For anybody after the epic upgrade of this, from start to eventual epic drop on a level 20 druid, over roughly 5 days between BGs and Dungeons, I looted:

Additional Notes:
There is no real trick to this. I found with the character I used that I could kill all three lots of merlons along the coast and have approximately 5 mins between full respawns. Closer to the end of the farm, I started just running from top to bottom, killing everything I saw respawn, this felt quicker, but is probably slightly less efficient (especially for those without a vendor mount as you can use respawn time to sell items etc).
I suggest some large bags (if you have them available to you. I used 30 slot bags (Thanks to my friend), which made the grind less annoying.
If you're considering only killing Oracle spawns, I do not recommend this, as they will respawn at 50% chance of being either, eventually there are no Oracles to kill. It pays to kill them all.

Epic one is item lvl 32, +37int, +13stam, +16 versa.

Finally got the epic level 20 Foamspittle staff to drop today (item level 32). It still drops and here is my story for my level 20 Druid.
It dropped where the solo Murloc hunter spawns between the mid and south spot. I would always kill the Hunter so the Oracle would spawn the other half of the time. This was just under 3 weeks of farming and playing all the frick'n time. I may be a little OCD , haha
The drop rate seems to be anywhere between 5 minutes and 3 hours. RNG can be a pain. Sometimes you get lucky and one drops on the first couple of kills, its usually a green.
I'm not sure exactly how many Murlocs i killed because i started using the kill counter addon after 30 staffs. But it totaled 10,986 on the counter of Oracle, Tidehunter and Hunter's. So I'm thinking 17,000 kills total if i was to guess.

86 total Foamspittle staffs to get the one purple one on my Druid
other stuff that i counted:
235 small lustrous pearls
4342 clam meat
13122 linen cloth
317 wool cloth
Adding up all the foamspittle staffs from my other toons i have brings the total to 114
Oh and warmode was on for about 90% of that time (when it dropped too). Not sure it made any difference.

I spent around 2-3 hours in spare times. Running and killing almost all respawn. Easy clear with mage, but very annoying after many kills...

The Foamspittle Staff is an item that was popular among some low level players during Battle for Azeroth, despite being added to the game during Vanilla WoW. Its popularity ended in Shadowlands, due to increased accessibility of new items for all level ranges.

With Patch 8.1.5, a change allowed most quests rewards and items dropped only by rares to have a chance to upgrade in quality from green (
"Uncommon"
) to purple (
"Epic"
). In a seemingly unintended way, Foamspittle was also able to upgrade, despite not being any of those.
There aren't any confirmed answers, but the best explanation is that there wasn't an easy way to check if an item was dropped by a rare (which was needed to implement the upgrade system quickly).
To offset that problem, the developers might have given all items dropped by a single NPC the ability to upgrade. In theory, it's safe to assume that items with a single source drop are actually dropped by a rare, as most common drops are taken from an universal loot table.
This explains why Foamspittle Staff was able to upgrade, because it only drops from a single NPC type called "Murloc Oracle". Funny enough, the Murloc Oracle isn't a single rare NPC, but one of the most common murlocs of Westfall! Due to this interaction, it was possible to obtain a powerful Epic item simply by grinding mobs in one of the first zones.
This discovery was mostly used by by lower level characters (namely level 20 PvP Twinks) that used this early boost in power to gain an advantage in Battlegrounds, which explains the suddenly appearance of comments in this item's page from patch 8.1.5 until 8.3.

• But why isn't Foamspittle Staff some generic item in an universal loot table?
For a long time, players suspected that Humans and their zones were the some of the earliest content to be created during Alpha WoW. This is based on the early promotional images, that always seem to take place in Elwynn Forest, Westfall or Duskwood.
My presumption is that a more handcrafted approach to world drop loot was used during this very early period, before the full scope of the project was realized. This would mean giving specific mobs a chance to drop items that are logically tied to them, like mystical murlocs dropping magical staffs. Later, this approach could've been dropped due to time constraints when the more general world drop system we have today was created, of base items with random suffixes and stats.
There are other items similar to the Foamspittle Staff in Westfall (Ex.:
海蟹的硬壳
and
河爪秘法杖
), but they weren't as influential in the PvP Twinking scene of Battle for Azeroth despite being easier to obtain, due to the high amount of Versatility that Foamspittle had.

• But why is Foamspittle Staff better than other staffs?
For two reasons: (1) it could be upgraded to epic (as discussed); (2) it had a higher amount of stats than normal.
If you look at the Wowhead's Classic database, you'll see that the original Foamspittle only has Spirit on it, while

has both Spirit and Intellect. Since Classic had lot of items with strange itemization and useless stats, an effort was made during TBC to normalize all of them and add the most common attributes.
It was probably during that point that Foamspittle had Intellect "artificially" added to it. But the story really concludes at the Legion expansion, when Spirit (a healer-only stat) was removed and Versatility (a general stat) was put in its place.
What might've happened is that this conversion didn't consider the Intellect as part of the item's stat budget, meaning that a higher amount of Versatility was given to compensate the supposed lack of other stats.

For those looking to farm this staff for ATT Completion -
This only drops off of the Murloc Oracles in the South-West corner of Westfall. I got pretty lucky and got it in about ~50 kills. I have heard/seen others having a hard time getting this to drop however.
