To find him, take a left at Selina Dourman's tent as you enter the faire grounds.

There is also a blocked-off cave to his right, and a forsaken plague-wagon on a hill in front of him.

The PNJ is in a new camp at 暗月岛, at 62.56, 67.30.

Fairground people and cave blocked by rocks lead to predict a next opening ... Judging by the identity of the character, we think of a concert.

The way with blue torches which leads to this place is at the entrance to the left, behind 萨琳娜·杜洛曼's tent. The exit is behind 杰西卡·罗格斯's stand.

There's a plague wagon nearby, and a cave blocked by boulders.

You can use Displacer Beast (or presumably Blink) to get past the boulders to reveal the small cave beyond, which you can't explore yet due to invisible walls
