When you build the Smuggler's Den in Spires of Arak, you get a vendor that you can summon once every 10min. From the vendor you can purchase inactive apexis guardian that when used gives you the follower Ziri'ak lvl 99.

I was able to purchase it on the 4th time I summon the vendor and I was 5/9 chapters into Spires of Arak. You might be able to get it sooner this is just my experience. Was busy questing and forgot to keep checking.

Be careful getting this guy too early. I learnt him as a fresh L96 on my very first summon, when most of my followers were L91-94. Hiring him meant unlocking L99 missions and filling my register with missions that had a <35% success chance for the rest of my followers.
