Costs 650 War Resources sold by the Honorbound/7th Legion Emissary Quartermaster near each faction's boat.

Since it is not hard to make 650 war resources in a day, and since I have a lot of lvl 111 alts ready, I wanted to see if this item would be a true heirloom BoA I could keep sending alt-to-alt, or if the crate of resources would only be a one-time use item.
My suspicions were correct after sending it to an alt and opening it. This item is only for a one-time use.

In 9.0, I wasn't able to use this until level 50.

After putting in a ticket regarding these, I have had it confirmed that as of 9.0.1 these require level 50 to use, so aren't any good for sending war resources to characters levelling through the BfA storyline.

Requiring level 50 to use these makes them essentially worthless for leveling alts. Thanks, Blizz.
