Not only available in Old Hillsbrad, this is one of the shirts you start with depending on class. (sorry I forgot which class)

If you look closely this is pretty damn close to the shirt the Defias in Elwynn Forest wear. If you want to look like a Defias just get all these Apprentice stuff and the <a href="http://www.wowhead.com/?item=7997">RedDefiasMask</a>

As of patch 4.0.1, this shirt, along with any other shirt Thomas sells, is only available via that vendor. Since all shirts were taken from starting characters.

All caster classes only get the robe, so -this- particular shirt is un-available via starting characters. Sorry.

Former starting shirt for Blood Elf, Gnome, Human, Troll, and Undead Mages, replaced by robe chestpieces in 4.0.3. Currently sold by Thomas Yance.

Former starting shirt for Human, Gnome, Blood Elf, Troll, and Undead Mages. Since patch 4.0.3 it has been replaced by:

Human	学徒长袍
Gnome	学徒长袍
Blood Elf	学徒长袍
Troll	学徒长袍
Undead	学徒长袍

The only race that starts off with a shirt now is Worgen Hunters, Warriors and Rogues who get 吉尔尼斯探险者衬衣.
All other race/class combos only start off with a chest piece, not a shirt.
Prior to Cataclysm, most characters started off with a shirt, but these were removed in favor of chest pieces in patch 4.0.3.
However, 托马斯·杨斯 in 旧希尔斯布莱德丘陵 still sells these shirts for bankers or RP purposes:

新兵衬衣, 侍从衬衣, 见习牧师衬衣, 学徒衬衣, 侍僧衬衣

Pre-Cataclysm starting shirts (that are now unobtainable) will very likely sell for a premium on the AH. These include:
