Arms Warrior Raid Talent Builds
Arms Warriors will not change their principal builds in Season 4, either before or after acquiring the new tier set bonus, and will continue to play the same builds used throughout Season 3.

The Mortal Strike, Overpower, and Execute focused build has remained largely unchanged throughout Dragonflight, with only minor adjustments each tier - largely the result of rage inflation further sidelining Slam in favor of Whirlwind and Thunder Clap as more expensive rotational fillers. As a result,

has been dropped from the tree in Season 4.
While there is not much room for customization of this tree,

may be taken over the single point in in
completely single target encounters
, for a gain of
roughly 0.1%
and with the tradeoff of slightly more randomness within the rotation. This won't be worth changing for most players, as the majority of encounters have
some
amount of secondary targets that favor Bloodborne and the increased randomness can just as easily work against you, but the option is there.

Since Patch 10.2,

no longer offensively contributes to Anger Management, Test of Might, or Tactician procs, though because the rage economy is so high, it may still be used as a defensive tool, so long as it is used sparingly.

remains a more passive option for players who don't find themselves using it very often, and Defensive Stance remains available for on-demand damage reduction.

Arms Warrior Mythic+ Talent Builds
Arms Warriors will not change their principal builds in Season 4, either before or after acquiring the new tier set bonus, and will continue to play the same builds used throughout Season 3, continuing to have the option between hybridized builds, full Bladestorm AoE builds, full priority Juggernaut builds, and minor talent point variations between them. For most content, players should choose the hybrid build.

This hybrid build is the main talent starting point for Mythic+ players, combining the multitarget capabilities of

with the increased cooldown effectiveness of

, which not only helps AoE by allowing Bladestorm to crit more, but also allows for better priority damage against single targets and bosses.

is a somewhat controversial talent which has been the subject of much debate. The two-point investment requires dropping

and , totaling around 3% multitarget damage loss in exchange for +5% Stamina and the reliable stun. In many cases, this may not feel necessary, but it can be supremely helpful in pugs or other low-coordination content - saving deaths more than makes up for the lost damage.
Players pushing very high Mythic+ dungeon keys may elect to take

The

build is a full AoE heavy build which focuses on double
剑刃风暴
to put out sustained multitarget damage. While bursty and powerful in extended high target count situations, its lack of single target capabilities results in poor performance against most bosses.

The Collateral Damage build focuses on Fervor of Battle to spam Whirlwind and build large buff windows after Sweeping Strikes ends, offering strong sustained multitarget damage and a generally easy multitarget rotation, it does have downsides in that the rotation can get muddled by so many conflicting priorities between Sudden Death, Whirlwind against 3+ targets, or Mortal Strike and Overpower against 1-2 targets. It's also more rage intensive due to not focusing on Overpower as much as other builds, though this can be made up for with Bloodsurge, and drops some some single target damage, mostly in the Execute phase. On the other hand, the build has strong potential with fast pulling groups or dungeons with multitarget bosses like Waycrest Manor and is currently the strongest sustained multitarget damage build for those focused on trash damage over bosses.
The biggest downside to this build is that it is GCD intensive and Fervor of Battle has no effect on single target, and Execute will come out slightly later due to the lack of Massacre. If you do wish to talent into
屠杀
, the best talent to drop in exchange is
血涌
, although you will use Whirlwind less as a result.
In both cases, Shockwave can also be taken in exchange for Uproar & Cruel Strikes, which is a minor damage loss for a big gain in control.

Since still "no one" is apparently playing arms... lemme start over: I enjoy playing Arms a lot. I got a few questions tho: As of now I never play with FoB and dont even have WW on my bar (except from when i need anticap in rbgs that is...) I figured play m+ with 3times seismic wave and 3times lord of war does the aoe trick, so i dont need WW and cleave at all. For pvp and raids i use ST oriented traits (skipping ToM entirely tho, because i hate playing around that mechanic).
Thing is, I am puzzled, as to why i would ever pick FoB, only scenario I can imagine is the enhanced rage-burning (slam on 20, WW with FoB with 30, which is replacing slam) during ToM. Also, Rend looks nice, but i cant imagine playing without Massacre in any scenario. I cant get my head around that talent-row.

Tier 5 - Warbreaker doesn't increase the damage of colossus smash at all, it only changes it to an aoe ability. If you're dealing with packs this can be useful but if you're dealing with 1-2 mobs sweeping strikes can suffice.

I have been messing around with talents quite a bit lately. I like hybridbuilds in general and have testet exhilarating blows. I really cant get it to do much dps in any scenario. I am not an expert but I would like to post a suggestion. Watching this there may be many reasons not to play but ... give it a go ok? Its an easymode "fits all" kindo of build except maybe mass aoe. On my way to level 70 ill be grabbing Bladestorm, Merciless Bonegrinder and Spead of Bastion + buffs. Here is the build. I call it bleedless cleave:

Its focused on sweepings strike and spamming WW with Ferver of Battle. No Cleave, No Thunderclap and no Rend.
Sounds like its lacking something perhaps .. but try it out :-)

For the M+ build you want to take Exhilarating Blows or Strength of Arms over Reaping Swings.

I notice in the ST build, 1 point is Bloodborne is taken where as on Icy-Veins and the Discord version that point is in Exhilarating Blows. I'm guessing the Exhilarating Blows point is the way to go since the bleed build has declined?

The description for the T30 mythic+ build indicates that we "drop cleave" in favor of sweeping strikes, but cleave is still talented into. If we're not to use cleave anymore, wouldn't that point be better spent elsewhere?

A mythic+ build where Bladestorm (and Hurricane) is dropped for Skullsplitter and Tide of Blood should probably be mentioned as it's very popular. Massacre can then be dropped in favour of Cleave or Bladestorm in high target count scenarios like Brackenhide Hollow.
