This pet is not yet available.

Warcraftpets.com states the following is required prior to purchasing the pet:

Player level 110
Completion of Broken Shore quest line
Completion of Artifact Knowledge quest chain (requires AK 25)
Empower an artifact weapon (quest line can be started at weapon level 34 and AK 26, but it requires weapon level 35 to continue quests for a specialization)
Power Ascended (weapon level 52) for at least one Monk artifact weapon
Broken Isles Pathfinder, Part Two (account-wide) and completion of the Monk class mount quests (requires an 11 week campaign, plus Exalted reputation with Armies of Legionfall)

Not sure if any of this will change but just something for you to work on till it does become introduced.

As 突袭墓穴 can now be obtained, Monks that have completed it along with 破碎群岛探路者，第二章 and 力量提升 on one of the Monk artifacts can obtain this pet from 梅琴乐 in exchange for 1000 职业大厅资源. She can be found a few meters to the south of the Temple of the Five Dawns inside a small hut to the right as you go down the slope from the temple.

She casts the animation for Monk's old Legacy of the White Tiger spell if you mount Ban-Lu with her out.

It apparently doesn't have to be your Ban-Lu either. If another Monk mounts up nearby she'll run over and emote at them too.

To find the NPC that sells the pet don't do what i did, by exiting the area through the archway trying to find the path that leads to her which will take you to the near bottom of the isle and you'd have to hop over some rocks into water and walk all the way back up. Theres an opening near Aegira NPC that leads right to the little hut the NPC is in.

You DO NOT need to complete the quest 伊利达雷的灵魂棱镜 in your class campaign to buy this cub. You only need to complete the quest at the Broken Shore to get your Monk mount (along with the 52 traits). I was only at 23/40 fragments when I had this pet become available.

Post 7.3 all characters can access the empowered traits, but this doesn't actually mean empowering the weapon. You need to complete the weapon empowerment scenario for the weapon you have concordance with before you can buy this pet.

Update: I've seen people talking about whether the Broken Isles Pathfinder is needed in order to buy it. To that, I answer: NOPE. You don't need it, neither you need the part one of it. I haven't done these achievements in any character, and, yet, I managed to buy the pet.

All I did was complete the Ban-Lu quest-line and look for the the lady that sells the pet ^^

Can this pet still be obtained? It's impossible to get the power ascended achievement now so I'm kinda worried. I really want to get him.

Got this pet today and just wanted to clarify the process.

1. Complete the Monk Order Hall campaign. https://www.wowhead.com/class-hall-campaign-for-the-third-artifact-relic-guide

2. Complete the Breaching the Tomb achievement. 突袭墓穴

3. Complete the quest chain to obtain the Monk class mount Ban-Lu. This starts with the quest Master Who? from Yiska on the Broken Shore. 神秘大师

4. Congratulations! You can now purchase Ban-Fu, Cub of Ban-Lu from Mei Chele at 55 62.6 on the Wandering Isle for 10,000 order resources (don't worry, you'll have more than enough at this point). 梅琴乐

You no longer need either of the Broken Isles Pathfinder achievements or the Power Ascended achievement. I know this has all been stated elsewhere, but I still found it unclear so I wanted to gather it in one spot.

After some perturbation (including /w to GM twice about buggy quest chain) I finally managed to get this wonderful feline ;), so it is STILL obtainable as of 9.0.5 ;). Fallen in love STRAIGHT AWAY, definitely one of the most beautifully designed pet ever in WoW. Undoubtedly worth effort to get her :D.

I just got 班福，班禄的幼崽 today (Feb 16, 2022) and thought I would share my information.

Complete your 50 quest Class Order Hall Quest storyline, Journey of the Grandmaster which starts with:

01] 崛起吧，勇士
and ends with
50] 勇士：阿麦

If you get stuck deep into the 50 quests in the storyline, this could be what you are looking for:
Fly to Deliverance Point on the Broken Shore and get the quest 抗魔联军勇士
Now travel to your Order Hall and get 酿酒问题
That should let you finish the 50 quest storyline and earn the achievement 抗魔联军勇士

Next, you need to complete Gift of the Six which starts with 大法师茉德拉 located in the
Violet Citidale. This series is 8 quests, and depending on your Class Specialization will be as follows:

Windwalker :
01] 踏风武僧：邪能图腾的骚动
and ends with
08] 六人议会的礼物

or

Brewmaster :
01] 酒仙武僧：伊利达雷的援手
and ends with
08] 六人议会的礼物

or

Mistweaver :
01] 织雾武僧：鲑鱼溪调查 The Bradensbrook Investigation
and ends with
08] 六人议会的礼物

Then, finally your Class Order Hall Mount storyline which is a 10 quest storyline starting with

01] 神秘大师
and ends with
10] 班禄的试练

Now 班福，班禄的幼崽 is available for purchace from 梅琴乐 for 1000 职业大厅资源.

tl;dr for 2024 readers (and beyond probably)

Make a monk, do some of the legion class order hall questlines.
At some point the quests stop coming, get lvl 45.
Do more class order hall/monk quests
At some point the quests stop coming, go to broken shore, do the Breeching the Tomb meta achievement. If you've already done that acheivement, just do the basic quests from the area until class order hall stuff pops up again.
Do more class order hall quests, eventually they lead you right to getting the mount.
Once you have the mount you can go south in the class order hall, into a building and buy your pet! Congrats!
