This was on the Zandalari Empire reputation vendor during BfA beta, but was sadly removed shortly before launch.
I suspect a lot of loud people complaining about horse recolors had something to do with it.

Update: Looks like it will finally be obtainable in patch 8.2 for a hefty sum of gold and requiring Exalted with Voldunai. At least it's in the game now. Thanks for listening Blizzard!

Patch 8.2 this is available on the vendor now! 72k gold also 阿昆达之语 out there.

A recolor of an existing pterrordax mount. For a race of fennec fox people. The flight master nearby has trained buzzards for Elune's sake, why the heck is Blizzard so lazy with their exalted rewards? Calls back to WoD where you could get a million reskins of wolves and boars as "rewards" for every rep out there. Ridiculous.
