A caster with the dagger, cloak and trinket: 283 spell haste = 18.03% casting speed increase.
For warlock which is most important imo because they don't have problem with mana and have problem with finding chance to cast, it reduces GCD to 1.23 sec, drain life/mana from 5sec to 4.1sec and fear to 1.03sec (or 1.07sec if it uses the 1.3sec cast as initial from the set bonus)

Take a caster DPS type, take two weapons, write two macros as follows:
/equip Weapon 1
/cast Spell
/equip Weapon 2
Now tap the first macro, your weapon will equip and you will start casting, tap the second and the second weapon will equip. Research in the past has shown that the weapon equipped when the spell ends will generate the on-hit statistics for the spell, whereas the weapon equipped at start decides its haste benefits. IE, if weapon 1 is this dagger, and weapon 2 is a high +damage weapon, you can cheat haste and +damage together. The timing becomes slightly tricky, but it is entirely possible.

This is an interesting addition to the new PvP gear with haste on it and one that exemplifies the way Blizzard intends caster weapons to be as important as melee weapons. Pre BC, we saw caster weapons that were really just glorified offhands (the kind that had just +stats on them), and they didn't really get any significant spell damage on them until t2 and t3 content.
But with BC, weapons are a large portion of any caster's +damage and healing, giving perhaps a fourth of all the spell damage on a person's entire gear set.
Now we see with this a way to concentrate the spell haste and make it
noticeably
useful instead of just barely noticing it in token amounts.
Consider a (spell haste-obsessed) warlock with (among other things, too many high-end epics and gems and not enough sense to get reasonable spell damage gems instead):

Yes, a spell would cast in 2/3 the time (not half time, as one might expect, evidentally). That is not to say that the spell would hit very hard or not be resisted or that it would crit--but it would cast in 2/3 the time, and the GCD would be the minimum 1 second.
It'd be like casting with the old Mystical Skyfire Diamond (that performed a flat 50% cast time reduction) always procced at all times (without the flat modifier), and this passive haste would stack with Heroism and Power Infusion, giving the Warlock extremely fast-casting spells. In fact, with a

active, the spell haste would nearly read "Increases the speed at which spells cast by 100%" which evidentally does not mean they cast instantly.
With the Warlock's new 10% Incinerate bonus on Emberstorm, Incinerate would certainly cast in about the time of a Searing Pain, or close to a second, or the minimum GCD time.
Fear
would be too fast for anyone to purposefully interrupt. And you know every warlock wants to
Summon Dreadsteed
faster, or
Drain Life
over a couple seconds or so.
Shadow Bolt
every 1.3 seconds could possibly be awesome (and run you out of mana twice as fast!), but you know you want to.
That is all in theory, of course--no warlock is foolish enough to do this nor able to obtain all the necessary elements of that set, but it will be
possible
for someone to have 50% passive spell haste with this blade.

think of how many mind flays you can get off with 50% reduced casting time not to mention there are also spells like heroism mana for everyone :D 2x shadow priests +1 arcane mage spamming arcane blast (no need for spell haste for mage) in 1 group with this haste they would never run out of mana with pots, OP in my opinion.

As a mage , I have to say this dagger is very nice for situations where you slows enemy by Rank 1 frostbolt. A simple macro can be made when u cast Rank 1 It automatically switches to the weapon and afterward. Since it is rank 1 ur spell dmg does not matter anyways.
Of course that is from a mage's point of view. I am sure other classes can be also used in a very interesting way.

Not for all classes, but some like T5+ elemental shamans weigh spell haste > spell dmg.
You might need a shadow priest to use the weapon, but it can be situationally incredibly strong.
For trash, where having multiple chain crits is not desirable, gearing up to lower crit adn dmg (initial threat) with the ability to rapidly make it up allows for controlled threat generation.
Who would get this weapon for trash though...

I definitely see use for this blade on some classes, mainly Disc priests. The more spells you cast that do not take your spell damage in account; for example mana burn, or drain mana, or fear, the better this blade will be for you. I think this will see a lot of usage in drain setups but for a normal DPS caster I still think the normal spellblade is far superior.

in theory if a shadowpriest can stay above 1400 spell dmg after enchating this weap with soulfrost and losing a normal weap with 200+ spell dmg it could be usefull in pve too i think

I would think this item would be best put to use on a situational basis. If your a lock or mage in a 5v5 team and your only job is to fear/sheep until one of the opponent is dead, you dont need spell damage. With this you could have faster fears and once you kill one of the opponents switch back in your spell damage weapon and start doing damage again. In 2v2 and even 3v3 I would think the loss in spell damage is too great but in a situational role in 5v5 it could be very useful

Very instresting items for mage in pve aswell than pvp. In pve this blade would be great as Arcane spec. As you would gave a great amount of speed + Frozen veins. Making your dps alot higher than before. In pvp it can be used as mentioned before as an evocater thing, sounds kinda dumb but can be very usefull you will ofc only use it for that when you have way too many arena points. But still very instresting blade to try out if I have the chance to get up on that rating.

This is a great weapon for many resto-druids. It's much better to have all 4 insta-hots quicker on target than to have extra healing from weapon.

I don't think people understand the true power behind this weapon. Frankly, there is barely anyone out there that sees why spell haste should be good at all for PvP. Mages current weakness in arena is that it is too easy to walk line of sight (LoS) from them, and to stop them from casting at all (Shocks, kicks, pummel etc).
There is no class out there that has so slow cast as mages have for PvP, examples,
Warlocks - Dots, they can run while casting them (also known as kiting a target).
Spriest - Same as warlock, and their "shatter combo" (mind blast + shadow word death) takes 1.5 sec, not 2.5.
And can keep this list going for every single class in the game (except mages then). With spell haste you will be harder to stop from CCing targets. You will burst faster and more stabile, and it is the only chance we got against LoS targets.
The only problem with spell haste is that our mana pool will fastly run out. But, we have done more dps in a shorter time and backed it up with polymorphs, novas (Don't forget that GCD can be reduced to 1 seconds with spell haste, from 1.5 seconds).
So without the "test me" part, I would say this is vastly superior to the (ofcourse can be dependant on situation and/or combinations you play in arena) spellblade. In most cases I would even say it is superior to the battle/war staff alone.
So to sum it:
- Less LoS against you.
- Less run away from you.
- Less interrupts on you.
- More (and faster) CC from you to save your precious teammate(s).
Bad side: Less spelldamage for a shatter combo, but on the other hand, easier to reach a shatter combo state.
(Only talked from the mages side now with my current experience)

too bad this blade isn't here yet, blizzard forced me to take the +dmg blade, ppl question theirselves where warlocks (I play warlock) need haste for..
in arena:
2v2. my current combo is disc priest / sl sl lock (lock pov)
only cc we got is fear, have you ever played rogue druid? it's hard but doable (not on 2300+ rating tbh) when the rogue is on warlock and the druid out los from the lock (so he doesnt get any dots) it's hard to deal with it, especially since priests can't dispell poison,
have u ever tried to fear a rogue when he is on you? fakecasts may help sometimes but rogues can kick, kidney, couge seems to be up for me allways so gl getting the rogue of you, when u finally are able to fear him he will trinket or Will of the forsaken (ud racial), though ur priest can fear him aswell and the lock can refear, but putting exhaustion and kiting doesn't seems like an option..simply because rogues won't use clos, only when allmost dead, or when having thinges like exhaustion, and if that isn't enough, druids can dispell curse so the rogue is still on you,
I tested with some gimp of spelldmg and stam, f.e. i used the haste battlemaster trinket, haste neck with 10haste gem, 10haste gem in bracer, some haste gems in chest and haste cloak..I figured out that when my priest gave me Power infusion (20% spellcast speed increase) I was able to fear rogues! if they just got a GCD because they used an attack, they aren't able to interrupt ur 1.0 sec cast fears! wouldnt that be nice? too bad this weapon isn't here yet, though im looking forward to it=]
same goes for mana drains, u just simply drain faster, since we are a drain-team (or a nuke team in some situations) it's handy to have this, because imagine, u drain a druid, he goes bear, byebye manadrain (i tested it, when druid goes bear, manadrain wont work anymore)
its nice for searing pain spam and putting the additional immolate 'dot' up(which is 2 sec cast with destru talents which sl/sl locks don't have) so it has a huge advantage here..
5v5 -> its ur job to cc (fear) some1 and keep dot's on all players, imba gcd cooldown will help you keeping all the dots up!
though it depends all on your playstyle and teampartners, but i really would like to see this blade ingame, and don't let there be a misunderstanding that locks don't use haste!

The primary value of these haste-heavy weapons lies in how they improve utility spells like Mana Burn, Polymorph, Cyclone, Fear, etc. Obviously, using this instead of the healer or DPS caster weapon would be a sizable setback to the potency of your healing or damage spells, but that's besides the point.
If you find yourself making more use of CC and various utility spells rather than straight-up DPS or healing spells, then this weapon will be quite valuable. Switching between this and your other weapon is also a good way to maximize your performance (i.e. a Resto Druid stopping to drink, and swapping in the healer weapon to heal his partner or the haste weapon to throw out a Roots or Cyclone).
