To anyone who might think this would be useful for a healer, it is not. It is more likely to reduce healing output, not increase it, if you try to take advantage of it. The one exception to this would be a disc priest with atonement.
It says it procs on your harmful spells, not when you deal damage with a spell. This means you're going to have to spend at least one GCD every 10 seconds to keep the buff up. After you factor in the 17% miss rate, you're going to have to spend even more GCDs to keep this buff up.
Factor in a lot of other RNG that can occur during a fight, and it can become difficult, if not impossible, to keep the buff from this trinket up in addition to keeping those you need to healed.
As to how many GCDs you'll lose, assuming 0 hit rating:
83% of the time you'll spend 1 GCD to refresh the buff
14.11% of the time you'll spend 2 GCDs to refresh the buff
2.3987% of the time you'll spend 3 GCDs to refresh the buff
And that's assuming you cast a harmful instant cast spell, or a harmful spell with cast time=GCD, only once every 10 seconds to keep the buff up. This means that if you miss, the buff will fall off, and you'll have to start stacking it again. You will only stack it to 10 ~15.5% of the time, and it will take 90 seconds to do so (assuming you do not change your offensive spell casting behavior to gain stacks more quickly). Additionally, you can also screw up the timing, resulting in the buff falling off, or the loss of more than 1 GCD every 10 seconds.
What this shows is that, for healers, this trinket will not be viable, except for atonement disc priests, and
maybe
holy paladins and holy/non-atonement disc priests (as both these classes can increase their hit without hit rating; spirit for paladins, and glyph of divine accuracy for priests, though priests would have to spend more than 1 GCD every 10 seconds). And if this trinket does end up being viable for holy paladins, expect this to be hotfix nerfed, as Blizzard's changes in 4.3 were intended to reduce the amount of time a holy paladin spent judging, not increase it.
I could, however, be reading that tooltip wrong, and it doesn't require a spell hit, in which case it would be possible to keep the buff up by losing only 1 GCD per 10 seconds. However, an int gain of 400-500 over other trinkets probably won't be worth the loss of a GCD every 10 seconds.
After testing this on my shadow priest, I can confirm that it does require a spell hit to proc.

for weighting purposes, since the
mana
increase from a proc is of little use.

From a Warlock point of view:
Firstly, the effect of this trinket procs from spell cast hits rather than damage.
One stack instantly procs from each application or reapplication of a DoT such as Immolate, Unstable Affliction, Corruption or Bane of Agony/Doom. It doesn't proc from the damage of these DoTs.
Cast time damaging spells such as Shadow Bolt, Incinerate, Soul Fire, Searing Pain or Haunt proc one stack each time they hit a target.
It procs one stack upon beginning a channel of Drain Soul or Drain Life but doesn't continue stacking from the damage of these channels.
Every tick of Rain of Fire on every target hit procs one stack of the trinket (ie, if Rain of Fire is channelled over three targets, three stacks will be applied everytime those targets take a tick from Rain of Fire).
Seed of Corruption procs one stack when the seed first hits a target but doesn't gain any more stacks from DoT damage or detonation damage - even when the detonation is empowered from Soulburn.
Hellfire doesn't proc the trinket by cast or damage.
Shadowflame procs one stack per target hit by the instant damage but doesn't proc any further stacks by the DoT damage.
Death Coil, Fel Flame and Shadowburn proc one stack every time they hit a target.
Soul Swap and Soul Swap Exhale both proc one stack each when used.
Immolation Aura and Demonic Leap don't proc the trinket.
Curses do not proc the trinket.
If any of the spells mentioned above that cause a proc miss their target, they do not cause a proc.

I think it would be great for atonement priest, with glyped smite and glyphed Divine Accuracy.
If you look at it this way, you cast smite/Holy Fire every maybe 5 seconds or so to keep Archangel's up, either to say for healing burst or sudden raid damage that came out of nowhere. It is a nice trinket for 5mans too if you Atonement heal, although the healing from Atonement is not targetted or exactly smart heal, I am able to pull off around 21k - 60k heals from atonement based on buffs like if I have Grace and Evangelism up and Im healing a tank which is mana efficient in most cases because smite/holy fire cost around 1k-2k for 21k - 60k heals while greater heals are 5k mana for about 23k-30k heals usually.
On encounters like Drake phase of ultraxion its great to just atonement heal and switch accordingly if the group fails like in most LFRs ( I have been in) or Yorshaj when he is channeling bloods you can just smite to keep buff up which allows you to dps and heal and keep the buff up. It is also for like Spine when you are just burning almagation and waiting on blood stacks instead of spending 5k on the same healing amount you can just smite/holy fire. The same can be said for heroic morchok. I guess it depends on your playstyle, I most atonement heal until things get sticky and I switch back to normal heals so I use harmful spells more on Low damage phases.
For all those of you who do not know, the heals from Atonement also scales with healing buffs from yourself like Evangelism or Grace and even increased healing effects used by tanks, so its a great healing tool.

. Most shamans who spec like this will be hit capped from their spirit, especially if combined with a trinket like
不死者之心
, and when not healing, they will be pre-queuing lightning bolts to get mana back. Most are able to work it into a rotation, and only forgo casting them if they are anticipating large amounts of raid damage. In a raid environment a lightning bolt takes very little time to cast, and one every 10 seconds is rather easy to accomplish, even on Madness. Thus, they can easily keep 10 stacks of the buff active, and will benefit from the added spell crit and spellpower in both their lightning bolt damage (which increases mana gained), as well as their heals. Yes, it's more beneficial to dps, they should have first dibs, but claiming an atonement priest is the only style healer it's extremely beneficial to is wrong.

Best in slot trinket for pretty much every caster DPS. The only scenario when it is not, is a Demonology warlock gear swapping. For Demo locks doing this,
