This is a very rare drop that you need in order to tame the Pantheras on Argus.
They drop from the Talbuks on Argus.
To tame a Panthera (helps to be in Survival spec for Camo):

Order of instructions:
0. Obtain a Fresh Talbuk Meat. This appears to be a 1-5% drop rate from Talbuks of any variety. It can also be traded between players and bought on the Auction House.
1. Throw Freezing trap.
2. Feign Death to remove aggro.
3. Camo and approach carefully. (Try to come from behind if possible!)
4. Throw meat FROM STEALTH.
5. Hit tame!
Notes:
- They do not need to be sleeping.
- It's best to have multiple meat on standby in case of errors!
- If you think its aggroed, do not throw your meat. BE CERTAIN IT IS NOT AGGROED!

NEW tame in patch 7.3.5:
Red Panthara (Ancient Duskcloak)
Location: Grove of Naroua, Krokuun.
It is the only panthara of that color and it is not a rare spawn. It spawns several yards behind the Naruoa spawn point. Taming it will require the same process as the rest of the pantharas pre-7.3.5. 15-60 minute respawn timer.
As of 01/18/2018 I have tamed 7/7 color variations of the Argus Pantharas.
These are the things I learned and some advice for people looking into farming the Fresh Talbuk Meat:
-Best Faming Area: Mac'Aree.
-This item can drop for
ANY
of your characters that has access to Argus.
- It can take anywhere from
1-250 (or more) kills
before you can even get one to drop.
- Farm this item on a character that has skinning. Why? You'll probably end up with with several Primal Sargerites, stacks of Fiendish leather, Fossorial Bile Larva, and other items based on your shoulder enchantment before you even get one piece of Fresh Talbuk Meat. You'll also get Rank 3 on Fiendish Leather in the process.
- Do yourself a favor and make sure you farm at least 2 per Panthara that you're looking into taming.
I spent roughly 8 hours (not consecutively) of farming so far and I've only gotten 6 meats.
If you still have 0 luck but have the gold, check out the AH.
Taming Tips:
-
TURN OFF YOUR FOLLOWER
. Take your time and go to the Vindicaar to un-assign your follower.
-
Find a spot where you'll be alone during the taming process.
My first attempt ended in failure when a random Warrior used Heroic Leap trying to get out of fel lava. It's better to be safe than sorry.
-
Try and avoid uneven terrain.
I lost two meats because of how the panthara was positioned on a slope. It wouldn't eat the meat even though it was thrown directly on top of it.
-
Have both Feign Death and Freezing Trap out of cool down before you tame.
You have a small window time to re-adjust the trap, attack, feign death, and tame just in case you make a mistake.
-
Do not rely/wait/expect some kind of animation or sound.
They also did not get any debuffs on any of my taming attempts.
- It is not necessary to create a taming macro for the spefic panthara you want to tame. Feel free to create one to help with targeting the panthara after you Feign Death.
AS OF 7.3.5 THE RARE PANTHARAS THAT DROPS THE FEL SPOTTED EGGS ARE
NOT
TAMEABLE.
You may verify this using Beast Lore.
Order of instructions:
0. Obtain a Fresh Talbuk Meat.
1. Throw Freezing trap.
2. Feign Death to remove aggro.

A few other things you should know:
- Some of the Silver-Blue (Duskcloak Alpa/Shadowstalker) pantharas in the Petrified Forest are scripted to attack the un-targetable talbuks close to them.
- Some of the Fel-Green (Trench Stalker) pantharas outside of the cave won't eat the meat thrown at them. Best to avoid taming the ones outside of the caves and the ones next to the lava.
- There are several Purple & Yellow (Panthara Shadowfang) pantharas sleeping by themselves outside of the Umbra Hollows area.
- You can no longer tame the pantharas inside Seat of the Triumvirate without using any meats.

I Posted Images of the Path best to follow (waiting on approval) and of the Stag you want to kill for the Drop,( Start@ Krokul Hovel, Krokuun 57-67, Follow My Outlined Image in Screen Shots) it's heavily farmed on some servers grouping would be a good idea, you might want to check the Custom see if there is a Farm grp going since it's not a BOP item or spend a ridiculous amount of gold on the AH. Good Luck....Oh yea, Watch out for "Obliterator" he's a treat ....

New tip: Remove any procc based equipment such as trinkets. There is some kind of bug related to them that can mess the tame up. This has worked for some people who are taming correctly but it still fails.

I've had 2 so far; one yesterday after 162 kills (I think, I meant to comment at the time but forgot to) and another just now after 21.
*Edit, got a third after just 15, but the last 2 both failed on the same mob. The one sleeping at the entrance just past Krokuun Hovel, by where the fel reaver or whatever it is patrols, for some reason the meat just sits on the ground and you still can't tame the Apex. I don't know why but I'd advise not trying to tame that one if you don't want to get super mad.

I feel like the best possible place to farm fresh meat is Mac'Aree. Hands down. Just going in a counter-clockwise circle near the middle of the map, you will see talbuks littering the sides of the crumbled roads. (Don't be afraid to venture outside of the circle, they are pretty abundant wherever you see the pavement.) The packs have roughly 3-9 mobs (majority of them are not hostile) and the distances between them are minimal. You'll find some calves among them that I wouldn't suggest killing, as they don't drop any loot. (Also a small pack of domesticated talbuks near the eastern side of the map that you cannot interact with at all.)
While you'll never run out of talbuks to kill with such a healthy population, the drop rate is still abysmal.

Something that I didn't see in the comments and made me fail my first attempt: I used camo - freezing trap - feign death - threw the meat and then I waited a bit to see if he will eat the meat or have some sort of debuff that will let me know I can tame it and then i tried to tame it which was a big mistake! Once you throw the meat the second you see the blood gore effect spewing out of the meat, hit immediately tame. If you delay even for a second the opportunity is lost and the panthera will just phase.

You don't have to be a hunter to get! I just ran it with my boyfriend and he is a death knight and he just got 2. So it is confirmed you DON'T have to be a hunter!

Took me over 300 attempts to get the meat to drop from the talbuks in Mac'ree and it dropped so i go to use it and because of my follower it didnt go toward the meat then after a few seconds the meat disappeared and all that farming went up in smoke!
So take my advice take off your follower when you use this item!

I've seen many posts that tell more or less the same, but differ just enough to make using this item and taming a Panthara quite a nasty job. Maybe there have been some minor changes, or it's just incredibly difficult. But for the hunters who want to tame as of today, I'll tell you as much as I found out, by taming 4 of these beauties, using no less then 19 pieces of Fresh Talbuk Meat.
First, the drop rate for Fresh Talbuk Meat is on average about 1%, but for most drops it took me 200-250 kills for one to drop. Especially for my the last attempt, I was so happy that for once in my WoW history I was actually lucky and had 3 of them drop in like 10 minutes. Simply put, they can drop on your first kill, but to prevent disappointments, tell yourself you've gotta reach the 250 kills mark for one drop. I farmed about 8 in Krokuun and the other 11 at Mac'aree and far as I've seen, there's no difference in droprate, although on Mac'aree you can make more kills in the same time, because the Talbuks are in groups and the groups are pretty close together. On the middle to east side of the island you can make an easy route with plenty of kills.
Second, there are posts telling that the Pantharas in the Seat Of Triumvirate can be killed without Fresh Talbuk Meat. From what I understand from my research, this has been a bug and is fixed, so also inside Seat of Triumvirate you need the meat to tame one.
Third, Make sure you have at least 2 or 3 pieces of meat on you, because taming a Panthara can easily go wrong, like dropping the meat not in exactly the right spot, or triggering agro on the last second, like I said, I needed 19 pieces of meat to tame 4 Pantharas. When you are about to throw the meat, take a second to check if you've got agro (by the red border around your portrait) and if you do, aboard the process and try again.
Four, unassign any followers, as some might mess up your tame. Best to be sure, so no followers. Also, make sure no one is fighting other mobs somewhere close to you, so you're sure nothing can come in between and mess up your tame.
Five, put your taming spell on a hotkey, so you can cast the meat with the mouse and immediately can hit the tame button, as soon as you see the blood splash come up from the dropped meat. This has to be done fast! A second too late and you've lost your chance to tame.
There are posts telling that you shouldnt try to tame sleeping Pantharas, but I tamed 2 of mine from sleeping position, so sleeping is fine, if not better, because they're easier to approach.
This how I did it:
Use Marksman spec, because of camouflage AND freezing trap! It doesnt matter if your weapon doesnt have any traits at all, you wont be using it, but you want to freeze trap your target using stealth, to be as safe as possible.
1) Gather 2, or even better 3 pieces of Fresh Talbuk Meat. If you buy from AH, prices are around 4500-5000g on my server, at the moment, so if you decide to buy, you know what is reasonable and what is expensive. I checked a couple of times and even though they seem to sell pretty fast, prices are quite constant.
2) Pick your target. I've seen warnings and I noticed it myself, dont tame on a slope! Look for a nice flat piece of land to do the taming.
3) Go into camouflage and approach your target up untill 2-3 yards at the most, if you can from behind or side.
4) From camouflage, cast your freezing trap on top of the target.
5) Feign Death! And check if you dont have agro for sure, you need to drop every bit of agro before you do the taming.
6) Position your view as much from the top as you can, so you're looking at your target from above.
7) Now, from feign death, drop the meat on top of the body of your target. I noticed that the safest place to drop the meat, is right on top of his chest, between the shoulders and lower back. DO NOT DROP IT IN FRONT OF HIM, OR AT HIS HEAD! This was my big mistake, first attempts and it doesnt work!
8) As soon as the meat drops on the ground, you'll see a splash and that is your queue to hit the tame button and I mean fast, fast, fast!
If you've done this right, the cast bar from the taming process is now running, let it finish and there's your Panthara pet. Congratulations!
I hope my explanation can be of help to hunters who only now are about to tame a Panthara and I hope they've more luck than I had.

These sell for 9,000-16,000 gold per piece on my server. It took about 35 minutes of farming (BM at ilevel 927) to get three pieces in Mac'Aree, and I needed all three to get a successful tame. My advice is be patient and save your gold - the drop rate is bad but not the worst I've seen. The placement and timing has to be exactly right, so plan on taking at least three pieces per tame with you.
Unassign your combat ally before you go. Make sure you're spec'ed Marks or Survival and talented for Camouflage. The correct order is Trap>Feign>Camo>Use Meat>Tame. My third try was successful. I stood close behind the cat (still stealthed), placed my camera directly above him, aimed the meat between his shoulders and immediately hit the tame button when the blood splashed. The other two times I was either standing to one side or the meat was too close to his head, and those attempts failed. I hope this helps.

More than 1 can drop at a time it seems. After around 250 kills I've gotten two to drop at the same time (from different talbuks but the same group loot) Mac'Aree is definitely the best spot to farm for these because of all the Talbuk there.

6 Tries, talbuk meat in middle of panthera, freeze trap, feign death, drop agro camouflage......results fail, fail, fail...its broke. I tried this on red cat. I had no problem with the other 2 cats but the red cat wont let me tame

Tamed yesterday...have had the talbuk meat for months but didn't really have a need/desire to compel me.
Thanks to the posts here, '1 shot' it. Just follow the basic: Freezing Trap, Feign Death, Toss the Meat, Tame.
Petopia simply has that instruction for the taming as well.
Need to try some farming for the AH...going for 21k right now on WRA.

Tried to toss right before trap unfroze, then feign, that didn't work.
Trying Freeze, unfreeze, toss, feign.
Again, no luck

Messed that up, and am now out of meat, so I don't know.

The droprate on this flesh is much too low. I gave up for the moment. I wont continue farming until Blizz changes the drop rate.
My first try to get the red panthara failed. It says he fades away. Dont know why and as the droprate on the meat is so low i wont try again. Better go for another colour.

Spent nearly 6 hours farming Talkbuks (over 300 kills) and not a single drop. Gave up and went to the AH and bought the 1 piece that was up for 10k. Took my hunter to Kokruun and went to see what cat I wanted.
Followed the guides and was able to tame on my one and only attempt. Freeze Trap, Feign Death, Camo (went MM), then dropped the meat right at the shoulders of a sleeping cat.
It sucks that this cost me 10k gold just to have the chance to tame a pet that really isn't statically any different than any other cat, but glad its done!

Been farming the Fresh Talbuk Meat from the talbuks in Mac'Aree. I've gotten 8 of them to drop in approximately 4 hours of farming. Some drop more than one. I have found that the
Chitinbuk Ruinwalkers
are the ones that drop these the most frequently. Don't waste your time killing the Skittish ones. They don't drop any loot at all. I've been mostly farming around the Circle of Aspirants in front of the Seat of Trimvirate & around the Conservatory of the Arcane. If you're a skinner, farming these is really awesome for getting your skinning skill up. I've used a few to tame the panthara I wanted, and the rest have been selling really well on the AH. Good luck out there!
Edit to add: After several attempts and several wasted fresh talbuk meat, I ended up with the two tamed pets I wanted! I wanted to tell you all that you literally need to, even though you may know the general idea, if you want to be successful.
-Drop your Freezing Trap
-Get directly on top of the panthara
-Feign death
-Drop meat directly on top of the panthara while still in feign death. <---- Important!
-Hit Tame Beast!

If you don't want to waste your meat, you should do a little training on another aggressive beast to be sure of the method you're going to use and that you won't put the beast in combat. Watch the first video linked here(with the female pandaren) for a method that works.

Tossed the Fresh Talbuk Meat on the cat and waited for the blood animation to happen (proves the cat is eating the meat)
Hit Tame Beast.
While channeling, it broke me out of camo, and the kitty attacked me but it still allowed me to tame the cat.

In their ineffable wisdom, Blizzard has "fixed" something that didn't need fixing?: don't bother with the Freezing Trap anymore. Stealth up to your cat of choice (though the caution about flat surfaces/outside aggro/the panthara attacking wildlife should still be heeded), throw the meat, wait for the blood splash, tame from Camo.
TL;DR: After culling hundreds of talbuks that would probably have had some horrible environmental effect on MacAree were this not an MMO, I wasted 2 meats trying the recommended steps that worked in Legion. I was doing them damn near perfectly (which was impressive given that I was still in the middle of my 1st cup of coffee) and still the panthara would shimmer off while caught in the trap. Annoyed, I decided to wing it, and stealthed up (once she'd finished killing all those little mana-wyrms), and hucked the meat directly between her shoulderblades. The blood splash happened, and I hit Tame Beast from Camo. She started smacking on me, but didn't shimmer out of the tame.

I made the mistake to not select the cat I wanted to tame..
Did everything correctly (succesfully tamed 4 of them before) hit tame -> nothing happened cuz I forgot to select the stupid thing.
So, make sure you select it.

I'm not sure whether they made this easier in the 9.0 Shadowlands pre-patch or if I just got extremely lucky, but after reading these comments I expected a horror story..
Turns out I got the fresh talbuk meat within 10 kills, and then used it and tamed the fel green panthara in Antoran Wastes on the first attempt (again no freezing trap required as the comments say now, only used camouflage and then tamed after throwing the meat ON the beast).

Farming the talbuk in MacAree was the best I found - I got 3 pieces of meat in and hour and a half. Good thing too because it took three tries to tame the cat - but camo > sneak up > throw meat > wait for blood splash > hit tame worked in the end.

Drop rates are the same (still very low) for the meat but taming the pet is much easier if you are level 60.
Since you will not aggro them you can get quite close.
1) Target panthara and position your view from above vantage.
2) Camo: I used camo just in case because wasting the meat is so expensive but it may not be necessary. Just make sure you have not aggroed it before dropping the meat.
3) Drop meat on torso/mid section of panthara.
4) Once you see the meat hit immediately press your Tame Beast (on hotkey).
Easy, done. It worked for me twice. No need to worry about trapping or feign death.
Oh and I know it's a stupid mistake but make sure you are not full on pets. I was getting carried away and didn't realize how many pets I had tamed and wasted a meat when my pet slots were already full. D'oh.

Tried taming the red one like 6 month ago, didn't even started farming the meat, just bought one, two.... three... and wasted 3x15k for it cause I used the trap method, which is completely waste of money/time because like others said before, blizz somehow "fixed" it + u won't get aggro at lv 60 just from standing beneath the Pantharas. Apart from waiting there for half a day till the ancient red one spawned, i just could tame Noruoa and killed her like 15 times because of getting bored and she instantly spawned right after killing. Anyway, 2 days ago I thought why not try it again?
First thing was, No Noruoa, but ancient red one with a lifetime of around 6 hrs. After reading the comments here i selected camou to be 100% safe, went to the AH and ... yeah just one meat for about 45k, and thats way too overprized...
So, decided to farm for about 2-3 hrs. just running the path to noruoa up and down constantly, and after about 20mins got the first meat. After about an hour later got a 2nd one, and the red one was still there. Tamed it, ez thing, nothing to worry, if u place circle on circle, while in camou right behind him (while he sleeps) and just press tame immediately afterwards, you will get aggro after a few secs, but tame will succeed!
So now I had my red one... heading for the others. While running through Mac'aree for all the rares I kinda killed any talbuk I saw, and u know what? Got another 3 Pieces of Meat in about ~3-4 hrs while running around argus in general and also taming the two ones from the seat of trivuumvirate (
no need for meat
) - so got the meat while doing other stuff. Tamed Sabuul (yes also without meat) and a fel-green one, beeing now a happy hunter with 3 meat left, and 3 colors missing - dont know if it was just luck, but that was way less annoying then I thought i would be.

yeah so anyway in slands at lvl 54 its ridic easy, they have like no aggro to you until you're basically on top of them so most of the instructions are just precationary - especially if you go after a sleeping one. I just walked right up, freeze trapped, dumped the meat on 'em and tamed with zero issue and I just had the 1 meat with me. I probably didn't even need to freeze trap tbh.

Tried on a sleeping one, no success.
Tried then on an awake one. NO FREEZING TRAP.
As follows: Camouflage, then throw the meat in front of the head, as soon as you see the blood splatter use Tame Beast.

Seems to be bugged again. Seven meats, 0 pets. Blood animation fires, eat animation fires, tame fails every time. Shimmer and fades away. Camo, no camo, doesn't matter.
