From a lore point of view, and according to the Alliance Player's Guide of the WoW RPG, she's the replacement for the admiral Daelin Proudmoore, former ruler of the insular nation of Kul Tiras.

As Brann Bronzebeard says : "She's an admiral, she should be out at sea doing stuff."

Grand Admiral is the Commander of the Alliance Fleets, meaning she's in charge of all of the sea operations of the Alliance.

The two of them have been around since I started, patch 1.2. I've always wondered what they are there for. Guess they're just two more NPC's that were planned for but never implemented.

she's a grand admiral, so she's stuck in SW guiding things from far away.

Edit: this was originally a response to something that no longer exists. Basicly someone asked why she isnt on the front. "Grand Admirals" do not go on the front. They recieve reports from the front and stay in HQ or where ever because they're guiding a war on ALL fronts and theaters of war.

She is located in the War room of Stormwind Keep. Most likely is the Commander of Stormwinds' Navy.

She will appear in at least intro-quest to Pandaria.

She's used for the intro to the continent of Pandaria for players at level 85. She wears the tabard that was available during the launch event of Mists of Pandaria (no longer available) which was a reward from the scenario of Theramore's Fall during the week that it was available for level 85. After that, you can only complete it at level 90 and you DO NOT get the tabard as a reward.

If you're doing the quest to find her and can't seem to get to the NPC outside the keep due to the amount of people piled up on top of it, the NPC you need to target is called Rell Nightwind.

/target Rell Nightwind
Then use button assigned to "Interact with target".

She (or maybe 杰塔瑞斯将军 - you can't target her to see her NPC ID) automatically contacts you to offer 国王的密令, the very first quest in Mists. She's featured in the cinematic that plays as you approach the keep.
