The ashes that needs to be collected can be found at the very edge of the platform in Phase 3.
It is the "sparky" things falling from the ceiling. The way to collect them is for the ashes to pass through you, however that can be very difficult when they are not ON the platform.
So far we have managed to get 19 followed by a wipe. We sent hunters and warlocks aswell as a healer out for them to jump off and disengage/teleport back on. That way we can get a few atleast.
Still attempting to figure out a proper tactic.
EDIT:
It would seem that this tactic of sending a few squads out to pick up ashes is very doable. However, in this case
"the more the merrier"
is very applicable.
Being 30 people helps a lot
. We sent out our hunters and a healer while we got Blackhand himself to ~2% and then we sent a wave of people to suicide for the remaining ashes and the remnants of the raid stood ready to finish off Blackhand, when the achievement criteria was fulfilled.

Just did this achievement in a group with approx 8 hunters. Hunters are the best for this job so stack them if you can. Surely, other classes work fine but Crouching tiger disengage makes it so much faster and easier. What Moetwarr mentions is pretty much correct. I just want to add that ashes stopped dropping after a certain period of time (not sure if it is based on a timer or boss's health but it seemed to be happening at around 5-6% of his hp), so the assigned group needs to get on it as soon as you enter phase 3. Also, people that successfully grab ashes receive a debuff that stacks as they grab more so u can actually track how many you have that far. Having those people alive at the end is not needed, as long as the rest of the group can finish the boss.
Note: Raid members with Marked for Death must try and not align theirselves with unsuspecting people that are trying to grab ashes at the other end of the room else they ll get knocked off.

We just did this achievement with 6 hunters, you'll really want to bring as many as possible.
I've created a weak aura which tracks the ashes you've collected and writes the player who collected them in the chat.

/edit/ Did this this weekend, and although there are some ashes that are collectable without jumping off the platform, there doesn't seem to be that many and having people being able to jump off still helps a lot! We had a group of 30 with about 12 people who could jump off (hunters, warlocks, boomkins) However, if you do find the spot, we saw that on the try we got it, when 2 people stood there, we got 2 ash debuffs (1 on both people) from the 1 falling ash. Not sure if this was a one-time bug as we only ever had this situation once, but perhaps worth a shot if you get there. :)

Just got this after several hours of trying different strategies. The best way we found was to get a big raid going (20-30 people) and have all ranged and a healer or two stand on the southwest spot described in other comments. You'll notice that this spot is the only place on the map that juts out a bit, and therefore you can get hit by ashes by just standing there. If everyone stacks together, you can get credit for the ash hitting everyone under it.
A few other tips:
-You must get to the very edge of the platform without falling off. You will need to strafe back and forth along the edge because the ashes don't all fall in the exact same spot. Point your camera straight down at your head to see where to run to.
-After you find the correct spot to stand, mark it with a world marker. The marker will persist through attempts, making it easy to dash to the right spot.
-Hunters, Warlocks, and Moonkins can still use the jumping off strat described in other comments to reach ashes that the rest of the group can't. It's bad news if you fall off though, so if you're laggy or not confident, you might be best off staying put.
-Meelee and several healers stayed with the tanks to soak smashes and do some dps.
-After we had 20 ashes, we popped lust and burned the boss down. It was still a pretty close race though. Took several attempts and some good RNG once we figured out the strat to complete it.

If you have people of the same relative character height, we found that multiple people can touch a falling ash at the same time and both receive the debuff for touching it, which counts as multiple towards the 20 needed due to the achievement tracking the number of debuff applications. Using the information in other comments regarding the spot on the platform that ashes fall directly through, you can send people there to get multiple ashes EACH from those spots which makes this achievement significantly easier to deal with even with less jump-off classes.

Ok, like other people alluded to, multiple people can get the same one (but micromanaging character height is overkill, just send everyone). Keep tanks + 1 healer on the boss, and have everybody else stack on one spot on the platform where you can get the ashes without jumping off. When people get bombs and marks, those people run them out with everybody else stacked in that one spot.
Makes this achievement really, really easy.

Done this today with my guild easily.
When you enter phase 3, send 3-4 players of the same race(need to have same height) to 35.86 50.22.
We did it with 2 melee and 2 range, if you get the mines drop them outside the group same for spears.
Meanwhile the rest of the raid did tacts as normal and stoped dps once boss droped to +-5% hp.
If you are tacking the achievement,once he turns white just nuke the boss and voilá.
Notes:
- The achievement is raid wide, so your raid have to get a total 20 ashes not a single player.
- There is probably more spots to stack, but we found that one near the conner easy since it gave us plenty room to drop mines away from the stacking group.
- For what ive read you can also get some ppl to use a toy and change your char apearance geting the same height required.
- Sometimes the ashes seemed to drop insanily fast, others it didnt at all after some time.
- You can also do this with any classes that have a way to jump/tele back into the platform and pick the ashes that fall ouside the platform.
Special note: Haircuts and boots don't afect character height in case you were wondering ;)

It seems like the bigger your character model is the higher is the chance too get the ash when you are standing in 1 point... so best make sure to all have the same model, for example with

We completed this achievement with 12 players using the stack method. 8 stacked in one of the known places where ashes fall on the platform, and 4 others taking care of the boss away from the stack point.
So don't assume it's impossible without a full raid, but it did take us awhile due to RNG. Having a larger raid certainly will make this a lot easier to obtain, and is highly recommended.
The stacking method is the way to go. Don't worry about height differences, as we discovered that was all pretty much nonsense.

I'm amazed no ones posted this yet. I've been in half a dozen groups for this as it's my last glory achievement besides legion raider, but they either fail from being too weak, getting horrible RNG or lacking the patience and just getting burned out. Gave it a shot last night and suffered through a dozen attempts... until someone had an epiphany.
Demon Hunters. Demon Hunters are absolutely OP at this achievement. If you have a strong tank, you can probably easily duo this achievement if you have a demon hunter. A few of us had DH alts, and after one dumb fail getting the hang of it, our second attempt changed this from one of the hardest to one of the easiest glory achievements in the game. With 4 DHs, we probably finished this in about 30 seconds. You can either jump normally and use Vengeful Retreat to get back, but honestly double jumping and gliding back is the way to go. Use the NE and SW corners and play it smart to avoid going too far off, but generally it's very hard to fail this if you know how to jump. Even if someone has a level 100 DH fresh out of the starting zone, they will still contribute more to getting this achievement more than any other class at 110 can, and so it's very worth having your friends/raid switch to them if they have one.

Like many others have posted here, there is a spot where you can stand and catch the ashes without having to fall off the platform in phase three.
We pugged this tonight using the strategy and quickly got it.
Have a tank and a healer on the far side of the room opposite of the raid. Make sure that raid members with the red arrow move or else you'll knock off the entire group soaking ashes!

Don´t know when it was implemented, but as of 7.3, ashes also fall on the platform in the last phase.
-Making the achievement much easier.
-Did this with 3 people, no one had to jump of the platform a single time.
-you do not need to have a demon hunter

Some clarification for those that may feel confused conserning this achievement as of current patch 7.3. I tried this achievement with a party of four and after we got one of those falling ashes we had a debuff that stacks, thinking that we have to keep it up but we kept losing it so we kept suiciding to retry. It seems the debuff isn't needed to stack or show in order to count!
Lastly, the weak aura @Elvador has made and is in one of the top comments is very helpful for tracking down your progress (especially with the fact that the stacking is lost but still counts for the achievement!)

So i just soloed this Achievement on my Hunter, super easy, as MM you MUST have your pet out, don't go Lone Wolf spec.
The way i did it, take him straight to phase 3, then have your pet on passive so he doesn't kill the boss, and it stands in the middle with the boss, then you the Hunter go at the edge where the falling ashes drop and grab them, you will get a stacking debuff on you when you start grabbing them, when you reach 20 (make sure you track the achievement to go from red to white) just kill the boss and congrats you got the Achievement.
Make sure you save disengage ONLY for hi's Marked for Death ability as he will knock you down to your death, 20 sec cd on disengage is enough till the next Marked for Death comes again, make sure you gather the ashes fast cause at some point they will stop falling completely, on my first try i stopped at 12 stacks and had to reset the boss, Prydaz or healing legendary legs are enough to keep you alive so you can stand on fire.

legendaries, as well as a set of gear focusing on Speed, and Mastery (for Aggramar's), as well as the T20 and T21 2p bonuses, which was an overall ilvl of 958.
You can try the leap shoulders, but I found them to be lacking, in addition to myself needing more healing, so I used bracers instead.
Quick pointers:
Burn the boss down quickly to 30%, then stop DPS. Try to use abilities that generate rage but do no or little damage so you can heal from the bracers by casting Ignore Pain. Lower damage rage generating abilities such as Charge and Thunderclap are okay to cast until the boss is excessively low (~5-10%). Unequipping your artifact will cut your damage by around half, so if the boss gets super low, you can try that to avoid killing him too early.
The eastern section of the platform seemed to drop the most ashes on platform. I tried to stay around there, using Leap and Charge to get back after being knocked back. Charge you can be very liberal with, but save Leap for when you really need it.
Most of the time, when the boss knocks you off the platform, he will teleport you back to him before you fall to your death, but if he hits you very far, or very little, you will probably fall to your death. Leap and Charge can save you, but it's very unlikely they will if he hits you too far.
This is a mostly RNG thing to do if you're not a high mobility spec, so be prepared for sink an hour or two into it if you have to solo it.

Just did this with 2 players:
1 Druid Tank
1 Hunter DPS
Both 960+, but damage was not a problem so you can do it with much lower item level.
The map is shaped like a teardrop, so the hunter was in the corner and the tank kept tanking at the other side.
Both players tried to collect ashes and the progress was tracked thanks to Elvador's WeakAuras code.
Whenever the hunter was knocked off, he would just disengage back. The tank kept her back towards the appropriate knock-back direction.
We failed a few attempts due to the fact that ashes stopped falling after some time, but after 4 tries we got the achievment.

managed to solo this as a 120 warlock, although it took a few tries and it's pretty RNG.
track the achivement and talent into

. having a speed-boosting potion such as

may also prove useful. start the fight with your voidwalker/voidlord and have them on passive stance. order them to attack blackhand but do not bother attacking yourself. once you reach the bottom floor in stage 3, immediately press passive stance on your pet so it stops attacking blackhand. this will cause it to come back to you, so immediately order it to move to an edge of the platform. it should still have 100% threat on blackhand.
your job is to now look for the ashes as they descend from the ceiling and position yourself underneath them. you know you successfully got one if you get a stack of

. put down your demonic circle close to blackhand and your pet and collect ashes. blackhand will cast

as soon as you're knocked back. this should be off cooldown every other knock back. for those impales where it is not an option, simply position yourself directly behind blackhand or at a sufficient angle that you will be knocked back and still land on the platform (gauging this may take a death or two). use your speed-potion and burning rush to help you collect ashes close to blackhand, use a healthstone if you get low due to losing 4% health per second from burning rush. from my experience, ashes seem to cease falling all together roughly 3 minutes after stage 3 has begun.
once the tracked achievement text changes color from red to white, hit the boss and he should die with 1 or 2 hits. again, it's RNG sometimes if you get ashes close by or not but overall it shouldn't be too bad. good luck!

Just did with 3, well 2 with one of us with two accounts, but only playing one at a time.
We did, 116 resto shaman, 110 blood dk, 110 prot warrior.
The shaman dps'd down blackhand by herself while the two tanks just watched, in phase 3 i ignored her and changed to playing the dk, the dk and the warrior ran around collecting orbs, completely free from being knocked around because they weren't dps or heal spec.. The shaman was getting punted off the edge all the time, but blackhand was pulling her back onto the platform for whatever reason.

For any Monks looking to solo this achievement, it is very possible and actually pretty easy since BFA.
Make sure you're in Brewmaster spec, you need the Summon Black Ox Statue talent as well as Invoke Niuzao, the Black Ox.
The most important thing is that your character NEVER hits Blackhand, not once. Pull him by placing the Ox Statue, then pop Niuzao, make him attack Blackhand and wait for him to phase.
Once you've made it to phase 2 you just repeat the process, place your statue immediately and literally stand around and wait for Niuzao to come off cooldown. Once he's up make Niuzao phase Blackhand again then simply place your statue in phase 3 so Blackhand is hitting your statue and not you.
Make sure to dismiss Niuzao immediately after the boss hits phase 3. Otherwise Niuzao will kill him and you'll have to reset.
Then just run around freely and collect your ashes. Only thing you need to keep mind of is when you get Marked for Death you run towards Blackhand so the knockback doesn't throw you off the platform. Or just transcendence when it's available. Good luck!

just solo'd today as a 110 dh. no particular legendary or talents needed.
he will continually knock you around the platform, which only serves to be a nuisance, and you may have to do a couple of runs as the ashes stop spawning at a certain point in the encounter. only tips that are worth noting is make sure that you save meta for the extra leap in order to go grab a cluster of ashes, and save both of your fel rushes as well. both meta and fel rush serve as a way to keep the boss off of you for a few seconds while you gather a group of ashes. good luck to any undertaking this alone!

Still soloable at 120 as a Demon Hunter. However,
unequip weapons in Phase 3
, and don't use "reactive damage" traits or trinkets; otherwise you'll kill him with Fel Rush / Infernal Strike (as I did last week, at 18 stacks).
There's a lot of RNG dependence. If he's below 5% and you aren't above 15 stacks, keep walking off the platform until he stops rubberbanding you. You don't lose durability if you've been recently targeted with either knockback (check your debuffs).
This is almost certainly soloable at 120 by a Brewmaster Monk using Black Ox Statue / Invoke Niuzao. Again, though, there's a lot of RNG. I tried this combination last week, as well, but too much lost durability...whence Demon Hunter, because I'm cheap.

Soloable by a frost mage in 8.3 (Might be harder after SL with longer Shimmer CD?), and I imagine any pet class.
Simply have pet attack boss until 3rd phase, then immediately make passive and position in the middle of the room.
Just a matter of RNG after that, and using an ability or getting close to the boss when the countdown on your mark reaches 0. I personally didn't use any blinks to try to get the ashes, saved them all for the split second after I was hit by the knockback to safely blink back to the platform. One pull I survived the whole phase, but was 19/20 ashes before they stopped. A couple more I mistimed or didn't pay attention to the debuff and got knocked off. About 4th pull I succeeded.
I did is on heroic difficulty because that's when I happened to look up the achievement, but I imagine its just as easy on normal.

Shadowlands short and simple tacts.
Best to have at 2 players, but it can be done solo with a pet class also.
Burst Blackhand down to phase 3, down in the bottom-floor/flame-ey area.
One player/tank takes blackhand way up to one end of the arena. Other player runs to the opposite end, and starts running around collecting the ashes.
The problem/mechanic you need to deal with is:
- Blackhand gives players a 5-second debuff "Marked for death".
- When the 5sec debuff ends - he throws an axe at the player which knocks them back, pushing you away from blackhand.
- You need to deal with the knockback!
- Either: Walk close to Blackhand (AHEAD OF TIME) so you have lots of ground behind you to land on ;
- Or, use a movement-cheese ability (warlock circle, DH fel rush, hunter disengage etc) so you can just stay on the edge for a longer time collecting more ashes.
- When you've collected 20 ashes in total from your group, you're good to kill the boss.
- One player should be able to collect 20 ashes solo, so long as another player tanks the boss and gives them breathing space.
- The ashes don't keep falling forever! Don't dilly-dally.

Me and my bf did this as two hunters. We were engineers so we had
Nitro Boots
which gives a temporary speed boost + had
Trailblazer
for 30 % increased walking speed. We also had a cunning pet like a raptor since they give the buff

is also good to have, but I prefered to save my
Disengage
in case
Marked for Death
were going to screw me over, even though I mostly went into the center of the platform, so I wouldn't get pushed down to my death.
It's good to have as much speed as possible because the ashes are widely spread and it doesn't show on the ground where they are going to land, so I found it difficult to catch them, but luckily we were two and managed to get enough. When we got enough we decided to restart because the debuff, which shows how many ashes you have gotten, disappeared for me while my bf's still were showing. This happened right before we decided to kill him, so I'm not sure if it's because I attacked the boss (my bf was the one tanking him). On our second successful try, we went ahead to kill him and my debuff disappeared a little bit before we killed him but we still got the achievement. I don't know if it's a bug when the debuff disappears like that but it doesn't seem to affect the achievement if you have gotten enough, at least it did work for us.
Anyway, I believe it's possible to duo for most classes but soloing will be hard.

Solo'ed this today on lvl 50 hunter alt, 100 ilvl.
Pulled with pets, dps'ed with some gear off (ilvl 55 during the encounter) to 35% to get him to go straight to p3. Feign Death before he broke the floor, kept pet agro on him. Put pet on passive.
Once you land on bottom floor, make pet (still on passive but with his agro) go more to the center of the room. This will eliminate the knockback mechanic as long as you didnt dps him after you used Feign Death.
Move to the right side of the room on the outer edges and start collecting ashes. If you get too close to boss (idk how close exactly, he can do the knockback sometimes, I found it to be hit or miss but usually he did not. If you don't get 20 ashes before they stop falling, just use FD again and restart.
Using a speed pot helped as well.

Solo'd today (10.1.5) as a hunter. Tippstir's comment still works, whether intended or a bug. What I did was place my pet in the middle of the top room and MD, then just auto-shoot Blackhand to 30%. I first attempted this on normal and accidentally killed him due to a crit (without crit brought him to about 20%), but on mythic I only did about 15% at a time (ilvl 432). Once you're on the bottom level with all the fire, feign death near the edge and he shouldn't knock you back unless you get too close. Make sure he attacks your pet a few times before FD'ing or he might still mark you - happened to me a few times.
At first I had a REAL hard time seeing the ashes. Using all the speed boosts I could, I just could not see them and averaged like 5-8 ashes per run. If you're like me and turn your graphics down in raids because it's hard to see aoe with a ton of spells flying and causing lag, just keep in mind that will affect the ashes also. Once I turned my graphics back up to high, I could see them easily and clearly.
If you cannot see the ashes before they fall, turn your graphics settings up.
Once I figured out all of the above, it was pretty easy. The speed boosts I used were Potion of Alacrity, the Onyx Annulet with the Wind Sculpted Stone (watch out for gems with extra bonus damage - don't want to accidentally kill him), Trailblazer, and Disengage/Post Haste.
