This is spawned by 元素束缚, a 2nd tier Order Advancement for the 萨满祭司 Order Hall. The alternative choice for this tier is 复生.

Each day, a random Elemental Lord will appear in your Order Hall (near ) who can provide you with a powerful combat bonus:

grants you 燃烧祝福
grants you 群山祝福
grants you 迅捷祝福
grants you 生命祝福

The buff provided doesn't persist through death and will be lost if you leave the Broken Isles.

Fun fact: In the beta, you could cast 风暴召唤 to teleport to 大漩涡, grab the buff, and then be returned near your previous location by recasting 风暴召唤.
