Are we talking about maximizing your raid's dps here? Because it's still a whole hell of a lot more of an upgrade for certain classes than others from the tier item. And I'm pretty sure that crit, though an expensive stat, is still better than Spirit for all offensive casters. Compared to crit rating, the item cost of Spirit is actually exactly equal, so unless crit is only worth 30% of the value of Spell Power for you, the crit is still better, point for point. I know that for me at about 1900 unbuffed spellpower, a point of crit rating is worth somewhere in the neighborhood of half a point of spellpower, and also scales much better with gear upgrades than Spirit, which is essentially wasted item points. As far as the "It's more abundant on gear" that is a non-argument as far as which stat is more valuable - if anything it means you'd want crit if they were equal since Spirit is easier to get and you wouldn't incur diminishing % dps gain returns from stacking it if your other items have Spirit instead.
It's not just about which item is BIS for caster itemization. You shouldn't cream your pants over these (pun intended) just because they drop and you see the stats on them. If you want your 4 piece set bonus then you have to look at the best overall upgrade from 5 slots, not just one. While it may turn out that this is as much of an upgrade from the tier item as a robe or helm, it is at least a much closer call than it would be for someone who is stuck with Spirit they don't want on their tier leggings.
I'm also fairly certain the dps upgrades you have calculated are not properly accounting for gem sockets.

are our t7 leggings. They are absolute garbage, FYI. I will take a piece with 2 secondary dps stats over something with just one and Spirit any day of the week, and twice on Sunday. Once I have those 2 secondary stats, other upgrades in that slot are largely marginal - and should be passed on (which is why I pass on offset helms/robes).

Not for an affliction Lock due to only a small percentage our our damage coming from crits, dots scaling so good from SP and Lifetap scaling off Spi. Also, <25%, we use Drain Soul as our filler and the benefit it gets from crit is zero, while the benefit it gets from SP is multiplied by 1.7144 per tick BEFORE other bonuses like Soul Siphon and Death's Embrace.

Uh, no? Crit is already DR'd below Spi just from raid buffs + base crit + 2pcT7 alone. Affliction locks, no matter what gear level, do no actively gear for crit for the reasons stated above.
If you want your 4 piece set bonus then you have to look at the best overall upgrade from 5 slots, not just one.
Lock 4pc bonus is bad, so no I don't want it. Since it's counter-productive to Lifetap just for the buff, it's worth under 30 SP in a normal 5min fight. Even if I did want the 4pcT7, these pants would still be the #1 choice for off set piece since they are the biggest upgrade over any other tier pc.

Wrong, it's using +19 SP gems.
Going back to your first few sentences, purely from a 'who benefits from it most' perspective, it would be Mages, Locks and probably SPriests due to the higher DPS they put out. If you actually believed what you were saying about maximizing raid DPS, then you'd wait in the back of the line and let them take it first since hey'd make the most use out of it, instead of saying you deserve it more just because your tier pc is bad.
But since I don't like stating X class deserves it more than Y Class, like you're doing, I'll stick to what I said before and say any DPS caster deserves to roll on this...

This is the best in slot for warlocks. Due to other iLevel 226 cloth epics not really having any hit on them, this is definitely superior to the Leggings of Mortal Arrogance as it will help you make up the hit loss of taking the other iLevel 226 cloth items without sacrificing lots of spellpower / spirit.

I'm sure theres plenty that i dont understand in theorycrafting, but the idea that haste is superior to crit for affliction locks boggles me. I get ~35% of my damage from sbolts/haunt, and thats the only abilities i get that properly scale with haste, whereas corruption, UA, Sbolt and haunt all scale with crit (assuming you're specced into ruin and pandemic, which i dont see why you wouldnt be). IMO haste is junk for affliction locks, as evidenced by my falling behind in the meters whenever bloodlust goes out :(.

My reasoning, then an extended comparison:
82 hit is far preferable to 34.7 spell power (less for other classes). You may be hit-capped now, but look around at the other 226 cloth, weapons and necklace/rings, the best trinkets (213). No hit other than this and the Malygos necklace.
So if you're gearing for Ulduar (and you should be, since current content is cake), and moving to iLevel 226 items you need these. Your hit will slowly disappear.
Leggings of Mortal Arrogance gains with assumed 19SP and 9SP 8 spirit gem:
12 sta
57 crit
34.7 SP (39.42 3/3 Demonic Aegis)
71 spirit for lifetapping purposes (yeah, I know this is mostly negligible)
Wanton gains:
7 int
66 haste
82 hit
