Found on the ground around Dun Niffelem. Similar to eggs found on Netherwing Ledge in Outland. 350 rep per turn in for Sons of Hodor faction. After 3-4 days of working on this reputation I have found them to spawn anywhere from the Valley of Ancient Winters, to Thunderfall, as well as Fjorns Anvil. I have not found them anywhere else in Storm Peaks. Seem to never be more than 3-4 up at a time. They also seem to be on about a 30-45 minute timer for respawn though I can't say for sure. Would appreciate outside confirmation of these findings.

I was beginning to wonder if this stuff even existed and low and behold, I found a piece after searching for about 15 minutes. The shard is really painfully small. Be sure to keep your eyes peeled. :)

Can confirm whats siad above, though havent found any in Fjord's anvil,. also while at it is there nay other way to get rep with Sons but the 5 dailys and Everfrost chips?

Found two right next to each other, a third about 45 min earlier elsewhere. There's not many up at once, definitely.
They are difficult to spot, though. Whereas the Netherwing Eggs had the distinctive smoke flares, these are merely discolorations against the snow.

A tip: after you find your first one, right click on it to accept the quest then go turn it in immediately, before picking any more up. I didn't do that, found 4 of them, but all the extra ones got "disappeared" when I turned in the first one because I hadn't properly opened up the repeating part of the quest yet :(

Turn in any daily quests you may have before completing the initial quest to hand in the Everfrost Chip. If you don't do so, the daily quests you had will disappear and you won't be able to get them again that day.

I've added a screenshot on diffrent locations i found those everfrost shard.
i hope they will come in handy. Just keep in mind the respawn timer on these shards i can confirm (30 - 45 min) so if you stumble across a shard.. consider yourself lucky ;)

One big thing I've noticed while farming these is that they're only on snowy ground, letting the contrast between the shards and the ground make them easier to spot. This includes the ground up to the high mountain peaks as well as most of the ground in Dun Niffelem. However, this is only from my experience; I could have missed quite a few by looking only at the snow.
As for the timings, I found about 10 (including one dud *cry*) in about 90 minutes of looking for these. After that, I couldn't find any, except for the phased one, for the next hour or two.
For tracking the spawn points I found already, I started using
GatherMate

GatherMate_Data
has some pre-loaded spawns, but only a dozen or so at the time of this posting)

The small thing is right on. I just submitted a screenshot of one I found. It comes up to a little below my waist as a Tauren and it is slim. It's kind of what the body of an anorexic gnome may look like.

found one in the brunnhildar village before I had completed the quest chain; just ended up with a bit of frost powder. But I think these can be found there as well.

Because of the way the area works (dynamic mob spawns/despawns depending upon what quests you've completed), some Everfrost Chips won't appear until you get close to them. It's not enough to just fly by their spawn location - you have to get in close.

Twice, I've finecombed most of the supposed area at 04:00 in the morning, for three hours, and I've only found 1, ever. It's ridiculously rare.

I started searching about three hours ago and so far found five, I find they're often hidden underneath the trees. They don't appear that rare imo but it helps ofcourse when noone else is searching.

I've found more than 7 in an hour. It's really about trying to figure out the placement rules to the shards:
1) The shards spawn on snow. This seems intentional since spawning on similarly colored rocks would make them impossible to find.
2) The mostly spawn on the outside rocky walls of Dun Niffelem, Thunderfall, Frostfield Lake, and Valley of the Ancients with one exception: they often spawn right in the middle of Dun Niffelem, right near NPCs.
3) They may spawn up to 200 yards up a mountain side. These are particularly difficult to find
4) If your map says "Storm Peaks"... you've gone too far, though some can be right on the border.
5) They are spaced to be about 5 yds away from other objects, but can appear to be clumped with them. They will not be stacked on top of tree trunks, etc. and so will be plainly visible.
6) These nodes render first from a distance, so if you find a way to cheat you can see them from very high up first as solid objects while everything else fades into view (happened to me twice so far).
EDIT: found a few exceptions out in Thunderfall where 3 spawn points are out in the open, right around the crater.

I too found 8 then couldnt find any for the next 2 hours. Guess there is a hidden limiter on how many someone is allowed to pick up in a day or so. They simply don't show up for you anymore.

I'm fairly sure that these are an optional spawn in the same places where you might also find herbs. Several times when I've been to places I know you can find Everfrost, there are herbs there instead.
Has anyone else noticed this?
In theory the best way to 'spawn' Everfrost would then be to have herbalism as a profession and clear the herbs out, thus allowing Everfrost a chance to spawn in it's place.

For all it's worth in terms of trying to determine the various spawn time/numbers:
I flew around the area using data from wowhead and checked all current known spawn locations, in the 10 minutes it took me I managed to loot 5 of these Chips.

dunno if its like with netherwing rep, but when server resets (around 6 am if im not mistaken) all the netherwing eggs respawn, my guess is that this everfrost chips respawn too
gonna try it tomorrow, but it should work
(note that i've found 10-15 of said eggs in 20 minutes when looking at this hour)

Recently I have found a chip that is unattainable due to Blizzards layering system. at 75,65 near Fjorn's Anvil, if you get too close it disappears, and when you back up, and enter 'The Storm Peaks' the chip re-appears...

These are pretty strange little suckers, I have been on the lookout for these since I started doing holdir dailys. I didnt find one until I am almost exalted. As soon as you find your first one it gets way easier to find them, in the hour after I found my first one I got 5 more.
I had no clue really what I was looking for "sharp rock like things sticking out of the ground?" "white icicles?." These are really small and are not as bright as I first thought, your basically looking for dark irregular shapes on the ice. After I found my first one the rest stood out like a sore tumb.

Found one a bit south of Arngrim's frozen image on the top ledge of ice in Dun Niffelem.
As for their size, they are about as big as a gnome. I'll submit screen shots in a bit.

i guess finding of these deppends on luck. i wrote down how many i found:
1'st day:3 and my friend found 3 too.
2'nd day:4
3'd day: 0
so there can be 6 up minimum, and its realy about luck to find these be4 somone else do ^^

From what I could gather during an unhindered night of farming these shards, there apparently are four zones (Western Valley of Ancient Winters, Dun Niffelem, Northern Valley encompassing Thunderfall, Eastern Valley encompassing Fjorn's Anvil). I tried to roughly sketch out these four zones on
this map
.
Apparently, there will only be a single shard up at any given time in one of these zones. They do not despawn as far as I could tell. So if you find the shard in one zone, you can be sure the next shard (which will spawn as soon as the previous is fully looted) will not also be in that same zone, but in one of the other three. However, if you're not the only one scouting for these shards at a certain time, another player might loot the next shard, and the follow-up shard may spawn again in the zone you're just leaving. The best time to farm these shards is thus during the night or in the very early morning hours.
Spawn points are static and -- as mentioned earlier -- the addon
GatherMate
in conjunction with its premade dataset "addon"
GatherMate_Data
will rather accurately show these points on your mini map.
Finally, several spawn points are located in well frequented daily quest areas or right next to the NPCs in Dun Niffelem (central zone). So be aware that should the shard spawn there, other players will easily find it, making it much harder to predict which zone will not have the next shard.
And yes, there are at least two spawn points close to Fjorn's Anvil (eastern zone) where shards are visible on approach, but phase out if you come close. Try different approach angles and loot them at max distance without zoning into Fjorn's Anvil. If you cannot find any shards in all of the zones, it may be because of such an individually phased out shard which sort of "blocks" new shards spawning in other locations.

There is a Everfrost Chip right near Fjorn's anvil the only way to see it is to go into the Storm Peaks territory on your map however you cant get close enough to it without it disappearing on you hopefully this will be resolved in a patch

If your not finding these keep looking, they are all over the area's mentioned. I mostly found them on the sides on mountains. I was half way to revered when i found my first which was a little bit ago, now that ive seen it i found 4 more and still have 2 dailys to go.
Once you find one you will find them very fast, its also very late or early lol so there might just be a lot up cuz of the time.

This appears to be fixed now, I had several dailies, even partially completed, when I turned in the initial quest and they all behaved properly.

Found 3 chips in just under 20 minutes, the first two were roughly 30 seconds apart. I don't know if it had anything to do with me logging in immediately after a server restart, but considering I hardly ever see them while running dailies, it felt like there was some kind of connection between the spawns and the restart.

Managed to find one at last! Having read the helpful comments and looked at the spawning points on the map I was begining to think that they might be hard to spot. When I eventually found one I realised that they are not hard to see its just that everyone is looking for them and they have been farmed!
It took me ages to find one and to be honest I could have farmed more than enough relics in the time to cover the rep given.
I wouldn't go out of my way to look for these but just fly by a few spots where the spawn on the way to do the dailies.

On that disappearing chip, I've been able to loot it every time it pops up by looping around and coming at it from behind(over the top of the hill it's in front of). I dismount on the hill and creep up on it from the opposite direction. If you loot it as soon as you can reach it, it should be no problem.

Easy to grind.
Go download
GatherMate
and
GatherMate_Data
and install them to your add-on's folder. Load World of warcraft up and load into character. Type in /gathermate and go to GatherMate_Data and then import. Select " Treasure " and import. Now look at the map and your minimap in " The Storm Peaks " and you should see lots of small white stars. They are the spawn locations of this item.
Enjoy grinding.

Gatherer addon doesn't show it on the map until you find one. Then it marks that location so you can go there again. It does not show it as the yellow dot like for mines, herbs, and fish.

There's something I do to look for these chips: I zoom all the way in so I can't see my character, then I hide my user interface with alt+z. That way, I don't have a bunch of mostly useless stuff cluttering up my view of the area.

All right all this bull*!@# I keep hearing about different zones is absolutely untrue!
I have found 2-3 chips within minutes, sometimes right next to each other and sometimes I wouldn't see any for ages (quite random). But there are no zones as to speak of.
But what I have found is that they are very awesomely helpful if you don't want to spend your hard earned money on relics. At 350rep per turn in they are very much worth farming... even keeping an eye on them while you're in the area grinding hodir dailies.

As of 5.0.4 you can turn these in and it will give you 60k guild exp. Quick way to get guild exp considering there is no limit to how many you can turn in as long as you can find them

The first chip can still be looted even if you're already exalted with the sons of hodir before ever completing any of the questlines
They can be hard to notice
