This mob is summoned by using a 水之印记 at Margoss's Retreat. These can be fished up there, but are fairly uncommon. Aquaos drops no loot, but the pond becomes infused with mana on his death, increasing the fishing rate of 浸水的魔力 to 100% for the brief duration it's active (indicated by blue mana sparkles drifting up from all over the pond).

Does EVERYONE benefit from this or is it personal?

Because i can see "Fast Drowned Mana Fishing" groups happening if it is.

When killed, this elemental makes a 'Sparkling Effect' over everything that makes drowned mana a 100% catch chance. That effect doesn't give a visible buff/debuff, other than the sparkles all across the area (which are pretty darned visible). This 'area buff' lasts for around 3 minutes.

If a second elemental is killed, it does *NOT* reset the timer of the effect. You must wait for the original to completely run out before throwing a second, or it becomes essentially totally wasted.

To obtain and use the 深海喂食者 mount you will need to reach best-friends with 咒法师马戈斯 by fishing up some 浸水的魔力 and turning them in for 50 reputation per*
*That is the base rep without any buffs Stranger->Pal->Buddy->Friend->Good Friend->Best Friend

He is located on a floating island just north of Dalaran in which is not on the tradiontal map. You can use 地精滑翔器工具包 or 马戈斯的徽记 to reach the island, unless you have flying.

This will take anywhere from 3hours to 12hours+ depending on fishing drop rate of 浸水的魔力 and if you take no breaks.
水之印记 is important as you throw it in and will be summoned. Once he is killed there will be a 2minute buff for the area increasing the fishing drop rate of the 浸水的魔力 about 1-2 per cast at that point. That is why its crucial to find a party and immediately toss in 水之印记 once you have it to gather resources faster.

Once you reach Best-friends with 咒法师马戈斯 you will then need to exchange 100x 浸水的魔力 for 深海喂食者.
He also has other stuff like a pet you can buy with 浸水的魔力.
