You can receive this by looting one of the many Alliance/Horde Supply Chests scattered around the respective Factions controlled areas on Ashran. The chest requires an Alliance Supply Chest Key or a Horde Supply Chest Key which has a chance to be looted off of the corpses of the players of that Faction in the zone.
