Captain Kromcrush is a part of his own faction! Why? This way the disguise will modify the faction reputation to Friendly so you can actually talk to him and make him leave his post.
This way only the player with the suit will be friendly and can talk to him, he remain hostile to the rest of the party, and only he becomes friendly in the whole instance. It's really the simplest way they could implement this. :)
