeting when i reached 100 steam power even if the mob was low on life. The charge can be used at point blank range so you dont have to run away and give them move time. If you time it right you can perma stun a mob by charging it and useing 1 two or three times then charging again.
1 deals about 10% of a mobs life and charge deals about 20% between the two and the stunlock combo you can take out a mob before it even reaches the ramp.
This fight like many is all about movement, there is little to no dmg to the group if your all in the right place.
On one attempt with one of my groups i ended up having to abandon my post and help dps the boss, i was able to stun the mobs and knock them over the edge in time they didnt kill the warrior who was kiting using Heroic Leap. I was able to kill the boss and keep my team mates safe from the adds. Yes i did end up using (3) but it was a fluke thing and it should not be used if everything goes smoothly.

I got crit as a tank by this boss (Vanessa's Nightmare version).
Anybody know why?

This is the form from Vanessa's nightmare. Unlike the boss form, it can be stunned (as I discovered on a frost mage by using Deep Freeze).
