This NPC is part of the Stranglethorn Vale Fishing Competition. Which takes place every Sunday between 14:00 and 16:00 Server time.

These are the items that can be won if you are the first person to hand in 40 Speckled Tastyfish to Riggle Bassbait in Bootybay.
Arcanite Fishing Pole and Hook of the Master Angler.

Once someone has won the fishing competition, you can still hand in your remaining Speckled Tastyfish to Jang in Bootybay. (repeatable quest)

Here is a link to all the rare fish that can be caught during the Stranglethorn Vale Fishing Competition and their drop chance (with thanks to Zubzubs's post on the Lucky Fishing Hat), plus the rewards you get when catching one and handing them in at the Fishbot 5000 in Bootybay

0.25% Keefer's Angelfish --> Lucky Fishing Hat
0.23% Brownell's Blue Striped Racer --> Nat Pagle's Extreme Anglin' Boots
0.18% Dezian Queenfish --> High Test Eternium Fishing Line

not sure about drop chance, 0% according to Thottbot. Rockhide Strongfish --> Dual wielding Fish Power!!

I'm pretty sure this NPC spawns for an hour once the competition is over. I tried to turn in a fish halfway through but ended up having to wait until the tournament ended before he appeared.

The coordinates must be wrong - that would be in the middle of the sea.

As of March 12, 2017, this NPC seems to be broken, as in during the Stranglethorn Fishing Extravaganza, it stands next to Riggle Bassbait, and does NOT give any quest related to the rare fish hand-in quests(e.g. for Keefer's Angelfish or any other 2 rare fish). It doesn't give the option or quests before OR after I handed in the 40 tastyfishes to Riggle, weird... All the sources I checked didn't mention these quests being removed or made unavailable, and it's been this way for weeks, any suggestions?

Q: You get your rare fish, but unable to get your reward from 钓鱼机器人5000型
A: All you need to do - just cancel NPC dialog (close it), then open it again. Repeat X times, until u get NPC dialog with repeatable quest for your rare fish. Done!
