I transferred 2 chars to PTR 3.0.8 and tested this for about a week, below is the result of a small sample (15 tries).

Orb cost on this needs to be removed, gems are getting cheap enough and statistically this would be a loss of money because of how little half the colors go for. People are going to use it anyway and make gems worth even less which will only add to the problem.

Obviously, whether this item is worth crafting depends on your sever's economy.
Things to consider are:
-The chance of dropping a Dragon's Eye
-The market value of a Dragon's Eye
-The average market value of a rare quality gem (add them up and divide by six.)
-The market value of a Frozen Orb and the 9 uncommon gems
From the data posted by users so far, it seems you have a chance to gain between 2 rare gems and 3 rare gems plus a Dragon's Eye.
3 rare gems (with no Dragon's Eye) seems to have been the most common result.
For example:
The Wowhead average price for the mats are currently 124g. (100 for the Frozen Orb.)
The Wowhead average price for a rare gem is about 54 gold. For a Dragon's Eye it's 350g.
So if your server's pricing mimics the Wowhead index, you stand to spend 124g to gain anywhere from 108g to 412g (2x54 to 3x54+250), with the usual result being 3x54g=162g.
So for a while, this will be a great way to make money. Over the long term, the net effect of this recipe will be Frozen Orbs will increase in value and overall gems will decrease in value. The cost of ingredients and products will trend toward each other.
This of course varies greatly with your server's economy.
On my server, the average buyout for a rare gem is currently slightly over 39 gold. Dragon's eyes go for 250g, often less. Frozen orbs for 120g. The 9 uncommon gems would cost 42g at lowest buyout.
So if I crafted this, I would be spending 162g at current prices, to make potentially 78g, 117g, or if I got lucky, 387g. Not quite as attractive on my server.
Also bear in mind that eventually, Blizzard is bound to release Epic level 80 craftable gems, which will dramatically decrease the value of the Rare gems even further. So as the Rare gems continue to devalue (due to increased supply from this recipe, and the advent of Epic gems,) Icy Prisms will only become less and less worthwhile to craft. I would advise making these sooner rather than later, if you plan to craft them at all.

Nomatter what anybody says, this is worth doing atleast once a day if not trying to qork it out very 20 hours. With the AH prices on my server, at worst you get 2 low priced gems and lose 100 gold. Which is pocket change. Then a lot of th time you get good. Its a gamble, a guildie of mine has gotten just 2 gems 4 times now. I got
DAY 1: 3 gems(Red-100G/Yellow-70G/Yellow-70G) 240G
DAY 2: 3 gems(Green-30G/Purple-50G/Green-30G) 110G
DAY 3: 3 gems(Red-100G/Green-30G/Orange-70G/
Deye-275G
) 475G
DAY 4: 2 gems(Purple-50G/Green-30G/
Deye275G
) 255G
4 day total value estimated: 1080 Gold estimated spent: 550G
PROFIT: 530G
Gems estimated by normal price sold using best cut that day.
Dragons Eye's is at about minimum
This is 4 days of good luck. Like I said a gamble, but more profitable than prospecting. Just limited.
4 Frozen orbs(~500G)/36 common gems(~50G) I got the frozen orbs in heroics, before the icy prism they were going for
90G-125G
....I havnt checked but assume they are going for more now. This is going to change the frozen orb market and the gem market. People will be running more heroics now, using badges on orbs and gems and winning orbs.
I will post my next 6 days in.... 6 days to give a 10 day average, altho my 10 day average is starting to look pretty good....im expecting to get not so good hits atleast a few times.

I definitely hear what folks are saying about the money-making potential for this - yes you need to consider how much all the mats cost. However, if you are a miner alongside JC then chances are you have so many green gems that you'll never need to buy them for this recipe. I know I usually have 2 stacks of every color green.
With that in mind, for many JC the only cost is the orb, which on my server go for less than 80g. Considering the extremely high costs of dragon's eye, doing this prism once a day is a MUST at least for the next few months until JC's are done getting patterns with tokens and start getting a daily dragon's eye instead. Even if it's only a 10% chance for the dragon's eye it's going to pay off over time.
Cost of dragon's eye will definitely drop off, but for now, with so many token-only patterns and such a slow rate of token collection, it won't be any time soon.

Green, red, blue, and orange uncommon gems are used to make meta-gems.
Yellow, red, blue, and orange gems can be turned into rings and necklaces for disenchanting.
Purple gems can be used only for this recipe, for cutting, and for a ring that does not disenchant well.

The statistics for this icy prism are wrong. In terms of chance of what will be inside begins with a roll to determine the outcome of how many gems will be inside of it.
3 results can be produced:
2 gems, 3 gems, or 4 gems.
After this has been decided, in each result, it is then determined what type of gems will proc. In the case result of 2 or 3 gems being in the prism it can be any of the base gems. In the case result of 4 gems, it will allways be 3 gems + 100% dragon's eye.
This is no way changes the % for an eye (because it was allready determined in the first roll, i.e.., number of gems in the object).
So, with this is mind, while we can see what's possible, the % for each gem may be accurate in terms of 'total gems looted' only, which is reported to wowhead, but not in terms of what the chance is to get 2, 3 or 4 gems in a single prism.
Since wowhead has the data from users in game, it would be prudent to change the % nubmers based on the real data.

one important point about my observation. When disenchanting an item, the chance to get either dust, essence or shard, or, for better quality items, shard or better shard, these rolls of chance take place first, followed by how many dust, essence, or shards will be produced. I see the math working with icy prism exactly the same way

Blizzard made them unique because people were being conned. A JC would sell his Icy prism cooldown to an unsuspecting person. The person would supply the JC with the mats and the prism would be made. What the punter didn't realise was that the JC could look into the prism and see what was inside. As he could carry several prisms he could then swap it for a prism with much worse gems in in and the punter would just think he had been unlucky.
Making them unique stops this scam.

damn - totally missed the boat with this one as didn't realise this recipe was there. Now our server's economy for gems has gone through the floor. Even Dragon's Eyes are going for just 120G, with all gems except rubies (70ish)selling for 30g tops :( Frozen Orbs 60-80G.
Basically, if you've not already made these, then it's probably too late now unless you're using to skill up. To say that you have sackfuls of greens from prospecting, and Frozen Orbs lying around from instancing is bad maths - you could be selling them, so they're certainly not free!

On my server at least you HAVE to get a Scarlet Ruby (60-80g) or Dragon's Eye (70-80g). Even 3 of the second highest cost blue gem just barely breaks even with the cost of creating this.

a) Scan the Auction House (maybe use Actuionator + Panda, both excellent Addons)
b) Use this formula:

Has anyone tested whether or not prisms made pre 3.2 can proc epic gems? Lots of people are stock piling icy prisms but I haven't heard of anyone doing that then trying to open em on the ptr.

Loot tables should reset on patch day, which means unopened Prisms crafted prior to 3.2 release should yield a chance at epic gems.

I'm storing mine in a guild bank and having no trouble at all, I have 3 stacked already with no issues.
I would like to see some industrious person on a PTR find out some %'s on the drop for Epic Gems...is mass producing / storing these REALLY worth it. Mats are cheap as far as gems, but Frozen Orbs aren't exactly inexpensive.

One good way to store alot of these, on the off chance they re-randomize the contents with the next patch, is to make them every day and then mail them to an alt to be stored in their mailbox. as long as you don't take em out, you don't have to worrk about the unique property, and you might get a few extra epic gems, if luck holds out... or blizzard...

Has anyone actually received an epic gem in one of these yet? I figure the chance is probably relatively low, but someone has to have seen one by now.
Wowhead still isn't showing any epic gems under the "Contains" tab. I'm more than likely losing money on average making these if there really aren't any epics in them.

In patch 3.2 this has a chance to hold epic gems but the chance of you getting an epic gem is far greater than what the droprate shows this is becasue the drop rate includes ALL the times a icy prism has been looted. even before epic gems existed in WOTLK.

I play on two servers... on one, the frozen orb cost is low. It makes sense to create prisms there if seeking profit. On the other server, the cost of frozen orbs substantially exceeds that of a dragon's eye or scarlet rubys and therefore is not worth it if seeking profit.

I've made around 10 Icy Prisms since 3.2 release and have only received one epic gem and that was on my very first attempt. I have also only received one Dragon's Eye since a number of months ago and that was was my very first Icy Prism ever.

Opened up todays Icy Prism and got:
1x Autum's Glow, 2x Monarch Topaz, 1xMajestic Zircon (EPIC) and 1xDragon's Eye..
Im really satisfied ^^ This is truly the best loot I've ever gotten as a Jewelcrafter in probably about 150 Icey Prism's..
I feel lucky nowadays, won 6 epic gear from raids, even got the Green Proto Drake from Mysterious Egg ^^, perhaps Blizzard knew about my plan to quit Wow ... again!.. :)
Just wanted to FYI abit about the best outcomes you can get from Ice Prisms :)

I've been using this spell to level Jewelcrafting. On my server prices for frozen orbs have come down considerably. I can usually get one for 30 gold or so. The traditional method is to cut blue gems and take your chances selling them on the AH. There is little to no profit with this method, as the raw material cost nearly as much as the cut gem. The other method, advertising in trade, is hopeless, unless you are willing to spam trade all day and even then.
So I'm just leveling 1 point a day using Icy Prism It's slow but steady, and I don't have to deal with trade or loose my shirt in the AH. Once I get to 450, I'll use my tokens to buy only the recipes I need for myself and my toon family. And I'll have a whole pile of blue gems to cut as well, or to send to my alchemist to convert into epics.

Just made 1 today.
(This is server prices on Daggerspine Horde)
The prism cost 62 G to make.
Got 1 Blue = max 10G
Got 2 Green = max 20G.
VERY bad deal...
Okay okay....i knew the prices beforehand. Just needed to remind myself NOT to do that again....
BTW....Red Gem's has 3x the trading price as the rest. -----> Most used/usefull crafted Gem's

on my server frozen orbs are now often as cheap as 3-10g...suddenly this isn't such an expensive item to produce.
chalcedony is however 6-9g a pop, but if you can mine it yourself...
(I only know the last thing due to being an alchemist and buying to transmute for skill ups.)

Watch out - although Frozen Orbs are at bottom-barrel vendor price now...The uncommon gems needed to make these have risen greatly on some servers. So these might not be a great investment.
I know it's so crazy now even if I get a Scarlet Ruby I've not made back enough to cover the cost of production, thus it's never a good idea to make these. (As we speak I have Chalcedony on the AH 9g ea, Dark Jade 7g ea, and Shadow Crystals 3g ea and yes...they sale...and FAST...)

No one is ever going to make this one on my server... 3x 3 gems (ok, there about 10g each), but a Frozen Orb! On my server these go for around 250-300g each... >.>

this one is really expensive to make on most servers so it is to be considered wether or not is is worth it.
thanks to the dungeon finder, frozen orbs are almost free (if you get them yourself) or only 6-9g on the AH. it's mostly the other gems that are hard to get.
on my server, chalcedony is 15g each, dark jade is 10g each and shadow crystal about 8g.
if you really want to know if it's good to do this, just use the formula above.
if you are making this for the dragon's eyes, keep in mind that you can get 1/day from the daily quest, which are very easy to complete

My Shaman is my JC while my main ( Warlock ) is an Alchemist. These two go hand in hand. The Icy Prism produce the uncommon gems, and sometimes epic gems, which my alchemist needs to make epic gems. Before my JC learned this I was spending 2k Gold a month to buy the mats I needed for epic gems. Now I only buy the eternal elements that are needed, which cost me about 1k Gold. Granted my JC is only 433/455 and a level 65 Shaman, but he gets the job done and he levels his JC everytime he makes an Icy Prism. Thanks for reading. :)

Another note. I noticed in my reading of the posts here that Deadcrusader mentioned that it is expensive to make an Icy Prism. On my server Bronzebeard Frozen Orbs go for 25 to 35 gold each. The Chalcadony, Jade and Shadow Crystal are going for about 10 to 15 gold a piece. Since JCs can prospect use that function to get the 3 gem types you need. I prospect Saronite Ore which goes for 15 to 25 gold per stack of 20. I have gotten a lot of each colored gem and a number of uncommon gems. The Icy Prism pays for it self every time it produces a Dragon's Eye, 100+ gold on my server, or scarlet ruby, which goes for 50 to 65 gold on my server. If you get 3 then you have made one hell of a profit. So is it worth doing Icy Prisms *YES*. As for the Bloodstone, Huge Citrine, and Sun Crystal I sell the stacks of 20 for 5 gold each. They don't do well in the AH. Keep some for the JC Daily quests. Also Icy Prism will get your JC to 450 even though it has a 20 hour cool down. Thanks Again for Reading. :)

Comparing money and mats spend just doesn't work. It seems like it's a fair comparison, calculating the value of everything in gold and comparing the amounts, but in the end it doesn't tell you much.
Here's an example:
Player A got the first half of the mats she needed while levelling (questing/dungeons) and bought the other half using 2000g she got from selling an epic that dropped in an instance.
Player B got the first half of the mats he needed by farming for 6 hours and bought the other half using 2000g he got from grinding dailies (which were grinded only for the money).
While both players have spend the same amount of money and mats I would say that player B invested more.
Or to put it differently: In the game of bragging (which is what most of these 'how much did you spend' comaprisons are for) player A will 'win'.
And if this still leaves you in doubt: Which player would you like to be? (sexes are interchangeable :) )
If you change the amount of money player A spent to, say, 5000g (by selling the same drop) I would still choose that path for levelling my profession btw :)
In my opinion it is like this:
The only thing you as a player ever really invest in WoW
is
time and the only thing you get back from it is enjoyment.
So one might say that the biggest "investment" a player can make is spending time in WoW doing something (s)he doesn't enjoy.
A player makes the smallest investment when fully enjoying the game.
Ofcourse there is a whole world of gray inbetween those two.
I think for most of the PvE players it will come down to this:
- Mats and money (and gear etc.) gathered while raiding (for fun, not for that last drop :) ) could be considered the 'cheapest' mats/money/gear/etc.
- Mats and money (and gear etc.) gathered while farming for them could be considered the most expensive mats/money/gear/etc.
As the level of enjoyment is different for different players in different situations I wouldn't want the be the judge of conflicts arising from these 'how much did you spend' comparisons though....
Or in short: Kusama is right :-)

Ok whats the deal with Blizzard keep changing the cooldown on crafting this item? First it was roughly a day, then it was entirely gone afaik, then with 4.0.x it turned back to 4-5 hours and now its back to a full day again ?

Since many of the comments seem confused - let me clarify. This item does not have a CD any longer.
That being said, when you make one it will report a sort-of random CD time in your crafting window. Once you loot your Icy Prism this timer goes away and you can immediately make another Icy Prism.

I got two scarlet rubies and one forest emerald. When frozen orbs drop enough on servers, I can see this as being fairly helpful!
This also has a cooldown of 20 hours, as of phase 1 of Wrath of the Lich King classic.
