Alex was once leader of a famous Everquest guild named Fires of Heaven (now a World of Warcraft guild). His first character in EQ, Kalaran, a rogue, was the first level 50 in EQ. Alex is supposedly still an avid player and guild leader in World of Warcraft.
As Fires of Heaven were well known for achieving many "world first" accomplishments in Everquest, the guild was asked upon the release of World of Warcraft to not be the first to kill Onyxia. Blizzard felt too many people would think they had inside knowledge if they continued this achievement trend in WoW. It stands to reason this 'suggestion' is still in effect, as they have tended to wait before tackling new content too quickly. Though they progress quickly once they have started.

To reiterate the first comment perhaps for the sake of clarity and understanding (and to prevent further spam and speculation on this page),
Peep's Whistle
was "discovered" on the PTR and is
not available to players
. If you see someone flying around in-game on a phoenix mount, they are riding the
Ashes of Al'ar
, which drops from
Kael'thas Sunstrider
in
Tempest Keep: The Eye
. Period.

Blatant, baseless speculation ahead.
I think it bears pointing out that it does not specify summoning only in outland, or flight. Admittedly, it doesn't specify rider requirements either.
My point? I suspect that, although it may never be available to players as it is, it may be land mount similar to
Reins of the Raven Lord
, likely recoloured and otherwise shined up.

This is
identical to Ashes of Al'ar.
If you check the
spell ID page
of this item, you will see:
Effect #1 Apply Aura: Mounted (18545)
Effect #2 Apply Aura: Mod Speed Mounted Flight Value: 310
Effect #3 Apply Aura: Mod Speed Mounted Value: 100
"Mod speed mounted flight" refers to the speed of the mount while flying, in this case it is 310(%) the same as
Ashes of Al'ar
"Mod Speed Mounted" refers to the speed of the mount while on the ground, in this case 100(%), is the same as Ashes of A'lar, which you can see if you click the link above.
And most importantly, "Mounted (xxxxx)" refers to the model ID of the mount being used. Which is 18545, the same as Ashes of Al'ar. This means that this mount does not have a unique look - it looks the same as the Ashes of Al'ar mount.
This item even has the same Use:
text as the Ashes. (Note: Ashes is being changed in 2.4 to include
"This mount can only be summoned in Outland."
)
So this item was probably only made by the PTR dev team to test something, although the flavour text leads me to believe that players were supposed to discover this ...

Make a wish DID give a boy a phoenix mount, but the boy's name was Ezra, not Alex. However, Ezra DID receive the world-first phoenix, so you might conclude that this may be the particular phoenix mount in question.

As one of Epheonix's guildmates (check armory if you want to verify, Shadowwind in Thirty Second Fleet :-D) I can assure you that Ezra got Ashes of Alar, NOT Peep's Whistle. Yes, it's a gorgeous mount.
On the sad side, Ezra's had a relapse and is rather sick at the moment. :-( He's still fighting, and hopefully he'll pull through this episode like he did the last one.
As of October 20th, 2008, Ezra Chatterton, Ephoenix, is no longer with us. Removed
And from the ashes it was reborn...

Someone, please tell me the answer to this: Peep's Whistle, The Ashbringer, Corrupted Ashbringer, Frostmourne, the weapon not set "Twin Blades of Azzinoth" are all not player available and only for GMs. Someone please ask Bliz why that is then tell me. Please i mean honestly...

You are way off, this was given to Ephoenix a 12 year old boy who passed away, a famous guild leader on EQ and World of Warcraft. Ephoenix was the ONLY soul in the game that legitmently got this mount, anyone who holds "Peep's Whistle" is clearly hacking. And this is not avalible to ANYONE. Not even Game Masters. Anyone who has this has Ashes of A'lar. And when it says
"This item is unavalible to players."
that INCLUDES Game Masters. Game Masters are players too, but they hold higher standing because they work for Blizzard and have much more knowledge and power than the average World of Warcraft user. However, some items Game Masters can obtain, but this is not one of them.
RIP Eph - I hope you are happy where-ever you may stand right now.

added in the game for a single kid who had the dream of getting this mount. The kid had cancer and has passed away. May he rest in peace.

I asked a GM about this mount and here's the answer :
" I understand why are you confused Yaugol: basically, you've fallen prey to one of the worst pitfalls of WoW fansites like WoWHead: PTR datamining. You see, during the development cycle of an expansion or patch, items come and go and the developers change their minds more than once. Frostmourne was once going to be a regular item (you can see the unfinished playable version it in WoWHead!) and so was Ashbringer. Eventually the developers decided against both ideas.
Peep's Whistle is one of those ideas that was discarded before it got to the game: it was transformed into the Ashes of Al'ar we all know and love. It's not Ephoenix's Phoenix, nor a GM mount, not any other rumours you may hear :)"

I suppose that developers should remade this mount model .
I checked , right now it looks like an
Ashes of Al'ar
.
In my opinion , they could at least change the color of
Peep's Whistle
.
Moreover , I'm sure that they should add this mount into the game . After all , it's such a nice and cool legendary item .
I consider that the best animation for
this mount
will be a combo of the
Reins of the Pandaren Phoenix
(Form) and
Ashes of Al'ar
(Color) .
This is a pretty logical decision because
Reins of the Pandaren Phoenix
has more advanced model due nice tail .
On the other hand ,
Ashes of Al'ar
has better color and visual effect . Plus , I think that
Peep's Whistle
should transform you into phenix .
This will work like
Vial of the Sands
, but instead of a dragon you become phenix .

This was released, ONLY for a kid with cancer, he got it from the Make-A-Wish foundation, he died after if i`m correct, anyhow, Peep`s Whistle summons Peep The Phoenix, wich has the same model as the Ashes of Al`ar. It actually summons Ashes of Al`ar, because making a mount costs alot of time, and the boy died very after.
