This sachel is a pretty inexpensive way for a young Forsaken character to get a reasonably-sized bag. My Forsaken Hunter reached Revered with Undercity by about Level 20, doing quests in Tirisfal Glades and Silverpine Forest. It's too bad, however, that this sachel is tagged as Unique.
