It could be a coincidence, but his name somewhat resembles the name of "Teryl Arkor, the Theocrat" in the game "KULT: Hertic Kingdom", maybe some developer in Blizzard wanted to show his respect for a great old Windows game.

If you didn't already know, this guy is a Horde cloth merchant.
You pay him in mana, energy, rage, or runes, and he gives you a few pieces of cloth in return. Non-refundable.

It turns out this guy actually does do something if you try to taunt him.
As I was walking through the Wetlands one day I decided it would be a good idea to try taunting the seemingly useless NPC. Not a second after entering the taunt command, I found myself having a conversation with the ground while lying in a pool of my own shame. After resurrecting myself and attempting to figure out what had caused my sudden death I decided to taunt Mr. Arakor again and watch the results. This time I hadn't even entered the taunt command when I found myself being dragged behind a rampaging Rhino in Borean Tundra. Dumbfounded, I made my way back to Wetlands to confront Terl. All I was greeted with was a cold, blank stare as I asked him what his problem was.
Furious at his rudeness, I decided to do something I would regret later on to the fullest extent of the word. I started casting my hearthstone to Dalaran and slowly waited as the seconds ticked down. Right as the cast time finished, I quickly typed in the taunt command as I teleported safely to Dalaran. What happens next only reinforces that this was the biggest mistake of my life.
As soon as I arrived in Dalaran feeling quite happy at my victory over Terl, I noticed Trade Chat apparently being spammed with news of some strange occurrences over in the Wetlands. From what I could decipher, the skies over Wetlands had darkened to a grim blood red, the oceans had begun to churn to Tsunami like heights, the ground was quaking with the force of a thousand earthquakes, and strange pulses of energy were emanating from the western portion of the area. News soon came from a few brave souls that dared to venture towards the source of the energy. The source of these bizarre occurrences was none other than Terl Arakor himself.
As soon as I saw that name spoken, I immediately knew what was occuring. I quickly mounted up and started flying to somewhere I thought would be safe. As I quickly flew towards my destination, the news in the Wetlands only grew worse; mountains were crumbling, the ocean was disappearing, huge cracks were appearing in the ground and every speck of life in the area was beginning to die. A pally in the area quickly bubbled to watch for a few more seconds what was occurring as a huge shock wave of energy ripped the Wetlands apart. As the shock wave disappeared, the pally slowly saw Terl Arakor punch his hand far into the ground and slowly drag out a sword forged from one of Saurfang's cleaves that was long ago locked away for fear of its immense power. He then plunged his other hand into the ground and ripped out a large rifle crafted from indestructible Deathium that shot bullets made of pure destruction.
He quickly discarded these weapons because he had no need for them and then ripped a jetpack out of the ground. He quickly strapped it on and shot off towards the northern ocean. Meanwhile, I had finally arrived my destination; Icecrown Citadel. I quickly made my way inside and hid in the lowest point I could safely get to. I then waited for my impending doom.
As I sat cowering in a dark corner, Terl quickly made his way to the northern tip of eastern kingdoms. He threw his jetpack off, somehow killing Ragnaros, and then blew the ocean up. He then teleported to Northrend without buying the expansion and procceded to kill anything in his way on his march the the Citadel. He quickly arrived and started to blow the walls apart using nothing but a dead storm giant corpse that was stuck on his shoe. I heard the explosions getting closer and closer to my position until the last wall hiding me from my death was ripped away.
I quickly tried to log out but he ripped me back into the game from my desktop and proceeded to throw me into a portal that led into a lava pit. I soon found myself drowning while melting until I was almost dead. Terl quickly ripped me out of the pit and body slammed me into Blade's Edge Mountains. As I realized I was now standing in the Ghost World I quickly turned towards the Spirit Healer in an attempt to escape the wrath I had brought upon myself.
As I clicked on what I thought was my savior I soon realized it was just Terl Arakor glaring at me with fiery red eyes and an evil grin. He ripped me out of the Ghost World and threw me into Vanilla WoW. I started to run for my life until I once again found myself airborne. As I flew helpless in the air, I quickly noticed an object in the distance hurtling towards me. I soon realized that Terl had thrown the Universe at me. The force of a billion suns and planets collided with my shattered body as I was slowly ripped to pieces and destroyed.
At this point, I thought I was dead, but I soon realized I was standing in the Wetlands in front of Terl like nothing had ever happened. I slowly walked away from him with nothing more than a lifetime of mental scars and his cold glare to accompany me.
Moral of the story: Do not ^&*! this guy off.

I believe the best use this guy has is for Horde passersby to kill him, and thereby frustrating many Alliance players with the "Wetlands is under attack!" message. WHERE IN WETLANDS? Maybe next time you could just warn me "Azeroth is under attack, somewhere!"

When Wetlands is destroyed, I assume this guy will not move and his facial expression will turn to one of great anger with thae tidal waves just halting before him.

Yes Terl Arakor is still standing BUT he now talks. One thing he says is "This wagon is Mine!" and a joke about a gnoll and loch modan. This gives more questions than answers about the mysterious Mr. Arakor.

It may just be me, but now l think he gives locations of rare spawns now. Serltooth is one he talked about, and other about two Orc champions. Anyone here able to prove me wrong?

Strange, I ran past this guy on my goblin death knight and he appeared red. Is he a cloth and wool drop as a horde killable mob, or a cloth merchant? I'm confused
