These are used for the quest to get into the Ethereum Prison, "Ethereum Secrets" and the quest before it. For Ethereum Secrets, you need to get an Ethereum Prisoner I.D. Tag. You need to get a key, and take it to the prisons, unlock it, kill the spawned mob, and loot the tag. The prisons are in the Ethereum Staging Grounds, they are pink bubbles.

I was farming around 66, 47 in netherstorm for prison key. Drop rate very low. But I found a special npc that I believe have highest drop rate among all Etherum mob. Name of the mob is: Etherum Jailor. LVL 71 non elite. Similar to avenger but have red glow all over body. He hit very hard. I clean that area for so many times only seen him once. And it drop Etherum prison key for me. I believe is 100% drop rate from this mob but since I only kill him once. So I might be wrong.

You dont get I.D. Tags every time, sometimes when you unlock the prison you get a consortium dealer or similar friendly npc, they wont give you their dog tags but they will give you 500 rep for rescuing them, it is possible to get rep for consortium, lower city, and other shattrath factions i think
also you dont have to farm just the guys at the staging grounds, any ethereum guys like the ones at manaforge ultris drop them too

Got 3~4 prison key in mana tomb today. I'm the only one can loot. I think other group member reputation not enough or haven't done pre quest.
Also I can confirm those Zaxxis at south of area 52 drop prison key as well. Drop 2 for me while farming rep there. Drop rate similar to Etherum mob.

The 2 optimal choices for farming these are the Zaxxis mobs if you still need rep
OR
The mobs at Bash'irs Landing. These drop Prison Keys as well as Apexis shards for the Ogri'la quests =)
The drop rate on keys from the mobs on Bash'irs landing seem to be a bit higher for me atm compared to the netherstorm mobs.
Spelltheives however have a dirty amount of magic resist and cast a non purgeable -20% magic reduction buff on themselves

I've used the key to open up Ethereum Prison four times now. The first three yielded a mob to fight. The fourth yielded a friendly "Rescued Sha'tar Vindicator". She said, "Blessed Light! Free of my confines at last... Thank You, hero. A'dal will be told of your heroics."
I got a 500 point bump in Rep with The Sha'tar.
Then she disapppered. No I.D. tag or loot since she was friendly.

As a note, you HAVE to have done the quest for the salvaged key to get this one to drop. I started this on my mage (gotten the salvaged key), then decided to use my shaman to collect the keys (As my shaman has an epic flyer), however when I fought I Jailor I did not get one. After quickly doing the salvaged key quest, however, I started getting these keys on my shaman.

Drop rates that I've found.
100% = Ethereum Jailor
3% = Zaxxis Raider
3% = Zaxxis Stalker
These keys are NOT BoP so they can be sold in the auction house. The prisons contain a number of things. Often its an aggresive mob that you can kill for a prison ID, but they can contain friendly npcs that give you rep with one of a few different factions.

These can drop of ANY lv 68+ Ethereum mobs, The jailors are an uncommen spawn but have an 100% droprate.
I have find my first of an Ethereum Avanger.
The best way to find these keys are to kill the lv 68-70 mobs around Mana Forge Ultris on the Voidwind Platueas

These keys are for a chain quest line...
first u need to find 1 key and open a prison to get a ID card
next u need to find 5 keys to turn them into the quest guy, he gives u a item to summon a quest mob in BEM.
After u complete that, u must now get 5 more keys to summon a 5 man boss that has a chance to drop a mark that u need to complete the quest.
then u have to goto heroic mana tombs and open a cage that is right past the first boss, then return to BEM.
now you have to find 5 more keys and try to get another mark to summon a Boss in heroic mana tombs after the last boss.

I killed about 800 Zaxxis ethereals south of Area 52 and ended up with 18 keys.

The droprate seems to have been increased somewhat in the latest maintenance patch - I have heard several people comment on it, and I myself found six keys in the time it took to grind 42 Insignias down at The Heap. It might just be coincidental, or it might just be in that particular area, but I thought it worth mentioning.

To my disappointment, I rescued a Sporeling and got 500 rep with Sporeggar. Big time whammy for me. On the up side I did rescue someone from the Cenarion Expedition which was great :)

These give great loot. Of the 4 I've done so far, I got a top level BoE green, a BoP Blue Fire Resist Cape, and a BoE Blue, and one of the extra 500 rep friendlies. Here's hoping this loot continues.

It might be obvious from looking at the drop rates but don't waste your time farming for keys in the main etherium base, they have a horrific 0.5% drop rate compared with around 3% in blades edge where you can use the cheap flasks made with apeixs shards and have a chance at getting depleted items as well.

Those are not having good drop rate on my server at least. Has farmed at bashir landing outside the manaforge and at the camp for 3 days now some hours/day and got not a single key so far :(

So far I've had very good luck in Bash'irs landing, gotten at least 8 keys there in a very short time period(for getting these keys at least).
In heroic Mana-Tombs I got 3 keys, and I had gotten these only up to the second boss, drop rates seems good in heroic Mana tombs

So just went up to the prisons with 12 keys on me. Decided to try them all =) Well after the first two mobs came and have been killed, the next prison i opened i got a Rescued Keepers of Time Custodian that spawned and got 550rep with Keepers of time. In the next prison a Rescured Lower City Brute Spawned and i got 550 rep with Lower City. I tried them all and got on from cenerarion expedition to and one more from lower city. So seems like u can get one from every of the new factions =) And ofc got the id tags for turning in with consortium. I dont know if this is something that only will come when ur revered with consortium. But never gotten them when i was just honored with them and opened the prisons.
Edit... When a rescued custodian spawn u will not get an id tag! But rep with some faction in stead

in my Quest Log, in 1 hour I got 51 Insignia's and 6 keys from killing Zaxxis NPCs. But after I completed the quest by opening the prisons and completed the quest, I went back to farm more Keys, and after 1+ hour of farming and getting 70 Insignia's, I ended up with 0 keys. Now I wish I hadn't completed the I.D. quest.
Can someone else check this out? The Key drop rate seems to be high when you have the I.D. Catalogue quest in your log.

Warden Icoshock actually has a pretty decent drop rate of keys. You wouldn't know by the WoWhead metrics (as he was in the game long before keys) but the droprate, while it is not be 100%, is really decent. Dropped about 5 keys out of the 10 times I've killed him in passing. Maybe I'm just lucky.

I was on the quest
A Thousand Worlds
at the time, and no one else in the party was on either of the quests involving the keys, so they didn't get to roll. Not sure if they drop in non-heroic.

The best ways to get these is from the daily (non heroic) quests where you will get 1, and you can do heroic Mana Tombs. In heroic MT there will (in most runs) drop between 3-5 witch means you have a great chance of getting atleast 1.
When you are so lucky to get em you can use em for the quest where you deliver 5 and then get another quest. If you do the whole chain you will end up with a permanent Yor (a "bonus" boss in heroic MT, who drops some nice rings) key.
You can also use em at the prisons in Netherstorm. They are just west of Manaforge Ultris. You can see the camp on the map (mushroom looking things.
There are 5-7 prisons and you just step up to them and use you key.
Now either it will spawn a mob who can drop some pretty desent things (blue rings and good greens) or a faction guy will spawn and give you 500 rep with his faction.
There are the following factions:
*Cenarion Expedition
*Consortium
*Keepers of Time
*Lower City
*The Sha'tar
*Sporeggar
The mobs who can spawn will drop a Ethereum Prisoner I.D. Tag witch you can deliver at the camp north of where you are and get 250 Consortium rep.

Does anybody know if you are already exalted with a faction if that faction's prisoner can still spawn on you inside a prison, thus wasting the key completely since you are already exalted?

These are BoP so send them to an alt that needs rep with consortium. I send them to my priest healer where I can't grind with and is also a disser, and the dropchance of blue items is pretty high, I had about 6 blue drops from 25 keys.

I'm trying to decide what the best use of these keys are for the final jump to exalted Consortium. Individually they are worth 250 rep with Consortium, unless you're unlucky and get an Outland rep NPC (which seems very rare. I think I've only seen one Sha'tar Vindicator in the dozens of keys I've used, and none of the others).
My issue is that you need 5 of these keys to get an Ethereum Stasis Chamber Key (

). The turn in to get the chamber key rewards you 500 rep, but I'm not certain that mobs you kill from the stasis chambers give any consortium rep. Can anyone confirm whether they do or not? Additionally, if you do get a Mark of the Nexus king from the Stasis Chamber mob, does summoning and killing Yor provide any reputation to Consortium?

Heroic Mana Tombs is potentially a great way to get these keys. I was the only one in my group who had the Consortium rep to even see the keys, so I walked out with 8 of them, plus the rep I earned from the instance itself. Very nice for someone working on Consortium rep.

Just tested this, we were 5 Guildies who did the quest, went to use the keys together.
First was a Cenarion Expedition prisoner, we were all near and he did an AoE animation and all got hit for +500 CE rep.
This happened 3 times out of 5, with different factions. The 2 times it didnt spawn a prisoner, was a mob that dropped green. Gave it to the keyholder.

After killing 100 mobs of the Zaxxis variety around 'The Heap' in Netherstorm, didn't rush took me about an hour.
I ended up with :
2 Ethereum Prison Keys
along with :

55 Zaxxis Insignia
3 greens:

I have been digging around for a while now..
I don't know about everyone else but it was my impression that these keys were for rep turnins, though I was unsure of where to go to.
For those of you who were confused like me, yes, these keys can help you get rep through Consortium, but unlike other simple turnin quests
(such as getting insignias or warbeads in Nagrand)
, it's not 100% Consortium reputation per key.
You get one of these keys and you go to Netherstorm.
Around 54,39 (or that general area), you use the key to unlock one of the prisons there.
You will then either get a hostile mob or a friendly one.
Kill the hostile mob, and it'll drop an I.D. tag, which you turnin for 250 rep with Consortium.
There's a chance you might get a friend mob, who will give you rep with some other faction.
This is how people 'turn the keys in for rep' usually. There are the quests to get five keys, but I have yet to figure that part yet. ~_~

Like some people said before, you can get these from doing the daily instance. Nether-Stalker Mah'duun gives all the ones that are the non-heroics. He is also near the on that gives out heroic quests. These keys open the prisions, usualy bring out a monster that you have to kill.The monsters drop either a blue or a nice green quality peice of armor.

I have made a simple, quick and easy spammable macro to use when flying around to find the Jailors that have a near 100% drop rate for the keys
/target Ethereum Jailor
Just drag that to your hotbar and spam it!
Easier than hovering your mouse over each and every mob just to find the jailor.

if your exalted with the factions which you can get rep from opening the prisons, those npcs wont come out, i was only grinding for consortium rep and am exalted with all the other factions that this key gives rep for and only got the consortium trader and mobs to kill for tags so if your only wanting consortium rep make sure your exalted with the other factions.

It's really not worth saving 5 Ethereum Prison Keys to do A Thousand Worlds rather than just using them to hand in Prisoner Tags.

5 x Ethereum Keys = 500 rep and a

to get the next part of the quest
The only good thing about the bosses (which are easily solo'able at 80) are some random BoE blues. But they're not really worth the effort. It's more beneficial to just open the cages in Netherstorm.

These prisons can be found west of Manaforge Ultris in Netherstorm.
The function of these seems to have been tweaked a bit. I just used 25 of them and 23 of them spawned mobs that dropped a green or blue item (100%) and an
Ethereum Prisoner I.D. Tag
(Also 100% dropate). The other 2 spawned previously mentioned reputation-yielding NPCs. It's worth mentioning that the 2 NPCs that spawned to give me rep only came from the 2 factions I wasn't yet exalted with.

If a level 60 player (for example) is partied with someone who has a key and can open cages - would the level 60 player receive the rep bonus even though they can't initiate anything on their own due to level restrictions?
I'm curious because I'm wondering if you would be able to farm endlessly to eventually get honored w/ Keepers of Time so you can learn enchant ring sp.

Killing the creatures released from these prisons seems to no longer give bonus rep to level 80s. I just did 9 and not a single one gave any kind of rep on kill. I am not exalted with any Outlands faction. Kind of @#$%ty for them to do that.

I was exalted with all BC reputations but Consortium and did this 21 times in a row.
Got:
1 Keepers of Time (useless)
1 Cenarion Expedition (useless)
1 Consortium (+500 rep)
1 Lower City (useless)
17 random kill mobs. (Ethereum Prisoner I.D. Tags)
Consortium will be my 39th exalted and Tranquillian is next.

Does anyone know the approximate rate for mobs vs friendly npcs? Over the course of grinding Consortium rep, I opened probably 25 of these cages, and only one of them was friendly. (Of course, it was with Sporegarr, the faction I was already maxed out with.) From reading comments, it seems like people are getting more than 1 out of 25, but it's hard to tell. Are these results typical or am I just really unlucky? Not that it really matters any more, seeing as how I've maxed Consortium out now and I won't need any more keys. I'm just curious is all.

this is the worst part for me as i only have one quest left for my loremaster outland achievement and thats the one for the mark of the nexus-king. I had already completed the level 70 daily instance quest earlier for my last key for the previous quest-not knowing that turning them in did not count :(
following the comments, and thinking being a level 80 paladin i should be able to solo hc mt-that would be a no-managed to gain 3 keys and down the first boss solo-but 2nd boss is proving more difficult.
my advice if you can do hc mt with a friend who can possibly heal your ass off cause with the new patch the bosses have increased melee damage that hurts-trust me-and gain 5 keys that way. Bear in mind-its hc so my advice do this and then gain another 5 keys in case the first boss does not drop the mark.
sucks for me, as being at the end of wrath, no one ends up farming for the keys to sell on ah, so i have to farm them for me :( oh wells, sick of mt now and dying onto the terrible droprate in netherstorm.

Yeah, warlock pets fall off when the cell despawns....
and if they are level 85 and on defensive or aggressive setting they will one-shot the hostile prisoners and you get no loot. :(
Lucky for me I have 24 more keys.
If you let yourself get captured inside a respawned cell you can either wait for some other player to open your cell to get rep with you (only really works if you sell a mount at exalted, other than that you will have to wait long ;-)), or you can of course use another key to open the cell from inside. Oddly though, opening your own cell makes you find out you obviously had a room mate in there that you weren't aware of. o_O
im not sure if opposing factions can aoe or /target (you) and attack...if you find out please post
Lacking an opposing faction player (they only ever show up when you really *don't* need them) I sent my felguard onto the platform and got him caught in the respawning cell (revenge for one-shotting that prisoner earlier depriving me of my loot lol).... I can't target him by clicking, but /tar name works. When I try to cast Dark Intent or Health Funnel on him I get line of sight error messages (also, setting him on follow doesn't work, he just stays in there...).
I'm guessing any hostile action would fail due to los issues. So if you ever need to hide from a ganker.... get into a cell ("protective custody") and /lol at the attacker. And hope they have no ethereum prison keys on them. :)

I was looking for these keys as part of the quest

and I tried farming for them on Netherstorm..all over the place..killed entire mobs of Ethereals and Zaxxis, waiting for respawns, and had not ONE drop. Then I go to Mana-tombs for more Consortium rep and in ONE pass..walked out with all 5 keys for the quest. At lvl 85..this is THE best place for these keys!

Using the Ethereum Prison Keys to do A Thousand Worlds and the two followup quests in Bash'ir Landing is worthwhile if you're trying to do On the Blade's Edge for the Loremaster achievement; the two followup quests get you two more Blade's Edge quests and can make or break getting that Loremaster achievement if you happened to miss some of the breadcrumb quests in that zone like I did.

Lot's of confusion and contradictory statements regarding this item/quest/rep (i have posted this same post in relevant locations). I have just done Consortium to exalted and here is precisely what occurred.
1) I ran mana-tombs heroic skipping all bosses and resetting the instance, after a few runs i decided to check wowhead for alternate ways of getting Consortium rep and discovered these keys. At this point in time i had never looted a key.
2) I traveled to Netherstorm and proceeded to look for a Ethereum Jailor for 30 minutes, I didn't find one.
3) I read that you had to kill other mobs to allow the Ethereum Jailors to spawn, i did this for 30 minutes, I didn't find one.
4) I took the quest

and looted 7 keys in roughly 50 kills, all drops from Nullifiers, to the South and to the East of the quest giver. I figured that the drop-rate might be higher if your on a quest that requires that item, it appears this is the case.
5) I completed the quest and then spent 45 minutes killing Nullifiers, I looted 1 key, and still did not find an Ethereum Jailor.
6) I returned to mana-tombs heroic, skipping all bosses as i did before, and looted 42 keys in 6 runs getting my exalted reputation.
For the duration of this i had Ethereum Jailor on my _npcscan and spammed a /tar ethereum jailor macro, I did not, and still haven't seen an Ethereum Jailor. Outside of mana-tombs all my keys were looted off Ethereum Nullifiers. I found mana-tombs heroic to be by far the best way of farming reputation with the Consortium and believe Ethereum Jailors may have been removed from the game.

I had a hard time finding out how to turn these in to get the rep. If you're in the same position as me, here's what I found.
Whilst grinding rep with the Consortium, I had some of these items drop from mobs in Heroic

You will need to complete the quest using the keys and hand it in to

By far, as of the 4.3 patch, the easiest way to farm these is Heroic Mana Tombs. You can only kill the bosses once every 18hrs but the instance will respawn the trash which drop the keys. Since as an 85 you can solo the place pretty easily, you can get 12 - 15 keys by resetting and re-running this place a bunch of times. I've found having run it probably close to 100 times that 3 keys is about the minimum and 5 is typical, with 6 or 7 being unusual.
If you are a miner you also get the adamantite nodes, and an occasional Khorium node when it resets.

I am farming these keys for a set for Transmografication and I must add my 50cents as of today,
Farming is possible in Bash'ir landing in Blade's Edge Mountain and in Manaforge Ultris in Netherstorm.
Best location however for a level 85 will be heroic Mana-Tombs, the mobs there have around 8-10% of dropping a key.
You can skip the bosses and just clear the whole instance from mobs, after last boss you get a shortcut to the begining of the instance, making it very easy to clear - get out - reset.

Last night I had an insane heroic Mana Tombs -run (when it comes to ethereum prison keys).
I looted 10 keys from the corpses in a single run :)
... turned the 10 keys in to the questgiver in blades edge mountains, opened up two prisons, and got two marks of the nexus-king :) (or whatever they are called).

Another good place to farm these is the area a bit south of Area 52 called The Heap - the NPCs drop keys fairly often and you'll also get plenty of Netherweave Cloth and also rep items (

This was much faster for me as a Hunter than farming Mana-Tombs, because of the quick respawn rate of the NPCs. In approximately 45 minutes of farming I gained 3k rep (275 rep per turn in of 10

This also cuts down on travel time to get to where the prisons are if you farm here and then just fly over to the area with the prisons - no needing to fly way down to the Mana-Tombs and back and it's also closer to vendors for repair/selling items when your bags get full.

To get the keys, in order to grind rep or get xmog gear - you need to start with
A Mission Of Mercy
but you need to be honored first with Consortium to get the quest to get keys. How? Well, there are quests in Netherstorm and Nagrand, and you can run Mana Tombs normal and heroic to get rep up. In reality at this time, starting at Neutral, you could do a couple runs of Mana Tombs and the quests in Netherstorm and this one should open up for you. Then follow this quest chain and you will start the key drop.

Consolidating into one post:
When opening the Ethereum Prison, you have a chance of hostile mob or a captured friendly prisoner to appear. There is a moment right after channeling the key that the mob will be shown as friendly, even if it is not. It cannot be attacked or attack you until after it becomes hostile.
The hostile mobs are all level 71, and has a chance to drop a random green or blue item and the Ethereum Prisoner ID Tag needed for a quest. Wowhead does not have a loot table on them for some odd reason. These mobs include: Wrathbringer Laz-tarash, Gul'bor, Porfus the Gem Gorger, Malevus the Mad, Armbreaker Huffaz, Fel Tinkerer Zortan, Forgosh, and more.
Though these hostile mobs can be spawned repeatedly, only one of each can be up at a time. For example, if several people are opening the prisons at the same time, it is possible that all of them could get Malevus. But, each time that Malevus is summoned, the game will unsummon the others.
If you flee or use an ability to drop aggro from the mob, it will return to its summoning point and despawn within 5 seconds. It does not drop any loot if it despawns (of course).
The captured friendly faction member will praise you, and promise to tell everyone that you rescued them. They will cast an AOE rep bubble (aka Arcane Explosion graphics) and then vanish. Anyone in the bubble will get the rep.
+550 rep can be earned towards:
Lower City
The Consortium
Cenarion Expedition
Keepers of Time
The Sha'tar
Sporeggar
Note: for No Kill Characters, this is a way of getting rep with the Keepers of Time that would normally be impossible, and raising your rep past honored / friendly with Lower City and the Consortium.
They can be found on the AH cheaply, or you can have an alt or friends run Heroic Mana Tombs for them as they are not soulbound.

I'm grinding Consortium rep on my mage and here's what I've discovered:
First thing you need to do is complete the
Mission of Mercy
quest.
Once you've done this, you can look for
Ethereum Jailors
around the Manaforge Ultris area. These only spawn every hour or two (from what I've read), and they can be found anywhere around the island except the Celestial Ridge or any of the bases.
If you haven't seen any jailors around (they're hard to miss... they're a lot larger than the others and have a different color), then go south of Area-52 and farm
Zaxxis Insignias
.
You'll also want to run heroic Mana Tombs, where you can average around 2-3 per run.
The drop rate for these on the Jailors is 100% if you've completed the quest in step #1 above. The drop rate everywhere else is supposed to be really low. HOWEVER, when I farm for Zaxxis Insignias, I keep farming until I hit 100. When doing this, I've also averaged EIGHT Prison Keys. So, doing the math:
Zaxxis Insignia has about a 67% drop rate.
100 Insignias = approximately 150 kills
8 Prison Keys out of 150 kills = approximately 5.3%
In reputation, this equates to 10 x
Another Heap of Ethereals
+ 8 x
Ethereum Prisoner I.D. Catalogue
. So:
10 x 275 + 8 x 275 = 2,750 + 2,200 = 4,950 rep. (this assumes guild rep bonus)
EDIT - I made an incorrect calculation on Consortium rep. Not every prisoner will yield an ID. Some will give rep for other factions.
So, in my experience, the Prison Keys have a drop rate of about 5% when farming for Zaxxis Insignias and this gives a pretty good yield of RPH (Rep Per Hour). Of course, YMMV.

Ethereum Prison Key
grinding. I've nearly completed the Ethereum Key grind for BC rep on my F2P (Free to Play) lvl 20 twink -
Shininagins@Bloodscalp
. I have completed exalted faction on 4 out of the 6 available factions through Ethereum Prisons opened. My completed factions are
Sha'tar
,
Consortium
,
Lower City
, and
Cenarion Expedition
with
Keepers of Time
and
Sporegarr
remaining. I stopped at 4/6 exalted factions completed as I'm working toward the
Guardian of Cenarius
title first, but I'm planning on going back and finishing that last 500 or so keys needed to wrap the rest up soon.
Thought I'd share some of the data and info from the process. Since this was a F2P account, I had no access to guild or rep banners. However, I would do all my key turn-ins during Darkmoon Faire weeks so that I could use the 10% rep gain boost from
Darkmoon Top Hats
or the
carousel
. So instead of getting 500 rep per prisoner released, I gained 550.
Some quick math. If you are starting at 0/3000 neutral and gaining 550 rep per turnin, your twink will need 77 prisoners freed per faction to ding exalted (or 79 prisoners if you want to max 999/1000 exalted.) Here is how many keys it took to reach several milestones:
3543 Keys used to hit 1/6 exalted Sha'tar
3578 Keys used to hit 2/6 exalted Consortium
3650 Keys used to hit 3/6 exalted Lower City
3728 Keys used to hit 4/6 exalted Cenarion Expedition
I haven't completed Keepers of Time yet. Technically, Sporegarr is already completed as I farmed mobs in Zangarmarsh already - but I did include the Sporegarr prisoner numbers in this post to offer a complete data set. Based solely on key turn-ins - I would be lacking 5200 faction (10 prisoners) for Keepers of Time and 4050 faction (8 prisoners) for Sporegarr.
Of 3728 total prisons opened (1 key per prison) I have released a total of 450 prisoners, for a prisoner spawn rate of 12.16% per key. In the 88% of prisons opened that do not yield a prisoner, a named mob will spawn that always drops at least a green or a blue. Also, it appears there is an equal chance (1/6) for each prisoner to spawn upon a successful prisoner release. Cursing at the spawns you don't need is also recommended! Below, I have posted my count of prisoners released her 100 keys. CE = Cenarion. KoT = Keepers of Time. Sporr = Sporegarr. Consort = Consortium. LC = Lower City.

Next, I'll show some of the info of time commitment to complete this grind.
I have currently turned in 3728 keys. To complete the last faction needed (Keepers of Time) I estimate I will need another 500 - 600 keys. On average, I see 2 prisoners per 100 keys turned-in of any one specific faction. With some luck I might finish KoT in 300-400 keys. With really bad luck I might still need another 700-800.
Keys are best farmed in Mana Tombs Heroic. Your lvl 90 must have completed the quest
A Mission of Mercy
and must also already be honored with
Consortium
before any keys will drop for you. Do not kill any bosses. Every mob in the instance has a chance to drop keys, except for
Mana Leech
. You can kill the leeches if you want the vendor trash. When I first started farming, I would do a complete clear and reset on my lvl 85 feral every 5-6 minutes - body pulling all trash up to a boss, then stopping and killing. There are 3 bosses, so 3 total pulls. Again, don't kill any bosses as that will save and lock the instance and you want to be able to zone out and reset. I generally had around 100 slots of bag space empty when I would start farming so I didn't need to stop and vendor between runs - I'd only stop and vendor after all 5 completed runs. Luckily there is a vendor just outside the instance. No mailbox though so you'll need another option to mail cloth or other AH items farmed. I'd also make sure to be in a group so I could have access to instant-click DE of all greens (my group member wouldn't help farm, just would allow me to form the group with them.) DE'ing greens saves bag space plus the dust is worth more than the vendored greens on my server.
After a few runs, I was able to find nice, efficient routes to pull everything. I got down to consistent 4 minute clears per run (so 20 minutes for the 5 clears.) My fastest time was 18min:30sec approximately for all 5 clears. I had an average of 5.34 keys drop per run, plus I was able to buy keys once in a while off the AH. After the keys are farmed they have to be turned in. I could pretty easily complete 300 keys an hour on turn-ins. But using this info, here is the expected time commitment for this grind:
4 Minutes per single Mana Tombs clear
1 Minute for vendoring, mailing (argent gruntling), etc - one time at the end of each 5x Mana Tombs clear
21 Total minutes per 5x clear
119 Total recorded 5x Mana Tombs clears
41.65 total recorded hours spent farming Mana Tombs
12.33 total recorded hours spent opening prison cells
53.98 total recorded hours spent grinding BC rep
I didn't record all my farming and so the numbers above are short by 549 keys. I was able to AH a few keys here and there. I estimate another 5-6 hours from the leftover so:

One nice side effect - I estimate I made around 200k gold from the farmed cloth, recipes, DE mats, etc. That's 3333 gold per hour from the 60 hours spent farming. I'd usually only run one set of 5 clears per day. Sometimes I'd jump back on and do a 2nd run. It took me 3 months to complete.
Finally, here are my recorded farmed key totals from each set of 5 Mana-Tombs runs.

The best thing that I found to do while farming these through the various steps of the rep grind, was to start in heroic Mana Tombs, clear all the mobs up to Tavarok. This would usually net me 4-6 keys. Leave the instance, the mobs will respawn inside shortly.
While waiting, fly up to Blades Edge and farm keys for a bit, open a stasis chamber (depending on what you're aimig for, I was looking for a transmog item from the statsis chamber bosses and then decided I'd finish the rep grind up because it was enjoyable. ) Grab a few more keys from the surrounding mobs and then head over to Netherstorm to look for the Ethereum Jailors at Manaforge Ultris ( 100% key drop rate from them ). Fly back to Blades Edge-- open up another stasis chamber or use the keys turn in ID tags in Netherstorm for reputation.
(It's worth noting that if you're grinding this strictly for rep, that the ID tags offer more reputation per key than the Stasis chambers in Blades Edge do.)
By that point my mobs have respawned in Heroic Mana Tombs and I'm able to rinse and repeat.
I really didn't mind doing this reputation at all, with having so much downtime until WoD, I found it to be a really welcome distraction!

Disregard what the quest says. You have much better chances getting them doing mana-tombs on heroic (minimum of 5 keys! Even got 10 sometimes) and killing mobs at "the heap", which you can do while farming insignias.

Here is my experience summarized on how to get this item. I just did it on one of my characters to prepare for Timewalking in patch 6.2.
Before you start you might consider purchasing the required materials that will be required further into the quests. It can help reduce farm and speed up completion. At some point you'd need to turn in 10x

, but in addition you'd need one extra to continue the quest chain. So if I were you, buy at least 10 of these from the Auction House. Though this is not required, just saves you perhaps an hour of farm in total (if unlucky like me.)
Anyway start by doing these quests in the following order:

These will not drop until you complete the quest "A Mission of Mercy".
In case you are having problems figuring out just how to summon Yor like I did, I made this guide for dummies (like me) once I finally got it.
Note - You will need a minimum of 11 Ethereum Prison Keys to complete the quest line.
An easy way to obtain these is by running to Heroic Mana-Tombs. They will not drop until after
completing the quest "A Mission of Mercy"
They can drop from any mob with exception of the Mana Leeches. You usually get 3-6 per run.
1. Fly to The Stormspire in Netherstorm.
2. Go to the tallest building and accept the quest "Seek out Ameer" from Protectorate Advisor Rahim (45.8, 36.3)
Note - This quest requires you to be Honored with The Consortium before it is available.
3. Fly to Protectorate Watch Post in Netherstorm and turn in quest to Commander Ameer (59.5, 32.4)
4. Accept the quest "A Mission of Mercy" from him.
Note - You might also accept the quest "The Eternium" since you will be killing the same mobs anyway.
5. Fly to Ethereum Staging Grounds (57, 37) and start killing mobs until you loot the Salvaged Ethereum Prison Key.
6. Return to Commander Ameer (59.5, 32.4) and turn in quest. Ameer uses the Ethereum Prison Key on the Salvaged Ethereum Prison next to him.
7. Accept the next quest "Ethereum Secrets" from him.
8. Return to Ethereum Staging Grounds (54.6, 40) and open any of the Ethereum Prisons by clicking on it. This will require 1 Ethereum Prison Key.
9. Once opened, the prisoner freed will turn hostile. Kill it and obtain the quest item Ethereum Prisoner I.D. Tag.
10. Return to Commander Ameer (59.5, 32.4) and turn in quest .
11. Accept the next quest "A Thousand Worlds" from him.
Note - This quest requires you to be Revered with The Consortium before it is available.
12. Complete the quest. This requires 5 Ethereum Prison Keys.
13. Accept the next quest "Stasis Chambers of Bash'ir" from him.
14. Fly to Bash'ir Landing in Blade's Edge Mountain (51.2, 11.7).
15. Complete the quest by clicking on the Stasis Chamber Alpha.
16. Once opened, the prisoner freed will turn hostile. Kill it and obtain the quest item Evidence from Alpha.
17. Fly to the Image of Commander Ameer (52.9, 15) to turn in the quest.
18. Accept the quest "The Mark of the Nexus-King" from him.
19. Accept the repeatable quest "Purging the Chambers of Bash'ir" from him.
20. Complete the quest to obtain the Ethereum Stasis Chamber Key. This requires 5 Ethereum Prison Keys.
21. Fly to the Ethereum Stasis Chamber close by - usually in clusters of 3 and click on one the Chambers.
22. Once opened, the prisoner freed will turn hostile. Kill it and obtain the quest item Mark of the Nexus-King from it. Hopefully you get it on first attempt, otherwise you need to return to Image of Commander of Ameer (52.9, 15) to get another Ethereum Stasis Chamber Key from him which requires another 5 Ethereum Prison Keys.
23. Return to Image of Commander of Ameer (52.9, 15) and turn in quest.
24. Accept the quest Stasis Chambers of the Mana-Tombs from him.
25. Go to Mana-Tombs which is north entrance at Ring of Observance in Terokkar Forrest (39.6, 62.3)
26. Enter Mana-Tombs (Heroic mode) and go to the Mana-Tombs Stasis Chamber (in the room after Pandemonius)
27. Click on the chamber to complete the quest.
28. Return to return to the Image of Commander of Ameer in Blade's Edge Mountains (52.9, 15) and turn in quest.
29. Accept the quest "The Eye of Haramad" from him.
Note - This quest requires you to be Exalted with The Consortium before it is available.
30. He will give you The Eye of Haramad which is the final step and the permanent key to summon Yor. This item must be in your bags in order to summon Yor. If you lose it you can return to Image of Commander of Ameer in Blade's Edge Mountains (52.9, 15) and he will give you another one.

Just run through HC Mana-Tombs, kill all the Ethereums but none of the bosses. After the last bass there is convinient little balcony that lead back to the entrance.

go to mana-tombs and rush it without killin any boss, walk pass them without killin any. you will get about 3-9 per run. outside the instance there is a boi named "slim" u can sell trash there.

So after trying to find a very specific transmog and gathering data for a total of 16 hours over the course of 4 days, the only jailer in all of netherstorm is located at 56.39,32.55 to the top right before you enter the staging grounds coming from the path north of Manaforge Ultris. He only spawns once every few hours and has a 100% drop rate for the Ethereum Prison Key. He is then replaced with one of the corresponding units: Avenger/Nullifier/Researcher, ect.
This being said, the map on this webpage is not accurate at all. They do not spawn all over north/east/south of Manaforge Ultris.
A previous patch has made it to replace the latter(About 98% of those units with more Craghide Basilisks.
Good news being, you can farm heroic Mana Tombs and avoid the bosses to get about 4-7 keys a run. Just reset and repeat, otherwise lock-outs will still apply.
The OTHER good news, is that any and all the enemy ethereal units around the Manaforge Ultriss will drop the Ethereum Prison Keys with about about a 3% drop rate, so everyone can stop looking specifically for the -one- jailer on the map and just start farming this area or Mana-Tombs.
Finding actual prisoners inside these orbs instead of mobs will also give you a hefty reputation bonus to either the Consortium, Sporeggar, or the Sha'Tar.
I've been farming for about 5 days now, on and off. I still haven't found this very specific transmog.

If you are having issues with having the keys drop, and want to know if you've done the quest to *make* them drop, use the following:
/script print(IsQuestFlaggedCompleted(10970))
If it comes up as 'True', then you're just having terrible RNG. If it comes up as 'False', I recommend doing the questline, as the keys won't drop naturally for you!
