This is the hard mode of the Iron Council encounter. Steelbreaker's Fusion Punch + Static Disruption along with the +50% damage and second new ability will likely require both cooldown rotations and tank switches. Additionally, he will be dealing substantial AOE raid damage due to his High Voltage aura.
EDIT: Steelbreaker's Fusion Punch will hit harder, but it looks like his Static Disruption prefers to choose targets at range. That target will be taking increased nature damage, though. Additionally, he will debuff his primary target with Overwhelming Power (instantly, and whenever the target changes they gain the debuff).
Overwhelming power doubles damage done and causes the target to explode, dealing heavy AOE damage after a short period of time. You have to burn through his 10 million (3 million on normal) HP pool before you're out of tanks, though you can rez them (he is still vulnerable to taunt). He will also do additional damage (+25%) and heal (15%, so 1.5 million) for each person that dies.

Killing a boss of the Iron Council
Supercharges
the remaining bosses, healing them to full, increasing their damage and giving them new abilities. To get this achievement, Steelbreaker must be killed last. Since his abilities are most dangerous, this is considered to be the hard mode of the encounter.
Steelbreaker starts off with the
High Voltage
and
Fusion Punch
abilities.
When 1 other boss is killed, he can cast
Static Disruption
, an AoE and nature vulnerability spell.
When both other bosses are killed, he can debuff a player with
Overwhelming Power
, increasing that players damage but causing a
Meltdown
after 1 minute, killing that player. Once both other bosses are killed, Steelbreaker also gains a stacking +25% damage buff for each player he killed (including Meltdown casualties).

Doing Iron Council on hard mode drops the quest item to start the quest line to fight Algalon the Observer. It requires you to collect quest items from Hodir, Freya, Thorim & Mimiron killed on their hard modes.

Just did this today.
2 Tanks, 2 Healers, 6 DPS
Kill order, Runemaster, Stormcaller, Steelbreaker
Helpful Advices:
1) Get a Pally Tank on Steelbreaker. It helps that he can dispel himself for the Fusion Punch.
2) Tank the Runemaster, but keep taunting the Stormcaller, which WILL go after and melee your healers if people focus interrupt his casts.
3) Do interrupt Stormcaller's casts as much as possible.
4) Because you're killing Runemaster first, Stormcaller should be close to your melee, which will need to have a focus on Stormcaller or someone calling over vent to run out for Overload.
5) Everybody should be interrupting/STUNNING Stormcaller as soon as Runemaster's dead.
6) Killing Runemaster first will cost you to lose your power runes, but also eliminating death runes, which will cost your raid to run around a lot more to avoid the damage.
7) Before moving to Steelbreaker, nobody should be anywhere near him when he casts his debuff.
8) As soon as Stormcaller's dead, everybody goes on Steelbreaker. You will now have 2 minutes to kill him because Overwhelming Power will AWLAYS be casted on your Tanks. Burn Bloodlust/Heroism immediately as soon as phase 3 starts.
9) A form of healing debuff will need to be on him (wound poison, mortal strike, or aim shot) because as soon as your first tank dies. Steelbreaker will heal for some amount (15% I believe, but I'm not certain).
10) Move away from your Tank as he's about to blow up after 1 minute. Your second tank will need extra heals because Steelbreaker will also get a damage bonus after the first tank dies.
11) Good dps benchmark is around 45% when your first tank dies.

rather easy hardmode achievement with correct setups.

to stay in range for interruption after the explosion. Just don't have all interrupter waste their kicks/interrupts on 1 chain lightning and wipe from the Whirl.
Phase 3
Prior to entering this phase, the 'worse geared' of the 2 tanks should tank the boss first, which will normally be OT.
Before you kill
Stormcaller Brundir
,
MAKE SURE
even if you have to stop dps completely, that the OT does not have
Static Disruption
debuff. This debuff, well with
Fusion Punch
, can one shot any tanks. Once OT grabs the boss, it will be dps race, Use Bloodlust / Heroism and just nuke the boss until OT dies from
Meltdown
. All Melee should be watching over the tanks debuff to run away when OT dies, since explosion could easily kill you. When a OT dies, the boss will regain about 20% health and get a 25% boost damage (Along with
Supercharge
x2) the MT may need CDs to survive this phase.
Steelbreaker
will need to be roughly 20% before the OT dies
or you will need to re-arrange your group in order to increase overall damage.
The above Tactic is to prevent
Rune of Power
+
Fusion Punch
death that can occur if
Stormcaller Brundir
and prevent the AoE damage from
Rune of Death

A handy macro for dispelling if you're a dps (or healer) targetting anyone other than the main tank on Steelbreaker:

There's probably a more elegant way to code it, but it basically dispels Steelbreaker's target and then puts you back on whichever target you were on beforehand. This assumes you're killing Steelbreaker last. You'd have to reorganize the last three lines depending on whichever kill order you're doing.

Done last night.
We had troubles with the chain lightning causing extra damage on the raid and so took Stormcaller down first.
1 tank on Stormcaller and Runemaster, other tank on Steelbreaker. Two healers on the first tank, pally healer on the 2nd (druid tank in full stam gear).
Stormcaller was very simple take down with all interupts on affects. Runemaster's affects were fairly simple with a little extra healing and people being fast to move out of runes. For Steelbreaker put up a soulstone on one of the tanks and battle ressed the 2nd, he was down before the 1st tank died a second time.
Throughout the whole fight ensure that everyone is at least 6 yards away from each other.

Completed this a few nights ago.
Our setup was: Feral Druid (tank), Blood DK (tank), Destro Warlock x2, Survival Hunter, Enhance Shaman, Muti Rogue, Holy Priest, Disc Priest and a Resto Shaman.
We did the order Runemaster, Stormcaller, Steelbreaker because of two reasons: We wanted as high survivability as possible and we had a lot of interrupts (Destro locks can interrupt Stormcaller with Shadowfury). Therefor it was safest to kill the Runemaster in the beginning to avoid Runes of Death and just lock down Stormcaller in the second phase with a good set of rotation on interrupting.
The DK tanked both Runemaster and Stormcaller (he picks up Runemaster and runs to the left and then grips Stormcaller) and druid tanked Steelbreaker. The disc priest was mostly on the druid which helped big time; quick dispels and massive shields against the punches. The other two healers were mostly on the DK since we often couldn't dispel Runemaster's own personal rune in time. During this time, all interrupters had a focus target and (maybe) macro on Stormcaller to prevent him from casting anything. Be careful to watch for Stormcaller's Overload!
Once Runemaster dies, all spread out (to minimize the effects of Static Disruption) and starts killing Stormcaller. At this time, one of the healers on the DK shifts to the druid which starts to take a massive beating from Steelbreaker. This phase is actually the easiest one in execution but requires a lot of focus since it's the longest one.
When Stormcaller finally drops, everyone starts to pummel on Steelbreaker which will pound harder and harder on the druid. Here is where a soulstone from one of the locks comes in handy. He takes the first Meltdown, we pop Bloodlust and give him all we got. Even with 3 healers we managed to get him down to around 30% before the druid dies from Meltdown, and at this time the DK is now tanking him, shifting rotations on cooldowns and trinkets (from both priests as well) to keep him alive the last 30%. Reduced healing is more or less mandatory on a first kill, it reduces the effects of Meltdown greatly so having a hunter/warrior/rogue is very nice.
It's a very fun hard mode (the most fun of the ones I've completed yet at least) and I definately recommend you pursue it before any keepers, since it really tests your entire raid and enables you to reach Algalon a little sooner :-)

We did this achievement for the first time the other night and realized we could have done it a lot sooner. My first recommendation would be to attempt this achievement earlier than you think to obtain more conquest badges each week, better loot, and the quest item for each raid member.
The fight is actually easier than "I Choose You, Molgeim" (the medium mode difficulty) since it requires less coordination, no add management, and fewer random factors. Everything is extremely controllable, and the only "challenging" facet of the fight is that it's somewhat of a gear check for everyone in the raid - you need geared tanks, smart healers, and strong DPS for Steelbreaker at the end.
Our raid setup:
Druid - Steelbreaker tank
Warrior - Brundir and Molgeim tank/interuptor
Priest - disc healer on the druid tank
Druid - resto on the raid
Shaman - resto on the warrior tank, then the druid tank
Mage - frost
Mage - fire
Lock - destruction
Rogue - combat
Shaman - elemental
We killed Mogeim first (didn't want the extra risk of him casting Runes of Death in phase 2 when Steelbreaker would be somewhat stronger), then killed Brundir second (interupts become easier when all the DPS is on him), then Steelbreaker last (obviously). Once Molgeim died we had the resto shaman watch our Steelbreaker tank along with our disc priest, while the resto druid watched the raid with relative ease. Used our resto shaman's nature resist totem to help with the raid-wide damage from Steelbreaker as well. The priest would remove the Fusion Punch debuff immediately, while the resto shaman would time big heals during that same time. As a priest, I would also recommend saving your Power Word: Shield for right before the punch, and Penance for right after the debuff is dispelled off. Once Brundir died, our resto shaman watched the raid by himself, and positioned himself in the center/general area of the raid so he could reach everyone, while at the same time keep everyone spaced out safely to help avoid chained damage from Steelbreaker's Static Disruption. He said the raid healing wasn't that bad.
In terms of DPS, we were able to kill Steelbreaker before our second tank blew up from Meltdown. We didn't use a battle res or a soulstone on the first tank, either, which means that nine players are capable of handling the final burn. We did, however, have our rogue apply wounding poison to hinder Steelbreaker's health regeneration when the first tank blows up and dies. We popped bloodlust while the first tank was still alive to maximize damage output for the five DPS as well as the two tanks. Once that wore off I immediatly applied Power Infusion to boost another player as well. I was healing the Steelbreaker tank, but I was also able to apply DoTs on Steelbreaker during phase 3 to contribute some minor DPS. Everything counts, so try to multi-task.
In terms of the tank transition, we waited until our druid tank had 10 seconds left until Meltdown before transitioning. Once he hit 10 seconds left, our warrior tank taunted Steelbreaker, held him in the exact same spot, and then had the druid tank simply run away from the raid so he wouldn't harm the raid when he blew up.
Oddly enough, this was the first time we had our Druid tank an encounter (he usually heals the instance with myself), since our main tank was on vacation (we usually have two warrior tanks handle the entire instance). Also, you don't need a battle res or soul stone to do this hard mode, although it would make it easier since you could pick up the first tank and have that 10th person add some DPS during the final burn. If your DPS isn't strong enough to kill Steelbreaker before your second tank blows up from Meltdown, then it would be recommended to have a soulstone or battle res ready on that first tank.

If you have a Paladin tank the Steelbreaker and he gets the auto-death debuff, if he casts Divine Internvention on someone before the debuff kills him, will it still heal the Steelbreaker, or not?

Now, this achievement can be done with relavite ease if you have the right group.
We managed to do it with the following:
2 tanks
2 healers (including a druid)
6 dps
And for ease of referance the bosses will be called "the big one", "the medium one" and "the small one". Also, make sure both tanks make a macro which automatically /whispers the other tank, telling them when to taunt.
First off, Tank A will be tanking the big one and the medium one, whilst Tank B will be tanking the small one. Everyone should be saving their cooldowns for phase 3.
Kill the medium one first. Once that's done kill the small one.
Once only the big one remains, all dps need to blow all their cooldowns and aim to kill steelbreaker within 3 minutes.
Yes that's right, not one minute, but 3 minutes.
Steelbreaker puts a debuff on Tank A, which kills them automatically after 60 seconds. This debuff CANNOT be dispelled or avoided by ANY means.
About 10 seconds before Tank A blows up, they should spam their macro so that Tank B taunts the boss. Tank A at this point should run off a safe distance from the rest of the raid so no-one except them are effected by the debuff.
Once Tank A has died, get a dps or healing druid to combat res them.
During this time Tank B will be tanking the boss, and will also have gotten the debuff which kills them after a minute.
Once Tank B has about 10 seconds left on the debuff, they should spam their macro so that Tank A taunts the boss again.
Tank B should run off and self destruct somewhere away from the raid.
If you can't kill the boss in 3 minutes, then your raid is slacking in the way or gear and/or effort.

So, I am wondering... Would this be possible?
First kill Runemaster Molgeim, then move on to Stormcaller Brundir, bring him down to about 30%, then switch to Steelbreaker and bring him down to about 10-20%, then switch back to Stormcaller Brundir, kill him, thus leaving you with Steelbreaker at about 10% health which should take very little time to eliminate. Doing this would circumnavigate many of the deadly abilites posessed by Steelbreaker. In theroy this strategy I think could work. Would anyone be able to tell me why this would / would not work?

If you are looking to kill Algalon for the achievement and for the Starcaller title, you need to do this specific achievement, essentially killing the toughest council boss last. Or you can do the other hard mode (
Molgeim
).
Do not kill Brundir last. I repeat, anyone other than Brundir must be killed last. Otherwise you won't get
Archivum Data Disc
, and you won't be able to kill Algalon the Observer.

ETA: After picking up this quest item and killing all the bosses up to and including Yogg-Saron, you simply finish the quest by walking to the easternmost location directly across from the Council bosses. Brann shows up there and there will be a switch to your left to open the door to Algalon the Observer. There ought to be a handy dandy quest complete indicator on your default minimap (shift M on Carbonite).

Soloed as a Demo Warlock with Voidlord.
Tactic:
Bosses are tanked by a Voidlord. Phase 1 is the most difficult, because you are fighting with all 3 Bosses. Kill Runemaster Molgeim as the first. You have to move out Bosses as soon as possible from Rune of Power (ignoring Stormcaller Brundir). Stand in a Rune to increase your dps. Your minion will receive a lot of damage from Steelbreaker's Fusion Punch. Don't stand too close to Brundir because of his Overload (20 yard range). In phase 2 as a second kill Stormcaller Brundir. In phase 3 you will only fight with Steelbreaker. Due to Overwhelming Power your Voidlord will deal 200% more damage. After one minute Voidlord die, but until then Steelbreaker should be dead. Good Luck and Have Fun!

Soloed as a blood dk (in dps gear). Main thing is to take out runemaster than the other ad then big boss man. Keep healing cd's handy because you may need them.

Soloing this achievement after 6.0 hit is really easy, just kill Steelbreaker last and that pretty much does the trick.

If you're going with a friend. Just leave group and the one who hits one of the three first will get the achievement.
Then swap characters or wait til next week and do it the other way.
This is exactly what we did;
-I left the group,
-I hit one of the bosses before my friend (then he got a 1 minute timer to be teleported out).
> Boss dies, we regroup.
