Rinling always makes me laugh, the awesome red hat notwithstanding, he just looks so tacky in that outfit. His slouch just makes it funnier. Gotta love him!

This is most likely a reference to a scene in Robo Cop where Clarence Bo#$%^er is involved in an heated argument with a man called Sal. The quote from the movie is:
