Sharpening Stones and also Wizard Oils have been discontinued. While they were something nice to use once in a while for most people for many raid guilds they were simply another burden to the cost of raiding. They also caused some issues in that they only helped certain classes and took away some of the uniqueness of other classes who were able to imbue their weapons with temporary enchants such as rogues and warlocks.

From a realm economy standpoint I have a potential issue with the removal of this item and the similar mana oil (
http://www.wowhead.com/?item=36899
). All of the prior wizard and mana oils (outland level ones) required a small amount of enchanting dust and and herb or seed as the components for the recipe. This kept the price of dust at a reasonable sale price as people would buy it to make oils.
Sooner than later, we will see the price of infinite dust bottom out with nothing to use it on. I don't see this as the healthiest change from a realm economy standpoint.

I think they deleted Oils and other profession-made consumables because some professions like enchanting already make ALOT of money just from enchants. Cheap to make Wizard Oils still sell for alot because of their high demand which is giving enchanters more recipes to farm in tons of gold. Tailoring and enchanting have always been the most favorable profession combos and its only natural for the GMs to start limiting them to balance out with other professions.

At the release of Lich King, temporary weapon enhancements (oils & stones) worked on items all the way to those requiring level 80 (I applied it to Totemic Purification Rod with no problems), this was changed by Blizzard within weeks of release. After much experimenting I found that (at version 3.0.9) the current cut off for using these is any weapon with item value of 162 (as rated in the Armory). Any weapon at or above 166 will alert the user that the attempt failed but will not consume the object. I was able to apply oil to a Levitating Dagger (BOE green) which requires level 75 to use.

as of now, with the new changes, I see oils usable up to item level 200.
I kind of found this page on accident, though, and I have NO idea whether Exceptional Wizard Oil still exists in the game. I can only tell you that Brilliant does, which gives int + crit. have it on standby @ lvl 45 for a fast boost.
