Holy Paladin get +15% int from talents, and another +10% from Kings. That's 25%.
Holy Paladin also have Holy Guidance, increases your spell power by 20% of your intellect.
After full raid buffs, +10 stats will provide more mana, healing, and regen than 250 mana ever could.
Very similar idea with Disc Priests and Resto Shaman.

Pretty much everyone that uses this enchant only benefits from three of the stats so I guess it balances. Hunters get melee attack power from strength and have use for intellect, especially with the talent so technically they benefit from all three but for any reasonable purposes its useless. Enhance shammies and paladins might benefit the most but not really by much.
Just seems to be very little in the way of choice for chest enchants, you can have mana, hp, resilience or chromatic stats. Guess it simplifies it anyway
