This trinket might be one of the best trinkets for Elemental Shaman. Its almost like the lightning capacitor in effectiveness. We roughly get 1710 for 10 sec, every 20 sec. since FS is constantly ticking. On top of that, with LvB coming off of CD, the 1710 SP will hugely boost the damage LvB will do, not including the LBs. I would even reapply FS with the SP buff on so you get get the benefits of the buff.
With 172.28 equalling rougly 1% at 85, we will have almost a percent and a half for Overload on top of that!

I know this isn't gamebreaking info, but this makes a Thunderclap animation when it procs. (the non-heroic counterpart does not, from what I've seen)

While this trinket is good for all dps casters, for casters with execute talents/spells who - from what I can recall right now - are fire mages (molten fury), demo locks (decimation), Spriests (SW: death) and affliction locks (drain soul, death's embrace), this trinket is extremely powerful for raiding purposes. Incidentally all 4 of the mentioned specs use dots, so the proc is guaranteed to be up most of the time.

Note that this trinket procs not only on hits that strike a target below 35%, but also hits that take a target below 35%, including if you one-shot a mob over 35%, making it a very good trinket for trash and soloing as well as for bosses.

No, you might get more procs but that will not change the overall uptime percentage during the fight.

Have yet to test this but looks like it would be very nice on a fight like Magmaw. Me being a mage will be aoe'ing down the maggots causing this to proc quite often I would assume...

Your spells that damage a target below 35% health grant 1710 spell power for 10 sec.
In theory then, if you were on the Ozruk fight of H Stonecore, when he casts his Elementium Bulwark, would the trinket proc off a spell that was reflected on to yourself?

Here's some basic napkin math for those evaluating how good this trinket is:
It has a 50% uptime during the last 30% of the fight (since other classes might have executes, assume the last burn phase is shorter than 35% of the fight). This makes the uptime throughout the whole fight 15% as time goes to infinity. However, if the boss dies
just
as the trinket's proc ends, that leaves you with an execute-uptime of over 50%. This adds to the total uptime, maybe by 1-2%, for maybe 16-17% for a standard fight.
However, the uptime shifts down if the execute-phase is even shorter (say if a Bloodlust is used), making the execute phase less than 30% of the fight. However, the fights with an execute phase you want to be shortened (Ascendant Council, etc.) probably are the ones you want to use this trinket on, even if the total uptime will be less.
Take another trinket, like
Tendrils of the Burrowing Dark
, with a proc of 15 seconds and a 75 second ICD. They are balanced, however, around a 15 second time to proc, giving us a 90second average ICD. 15 / 90 = 16.66%. (Repeating, of course.) All proc trinkets and on-use trinkets are balanced around this 16.66% uptime.
This makes both about even, in the absense of adds. With adds that have to be killed, the trinket shifts dramatically, as it gives you the proc whenever you need it to kill the adds. This makes it amazing on fights like the last boss in Stonecore, or Siamat in Lost City of the Tol'vir. However, on fights with a temporary damage buff like Omnitron, any other proc or on-use Trinket's value jumps dramatically, as it can proc while the damage buff is up if the boss is above 35%.
Analyze each fight and choose what trinkets work best for the fight. This is really good if you can abuse it. If you can't, or if it's too much of a hassle, use a trinket like Tendrils.

As of 1/29/2011 this trinket will proc on critters. So, just before the pull, one shot a critter and it will proc then you'll have enough downtime for it to proc again at the end of a pulls life.

This trinket is a must have for any recently leveled 85 affliction warlock.
While testing this trinket out on a raid I was able to score a crit of over 36k damage, and several 20k+ crits on other bosses in the dungeon with drain soul, and my stats are not that great.
If you use have any focus of talents or glyphs on drain soul and you use this trinket on a NPC / boss when their life is below 25% you will notice when it fires.
My strategy with this trinket has been to start using drain soul at 35% boss life. Once this trinket fires continue to drain soul for the 10 seconds. Refresh your dots, haunt and anything that will increase drain soul damage over the 10 second wait time. Finally cast drain soul again for the remainder of the battle.

I'm surprised nobody has pointed this out yet, but even if you don't have execute phase damage boosters, this trinket will probably be a keeper until the next tier. Why? Because on many boss fights, the biggest burn phase is the execute phase, and this trinket is giving you the DPS boost exactly when you need it. On Ascendant Council for example, DPS is not much of an issue until phase 3, when extreme burst is needed. During that phase where burst matters, you're getting a 50% uptime on 1710 spellpower, which just isn't matched even by the heroic 372 trinkets, which will still be giving you 2178 spellpower on a 16 - 20% uptime. Similar things can be applied to Cho'gall and Chimearon. IMO, this is a very practical trinket almost any DPS caster should keep hold of.

I'm surpised most casters did not already have it, i suppose they must of carelessly deleted it once they started sporting heroic raid trinkets.
H Magmaw, Chimaeron, Maloriak, Neferian, Ascendant Council, Cho'gall, Sinestra and to a lesser extent both To4W bosses, all had burn phases which demanded significantly more dps than the rest of the fight, which is what made this trinket dominate, given it's ability to provide you with the extra throughput when you need it the most.
Paragon's casters resorting back to this just goes to show how intense the final phase must be.

This trinket is amazing for farming mobs for volatiles/cloth etc. Essentially, you get 1710 / 2 = 855sp from this trinkets proc effect while farming, plus the 285 mastery rating. Now lets compare it to a hc Firelands trinket.

Now it's your choice over what's better:
855 spell power and 285 mastery
or 433 intellect and 440 mastery
My choice is definitely

Values of intellect compared to spell power. I will be generous and assume you've got BoK on you while farming, plus your 5% specialization intellect bonus.
This results in 1 intellect being equal to 0.304 crit rating and 1.1025SP plus some mana (for me, while farming mana was a non-issue since i was on a warlock)
433 intellect = 477.4 Spell Power and 131.6 Crit Rating. Then a further additional155 mastery rating due to the trinket's proc effect.
855 Spell Power or
477 Spell Power, 131.6 Crit Rating and 155 Mastery Rating
Considering in stat priority charts for most spell casters that 1 Spell Power is worth more than 1 point in any rating (other than hit for reaching hit cap), Sorrowsong pulls ahead. Although, i will say narrowly, but this is still incredible considering this is comparing an ilvl 346 Blue from a starter heroic to an ilvl 391 Epic from a heroic raid.
EDIT: seems like voting down has become a fun habit for many people.

This is probably surpassed by the most recent trinkets even for < 35%. I didn't run the sims but I suspect it will not be able to cope. I would run them though if I personally found it important.

So much PvE comments... Geez. Let me show you a different point of view.
Back in Cataclysm, frostmages were always thirsty for mastery. Personally I loved that trinket from the bottom of my soul. I actually used it as a second trinket for PvP instead of "Ruthless Gladiator's Badge of Dominance"
Why?
The Badge had a good amount of resil and +359 int. Don't forget that PvP power did not exist in that time, just Resil. It also has a /use effect on 2 mins cooldown for +2029 spell power, lasting 20 seconds. A perfect PvP trinket, right?
Now let's take a closer look on Sorrowsong:
+285 Mastery. Yes, that's worse than +359 int, but it's still something. Now the tasty part: Whenever you hit with a spell that brings the target bellow 35% (which btw is quite high amount of health), you get 1710 spell power for 10 seconds. After the buff expires, you can do the same thing after another 10 seconds. So basically if you are in a battleground and you are constantly fighting, let's say that you have +1710 spell power up in 50% of your fighting time.
What do you prefer? A little bit of resil, flat +359 int and +2029 spell power on TWO minutes cooldown, or +285 mastery and +1710 spell power in 50% of your battle time?
On another hand, when you overkill somebody in a duel with like 20% of his health (welcome back to cataclysm frostmage), he inspects you, and sees a blue item shining between all your PvP epics... Trust me, watching their reaction is priceless.
For final words, let me tell you something. Don't underrate blue items, especially trinkets. Some of them have powers that you might not notice at first. Some blues are way better than any epic in a certain state of the game. Have your eyes open and look behind the obvious. :)
