This intriguing item allows you to fish up other baits, rather than rare fish - namely 银鳞鲦鱼. It is specific to the Legion zone 风暴峡湾.

It grants the buff 驼鹿角鱼钩 for 2 minutes; this buff expires as soon as you catch a 银鳞鲦鱼, though.

An important note - if you use 驼鹿角鱼钩 with another rare fish bait active (or vice versa) the new buff WILL REPLACE the previous one! As such, it's best to wait until your bait buff expires before using this item. This does not apply to 奥术鱼饵, which can be used concurrently with any other bait/lure.

There are a number of Rare fish in Legion, and items (bait or otherwise) that will help you catch them.
The Rare fish and items to catch them are zone specific (although some are obtainable on any shoreline of the Broken Isles).

Rare Fish

There are 18 rare fish coming in Legion that can be fished up. Each rare fish grants +5 to Fishing skill when used, consuming it in the process.

There are 3 Rare fish per zone, and 3 that can be caught on any coastal waters.
These can be fished up from a Fishing skill of 1, so this can be an effective way to power level Fishing.
Catching one of the rare fish listed below while fishing will grant the achievement 渔辈楷模. Catching them all will grant the achievement 大鱼为重, which is a requirement to get the 幽光鱼竿 Fishing Artifact Weapon.
All Rare fish are Bind on Pickup.
If you are fishing with the 幽光鱼竿 equipped, you will obtain a DIFFERENT version of each rare fish that grants Artifact Power instead of Fishing skill (e.g. you would fish up 冰河鲤鱼 instead of 冰河鲤鱼)

Note that this does not retroactively apply to rare fish you obtained before getting the Artifact - the only use for these short of maxing fishing skill is vendoring for a decent chunk of change.

Fishing Bait and Items

Some of the items that help you catch Rare fish will spawn and NPC that grants a fishing buff; others contain bait, or spawn NPCs that drop bait.

All fishing bait buffs last for 2 minutes once used (except for 生锈的女王鱼胸针 and 古代维库指环, which last 5 minutes each).
All buffs last the full duration, except for 驼鹿角鱼钩, which expires as soon as you catch a bait.
Almost all baits can be bought/sold on the Auction House. Use this if you are having trouble with a particular fish!

The exception to this is the 昏迷不醒的愤怒鲨鱼, which has a 1 minute duration in your inventory.

All baits are Unique, meaning you can only carry one. The further caveat to this is that you WILL NOT catch any bait that is currently in your inventory!

This can be used to your advantage if you are looking for a particular bait in a zone - by having certain baits in your bags, you will ensure you do not catch them again.
If you are wanting to obtain multiples of the same bait, you can put baits on the Auction House, mail them to an alt, or put them into a Guild Bank or Guild Bank Tab that only you have access to. This will allow you to catch the same bait again.

A portable mailbox like 移动邮箱 (Engineering) or 便携式邮箱 (from the Draenor garrison Engineering Workshop) is a huge boon when doing this out in the field!

It is worthwhile saving some rare fish bait, in order to level Artifact Power on your 幽光鱼竿 if and when you get it.

(5) 海巨人趾甲 is an item that will summon a 盐目海巨人猎手 that drops a 芬芳的鱼人黏液 when killed.
(6) 生锈的女王鱼胸针 is an item that is required to see 幽灵女王鱼 pools in 阿苏纳.
(7) Using 沉睡的鱼人 will awaken a 迷惑的幻脊鱼人, who will run around briefly and drop some 幻脊河豚鱼 into the water.
(8) 驼鹿角鱼钩 is an item that increases your chances to catch rare bait in 风暴峡湾, rather than fish.
(9) 古代维库指环 is an item that is required to see 奥德菲斯鱼 pools in 风暴峡湾.
(10) 啤酒瓶中的信 contains 斧鱼鱼饵 when opened.
(11) Using 昏迷不醒的愤怒鲨鱼 will spawn a 内湖鲨鱼, which will yield 海底鱿鱼 when killed. Using it on land makes it much less dangerous than in water (hits quite hard).
(12) 腐烂鲸脂 is an item that attracts flies - 饥饿的苍蝇 can be looted from these.

I used this and fished up 银鳞鲦鱼 my buff from this lure also dropped as soon as I fished up this bait. I don't know if it is intended to get this particular bait or not.

In Stormheim I fished up one of these while under the 古代维库指环 bait effect.Which spawns 奥德菲斯鱼 pools.While fishing these pools i looted the 驼鹿角鱼钩. After those effects ran out, I then used the 驼鹿角鱼钩. With only 1 cast I looted a 银鳞鲦鱼 and the effect/buff dropped.

I did a fair share of open water fishing in Stormheim and never looted one. Not saying you can't this was just my experience.Also while fishing in the many Fever of Stormrays pools during my time there, the hook never made an appearance there either. Again this was my experience during my time fishing there.

This has an interesting interaction with the 幽光鱼竿's 风暴鳐鱼钓鱼术. If you don't have any Silverscale Minnows in your inventory and a fishing pool does the usual barrel-splosion from catching a whole school, you can find multiple minnows in the barrel. Don't worry about being unable to loot them - The Postmaster grabs them all and sends them to your postbox!

I have fished 6 驼鹿角鱼钩 from Stormheim. I know it is not a statistically significant sample size.

I have only ever gotten 银鳞鲦鱼 from using the 驼鹿角鱼钩 and the buff 驼鹿角鱼钩 always falls off immediately after receiving the 银鳞鲦鱼

I believe that the 驼鹿角鱼钩 is completely unrelated to the 浸水的龙鳞.. but its just a hunch at this point.

edit: I just fished up the 浸水的龙鳞 from a stormray pool WITHOUT the the 驼鹿角鱼钩 or 驼鹿角鱼钩 buff. Again, I know it is not definitive proof that the 驼鹿角鱼钩 has no relation to the 浸水的龙鳞 but we are fishing here, and word of mouth is the bible when it comes to fishing...

So several hours + 1,100+ fish/items and 26x 奥术鱼饵 later, I've fished up 2x 古代维库指环 & 2x 浸水的龙鳞 but NONE whatsoever on 驼鹿角鱼钩... This blows, feels like I'm doing something wrong but I know that I'm not and I've tried every known spot and then some in this entire zone. Additionally, what's funny is that from what I've read you need to fish up 驼鹿角鱼钩 to fish up 浸水的龙鳞, apparently this is not entirely true - got these in open waters and fish pools of 风暴鳐鱼's.

驼鹿角鱼钩 RNG is either bad or ratio to fish it up is ridicumously low. Sadly, this is the only one I need to fish up 雷霆风暴鳐鱼 and then my achievement is done.

Ultimate use of 驼鹿角鱼钩:

Have 3/3 风暴鳐鱼钓鱼术
Find a fresh pool of 风暴鳐鱼群
Fish
If 风暴鳐鱼钓鱼术 does not instantly proc on first cast, then find a new pool
Use 驼鹿角鱼钩
Use 奥术鱼饵
Loot the barrel and receive 2-4 of 驼鹿角鱼钩/浸水的龙鳞/银鳞鲦鱼
Keep the duplicate lures in the barrel, 邮政长 will send you these in the mail on despawn

Anyone having trouble getting the lures, I found that if there is a fishing world quest in Stormheim that once you finish the quest, you can fish in the exact area and get all 3 lures. Not sure if it works in all zones as I only did this by mistake in Stormheim and found it to work.

After returning to the game and trying this, I was frustrated to realise I already had some of the lures in my bank, and as they are unique, I ended up wasting too much time fishing for nothing. This macro will check if you have an item hidden away in your bags or bank.

This is frustrating. I've fished for FIVE DAYS and still no hook. I had all my other fish from other zones within a few minutes. This is the last fish I need and I can't seem to fish up the bait no matter where I am, fishing in pools or not, Vyrkul ring or not. Nothing is working. I'm beginning to wonder if the drop rate is messed up. And for some reason I didn't have this issue with my alts. Just this one toon.

It is possible to be super unlucky with this buff and not get the Silverscale Minnow. 8 casts in 2 minutes, 7 SIlver Mackerel, 1 Stormray and 1 Crate of Bobbers: Wooden Pepe but no Silverscale Minnow.

If you have been fishing for a while without getting a lure - LOG off for a while and come back. So far, this seems to work for me - I was fishing for the Moosehorn hook for more than 1 hour and just decided to log off and come back - got the hook within a few cast :)
