Arms Warriors Rotations in Dragonflight
Arms Warriors revolve around using abilities to increase the damage of their attacks, inflict bleeds, and maximize Execute damage. Although the standard rotation is not very complex, there are several synergistic talents which create more complex priorities. Currently, the best setup leans heavily on talents which spend rage faster and enhance the Execute phase.
How to Read Priority Lists
Abilities and talents are listed from highest to lowest priority in the Arms Warrior rotation. Every time an ability is cast, begin again at the top of the list and move down until there is something that can be cast, then return to the top. As there are far too many technically optional talents to create a toggle for every single one, simply skip past to the next priority if you do not have that particular ability talented. Recommended talents are listed alongside each section.
Arms Warrior Opening Rotation
The Arms opener is virtually identical to its single target priority, with the added caveat of initiating combat with
冲锋
whenever possible. Although somewhat counterintuitive, the first priority is to use major cooldowns, even before applying
撕裂
, unless it's being applied to multiple targets.

Using the T30 4p set bonus
The T30 4p set bonus has no impact on rotational decision making, as Mortal Strike is already one of the highest priority abilities on a short cooldown, which means that the
摧枯拉朽
buff will most often be consumed at only one stack, and should not be delayed for multiple. The direct caused by Crushing Advance is also very low, with the main benefit coming from the frequent buff to Mortal Strike's damage.
Aside from switching to a new talent build revolving around Mortal Strike and Sweeping Strikes, the
摧枯拉朽
buff is similarly ignored in multitarget as well, with Mortal Strike used regularly based on its own cooldown and rotational priorities, though due to Deep Wounds ticking on more targets, it has a much higher likelihood of building up to three stacks before being consumed.
Using the T31 set bonus
Similar to T30, the T31 tier set bonus in Season 3 has very little rotational impact - running almost entirely the same talents and rotation.

gains a much higher priority, both due to the direct damage and bonuses triggered by Execute, but also because the proc occurs much more frequently and overwriting it becomes a much greater concern.
Otherwise, the biggest immediate change is that

no longer contributes to Tactician, Test of Might, or Anger Management, so it is no longer a part of the offensive rotation, although the ability remains a decent defensive option. Combined with other tuning changes in Patch 10.2, the rotation now focuses more on maximizing Mortal Strike and Overpower casts than spending rage, even at the expense of wasting resources - until the Execute phase, the rage bar can be largely ignored, although

and has overtaken Thunder Clap as the secondary spender) will still be used at infrequent intervals while the target is above 35/20%.
Using Fyr'alath the Dreamrender
When using
菲莱拉兹,梦境之瞑
, the legendary should be activated whenever the brief channel will not put you in danger of dying to encounter mechanics. This will typically be on the pull immediately after Charge, and then more or less on cooldown after.
Because the channel is now hasted, there is a minor benefit to using it during haste increasing effects, but the weapon does
not
benefit from other class-specific buffs like Avatar or Colossus Smash, so it is best distanced from major cooldowns.
In multitarget situations, the effect can be empowered by consuming
菲莱拉兹之印
from other targets, though it still splits damage, so it does not inherently gain more damage by hitting more targets. In some specific situations, this can be manipulated by consuming marks from several different enemies and then aiming in a way that the channel hits a smaller number of targets, thereby concentrating the damage. Keep in mind that
菲莱拉兹之印
is passively applied by nearly all Warrior attacks, including Charge, and does not stack, so it generally does not need to be micromanaged.

Below 35%, Execute becomes the priority rage spender - dropping Whirlwind, Thunder Clap, and Slam from the rotation entirely. Mortal Strike is used exclusively to maintain Rend and Deep Wounds or with two stacks of

, while Overpower becomes a filler when Execute cannot be used. Despite Execute's apparent low priority, it is the most frequently used ability during the phase.
Any extra buffs such as stat increasing racial abilities, trinkets, or consumables should be aligned with Colossus Smash and/or Avatar as much as possible, and the final use of any damage enhancing buff or cooldown should always be saved for Execute phases.
Arms Warrior Multitarget Rotations
Two target rotations are near identical to their single target versions, while using
横扫攻击
in tandem with Colossus Smash to hit secondary targets. Because their cooldowns line up fairly naturally when using
愤怒掌控
, Warbreaker is not needed and other big AoE abilities are typically skipped.
Against larger target counts, there are two main builds focusing on Whirlwind with

, both of which use notably different talents. Both are fairly competitive, with Whirlwind sustaining higher damage up to 5 targets and Bladestorm offering less frequent burst AoE.

Effective multitarget damage is all about stacking buffs, of which Arms Warriors have several, including Colossus Smash, Avatar, Deep Wounds, Hurricane, and Collateral Damage. Outside of these cooldowns, the main rotational fillers will depend on the specific talent build - generally either Whirlwind, Thunder Clap, or Cleave, alongside Overpower and other single target abilities while Sweeping Strikes is active. Similar to the single target rotation, any stat increasing racial abilities, trinkets, or consumables should be used alongside cooldowns whenever possible.
Although these rotational steps may seem complicated, the actual gameplay tends to be very simple, for example, the Fervor build spends most of its time simply spamming Whirlwind against two or more targets, only interrupting when procs and cooldowns are available or lacking rage.
Offensive Cooldown Usage for Arms Warriors in Dragonflight
Arms Warriors have several cooldowns, but they're all used more or less the same way - on cooldown as much as possible. When situations or timers allow, cooldowns can be aligned, but they should not be delayed by a significant amount (typically no less than 10-15% of their actual cooldown) unless the delay will allow them to hit multiple targets when they would otherwise hit one, or it will be your final use of the cooldown before the end of the fight regardless. The reason being is that losing an entire use of a cooldown is typically a bigger loss than what is gained by stacking the cooldown with something else to amplify it. Baseline, most cooldowns naturally align anyway, although talents such as Anger Management can cause this to misalign.
巨人打击
: is the specialization's primary cooldown, which should be used liberally. Its cooldown will always be reduced by Anger Management, resulting closer to a 20-30s CD, depending on how much rage is spent. It also enables the powerful Test of Might buff, giving Arms much more sustained damage output over time.
天神下凡
is a secondary cooldown which aligns nicely with other cooldowns and triggers various effects depending on which follow-on talent is allocated.
剑刃风暴
is the main AoE attack. While it only deals moderate damage, its real value is in the effects of its follow-on talents, Hurricane and Merciless Bonegrinder.
勇士之矛
and
雷鸣之吼
are more or less interchangeable, as you will rarely talent both of them at the same time. Both cooldowns naturally align with Avatar and should be used together, though Thunderous Roar can be reduced by additional talents and should then be used more or less on cooldown, following the guidelines above. Although Spear has the highest burst potential, Arms will generally favor Thunderous Roar due to increasing the potency of bleeds.

your guide is good.
But atm , 19 august 2018, it seems that in execute phase it's better to not MS at all, unless you have some special mods MAYBE, like Dreadnaugh.
I mean, i tested it on my char, without proc/buffs :
MS with two OP charges , 30 rage = 6164 dam
exec 40 rage, with 30% refund, so 28 rage = 6450 dam
I guess it's outdated by bfa / level 120.
With Archavon hands legendary getting 22 rage MS, it was better to use MS

Looks like rotation need update.
In execute phase (and AoE) we lack of talent choice and explain what * means near Bladestorm (probably to avoid or cancel it on single target, if we used it on multi target)
In AoE rotation we miss info about use Slam instead of Whirlwind with lack of Fervor of Battle and active Sweeping Strikes, when we have 2-3 opponents. Whirlwind is better then on 4+ targets.
We can spread Mortal Strike debuff on multiple targets by switching targets, if its needed (min 2 targets)
Its nice to switch targets on that ones, when we can use Execute. It's our the highest dps phase.
I think that Ravager should be used after Collosus Smash/Warbreaker to get 30% damage done bonus. Dot can wait a second :D
Combo of Avatar + Warbreaker/Collosus Smash + Bladestorm/Ravager is very deadly. With Ravager it has perfect timing. 90 sec, 45 sec, 45 sec.
I personally like on single target to cast Slam on >=50 rage and Whirlwind on >=60 rage to safe rage for Mortal Strike on cd.

Update your guides, half of this isnt even in the current rotation or your still using passives that are now talents. On top of that its talents you dont even use. Why is it telling me to colossus smash and then turn around and use warbreaker after. COLOSSUS SMASH TURNS INTO WARBREAKER. This has cause more confusion then helping.
