It has substantially changed it seems. Since the old passive is now a legendary affix, I think this item is going to be BiS (if you count in legendary items obviously).

Warden 玛维·影歌 is a figure instrumental in the downfall of Illidan the Betrayer. After the War of the Ancients, Maiev acted as the jailor for Illidan for ten thousand years. When Illidan was released and took power in Outland, she was in turn imprisoned, under the vigilance of Akama.

Maiev managed to convert Akama to her cause, and with his help infiltrated the 黑暗神殿, and is part of the final encounter with 伊利丹·怒风 - she lands the killing blow.

Prior to her being known as the Huntress, Maiev Shadowsong was a priestess of Elune - hence the flavour text for this item:
"In a life long forgotten, Maiev, Hunter of the Betrayer, healed the injured and worshipped the moon goddess."

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from 翡翠梦魇 is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

萨什，大主教本尼迪塔斯的裹布	Back	Holy	After 救赎之魂 expires, you will revive at up to 100% health, based on your effectiveness during 救赎之魂. After reviving, you cannot benefit from 救赎之魂 for 10 min.
穆兹的坚定意志	Wrist	Holy	While above 75% health, the cast time of your 治疗术, 治疗祷言, and 惩击 is reduced by 15%.
皮瑞克丝之拥	Finger	Holy	Allies protected by your 守护之魂 also receive healing from each of your active 恢复s.

奥尔麦什，希望之索	Waist	Holy	If 圣言术 is triggered and the Holy Word is not on cooldown, 圣言术 increases the damage and healing of your next cast of that Holy Word by 10%, stacking up to 5 times.
安努德的焦枯镣铐	Wrist	Shadow	Each time 暗言术：痛 and 吸血鬼之触 deal damage, your next 虚空箭 gains 2% increased damage, stacking up to 50 times.
赞卡拉姆，伊尔迪之冠	Head	Shadow	Healing from your 吸血鬼的拥抱 is increased by 250% while in 虚空形态.
双生子的痛苦之触	Finger	Shadow	Your first cast after entering 虚空形态 spreads 暗言术：痛 and 吸血鬼之触 to 3 enemies within 10 yards of your target.
曼加扎的疯狂	Waist	Shadow	Increases the maximum number of charges of 心灵震爆 by 2.
莎赫拉丝主母的诱惑	Shoulder	Shadow	When you enter 虚空形态, every 7 sec of remaining duration on grants you a stack of 虚空形态.

I believe there was an existing set bonus or talent which reduces or has a chance to reduce the cooldown of Penance prior to Legion. I wonder which one would that be? Thus, that incarnated into this Legendary item.

As Legendaries are now 1,000 i-lvl upon obtaining them...the stats have drastically changed. I'm assuming that not just anyone can change the item description, but it is outdated. It is now as follows:
