Don't waste your precious coins on this - Once your character hits lvl 94, build the Garrison fishing shack, get a stack of each type of Enormous fish and do the daily fishing quest. Easy 15 pts in fishing skill/day for filleting fish! (plus the nice chunk of xp you get)

Something to be noted, this CAN be sent to your alts. This means that in theory, you could have 700 in fishing on another character without ever having clicked the button to cast your lure.

If you start fishing only in Draenor with 钓鱼 level 1 you will probably catch 德拉诺钓鱼指南. It puts your maximum skill cap up to 700. So you may use 纳特的垂钓日志 twelve times to raise your 钓鱼 up to 600 and 纳特的德拉诺垂钓日志 two times to raise it up to 700 almost immediately.
You should put your fishing pole/fishing hat/fishing boots into your backpack.

WARNING!

As of BfA this item is now broken. Purchasing the item auto accepts the quest making it unable to send to alts. Abandoning the quest results in an immediate re-auto-accept. I completed the quest just to see what would happen and reward showed as +15 Pandaria Fishing skill. This may indicate that it won't give 1-300 fishing skill even if they fix the auto accept. Save your 800 gold until the auto accept is fixed at the very least.
