To get access to this NPC's quests, start off by grabbing 纪元边界 over by the Bronze Enclave in Valdrakken.
Turning that in will give you access to , which will direct you to Ironus' side-quests:

Once those are complete, you can purchase the reintroduced recipes/new cosmetics from Ironus:

To buy all the recipes/cosmetics you will need:

秘银锭 x5
魔化瑟银锭 x5

The quests are pretty strait forward, and should only take around 15 minutes to complete.

The in-game tooltip for this item initially says it requires level 58 to transmog, however this is incorrect and even at level 58 you still cannot transmog this item on an alt.

EDIT: You can transmog it once you hit level 60
