Razorscale can be brought to the ground by letting the friendly dwarves repair the
Harpoon Guns
. She will no longer fly up once her health is reduced to 50%. As long as Razorscale is on the ground, she will use
Flame Breath
, dealing 13125 to 16875 damage in a frontal cone. Bring
Dark Rune Guardian
dwarves to low health and drag them into this cone to kill them.
The Dark Rune Guardians only spawn when Razorscale's is in the air, so they will have to be offtanked until ground phases. Note that the achievement can be done incrementally: each Flame Breath kill counts towards the achievement and the counter never resets.
To not let the offtank eat the Flame Breath, the Main Tank could taunt a few off the offtank before Flame Breath is cast.

I was unsure how this achievement worked, so while holding a few adds when Razorscale was grounded I dragged them in front of her, waiting for her breath.
It seems that this "Deep Breath" is not the Flame Breath as it did no damage to me and no damage to the dwarves.

When starting this event we would have two tanks.
Tank One would pick up all the adds up when they spawned and tank them at
Point A
as shown below. Tank Two would taunt off all the
Dark Rune Guardians
and tank them in the center at
Point B
.
Tank One will then tank all the
Dark Rune Watcher
and
Dark Rune Sentinel
that spawn so that they can be DPS'd down by the raid.
Once both of the turrets are ready to be fired, have Tank Two go activate them and drop Razorscale.
-Do not switch DPS Razorscale-
Use Single Target DPS (avoid DoT effects) and bring all the
Dark Rune Guardians
down to less than 15,000 HP. Right before the ground phase ends Razorscale will
Flame Breath
the area directly in front of him.
*Note: Only the
Dark Runed Guardians
will count for this achievement.*

It will take you multiple tries to get this - First Time, we got one. Second time we got 8 and the third time we got the remaining 16. Just takes some practice with juggling adds. The counter does not reset at all and you will get the achievement without killing Razorscale.
This same strat can be applied to heroic with more tanks since you will have more adds. The breath damage from heroic does
17k-22k
instead of 15k.

Another good hint - turn off Retributuion aura, Thorns etc while trying this, so dwarves can't kill themselves.
Be aware that NPCs around the place do some damage to the adds too

WARNING: The vast majority of information on this page is NOT correct.
The frontal flame breath that Razor does just before flying back up into the air (the one that destroys the harpoon guns) DOES kill the Guardians and DOES count towards the achievement. The one she does later on in p2 also kills them and counts.

A very easy way to increase the margin for error with this achievement:
Allow Razorscale to hard enrage (takes about ten minutes from beginning the encounter). Her breath will hit far harder, so hard that it will oneshot whoever it hits and she will wipe the raid in short order - but it will also completely oneshot the adds.
If your raid is having difficulty coordinating this achievement, consider gathering up a large number of mobs at high health, then allowing the boss to enrage and oneshot them all.

That's why he said it will wipe the raid. The point is though it's a controlled wipe, not with the intent of defeating the boss, but with the intent of completing the achievement. This is no different from guilds knocking out Gonna Go When The Volcano Blows in an organized manner by having ranged dps do naked deaths one week, melee the next, and splitting tanks/healers between the two weeks.

As of this post, her enrage timer is 15 minutes from starting the encounter rather than the 10 minutes mentioned above.
That's plenty of time to gather 25 Guardians in one attempt.

For those doing this with Paladin tanks in Cataclysm gear, please note that Seal of Truth applies a DOT called Censure. This can tick about as hard as a melee hit.
If you're stacking this unawares, you may find dwarves dying long before you're ready.

Did this last night with five others: Prot Pally, Prot Warrior, Mage, Warlock, Shadow Priest, Holy Pally. Cata gear is actually more of a hindrance on this fight more than a help. Sure, you'll be able to tank a ton of adds and the boss at once, but even white damage from the tanks was wrecking the dwarves. It becomes a real challenge to hold threat from the healer without killing the mobs. The NPCs run around and hit mobs too, and will kill a dwarf if it's low enough.
What we did was have the DPS do absolutely nothing until the tanks round up 6-7 dwarves, bring Razor down, and burn her so that she'd stay down. Then they just held them in front of the boss until the boss killed them with her flame breath (to clarify, the flame breath she cast when she was about to fly up did nothing against the dwarves. It seemed to be only the one she used while permanently grounded). Then we'd run out and reset her and do it again.
What was handy, provided no NPCs were hitting it, was having our mage Polymorph mobs that were low on health so that it would heal them up. The NPCs are random and annoying though, so that tactic is hit or miss.
It's probably one of the more annoying ones to go after now. I imagine it was designed to be completed over time, with multiple runs through the place.

Did this with 3 85s--a tank, healer and dps. The tank gathered all the dwarves and dragged them in front of the boss to make sure she breathed on them. The dps manned the turrets, killed all the dwarves that werent part of the achivement and helped make sure the dwarves were around 15% when Razorscale landed. Despite what some the comment say, she will kill the dwarves before the grounded phase and before she enrages. We reset the encounter once-after she enraged after 15 minutes and then restarted to finish off our 25 dwarves.

To do this achievment at lvl 90 its really hard to get the adds down to 15%. Just let him enrage and her breath does around 100k.
You don't need to kill the boss to get the achievment.

Two-manned this last night with a level 90 Blood Death Knight and Mistweaver Monk wearing greens and blues from MoP questing -- approximately 435 itemlevel.
Neither of us had ever been to Ulduar before this achievement run, and went into each fight with only a few minutes of research into the hardmode achievement beforehand.
This fight is extremely annoying.
Drilling machines will come up two at a time, releasing one
Dark Rune Guardian
and one
Dark Rune Watcher
each, occasionally with a
Dark Rune Sentinel
as well. Their damage is negligible, so you can pretty much ignore them, just make sure to keep them clustered in a nice group, away from the NPCs near the harpoon guns.
Razorscale
will start in the air. The engineer NPCs in the back will repair the harpoon guns. Once they are repaired, you can right-click on the harpoon guns to shoot harpoons at Razorscale. After being hit with two harpoons, Razorscale will come down to the ground for a short time, and then use her
Flame Breath
in front of her, destroying the harpoon guns again as well as dealing some damage to all of the players and iron dwarves in front of her. This repeats until she hits 50% or enrages after 15 minutes.
Do not deal damage to the boss
at all
while attempting this hard mode. Once she reaches 50%, she will stay on the ground permanently, and the iron dwarf adds will stop spawning.
The iron dwarves have very little health. Razorscale's flame breath does pathetically low damage, so you have to take the mobs down to below 15% (though sometimes that was too high and they survived only to die to an NPC later) and hold them there until Razorscale can be brought down to breathe on them. At this point, their health is so low that any tiny passive damage effects can take them down. (For us, that included the "helpful" NPCs that join us during the fight, death knight's
Bloodworms
, or the monk's
Swift Reflexes
passive.) Even though you only need the Iron Rune Guardians for this achievement, you might as well leave the other types of NPCs alive just to give the friendly NPCs more things to beat on that won't mess up your achievement.
The achievement does not require you kill all 25 on a single attempt, which is extremely good because I'm not even sure 25 of them will even spawn before the 15 minutes are up and she enrages. It felt like they were coming out very slowly. We managed to get about 15 on the first attempt by the time she enraged, and got the other half on the second attempt before taking her down.
Once Razorscale enrages, her flame breath will one-shot any iron dwarves in front of her. At 85 this might have been a wipe, but at 90 it is possible to survive while she is enraged as long as you have a healer. Unfortunately, the same cannot be said of the engineers who are repairing the harpoon guns, and without them, you can't bring Razorscale down to breathe on more iron dwarves. At this point, you're better off just letting her kill you and trying a second time.

The main problem I had while tanking this was that even if I clicked off my current target, as soon as one of them attacked me I would automatically target it and begin auto-attacking.
I found that if I targeted one of the other raid members, this would not happen. I'd just click on the nameplate of a mob with enough health to survive the breath, DPS it down a bit, and then click on one of the other raid members. As long as I had a friendly unit targeted, I did no damage at all, and I was able to keep the guardians at very low health for as long as I needed.
Just make sure you don't have a priest shielding you with PW:S glyphed for reflective damage.

Done this as a 4 man guild grp on 10 man, simply waiting for her to enrage wile in the air and then pick up all the adds and she would one shot, no one in the grp took any damage from her enrage.
We did no dps to her at all so she would do the flame breath then lft off again, got all 25 after 5 blast while she was enraged, then on the final one zerg'd her for the kill as well.

Worth noting: if you enrage her by allowing the engineers to die, the resulting guardian kills won't count towards the achievement. If you're going to go with the enrage method, it has to be a "natural" enrage.

Gear from Tier 15 has made the 10-man achievement so easy for a Protection warrior, you can do it in one pull without relying on (or worrying about) Razorscale's enrage.
Talent into Second Wind and Double Time, grab

from Dalaran's Arsenal Absolute, and glyph Death From Above and Long Charge. Avoidance gear above iLevel 500 is recommended for peace of mind, but you can enter with less.
Equip

and have a finger ready to disengage auto-attack. When iron dwarves and vrykul spawn, grab groups with Heroic Leap or a Charge and Thunder Clap, snagging the ones that get by with Heroic Throw, Mocking Banner and even Taunt. Be careful not to hit your ever-growing pack with Thunder Clap, or to use AoE in general once you've got aggro.
Immediately kill Dark Rune Watchers and Dark Rune Sentinels with Shield Slam, Heroic Strike or Devastate — they don't count toward the achievement, and they make life more difficult through visual clutter and cumulative damage. Dark Rune Guardians (the ones you want to keep alive) can be hit with Shield Slam once when they're above 75% health, and Heroic Strike until they're at about 25%. Whittle them down with auto-attacks, using your helpfully modest retail one-hander, and you can get each Guardian to about 6-9%. Quickly tab-target or cancel your auto-attack as necessary. For simplicity's sake, try to pull Razorscale down when you've got four to six Guardians. Just situate your pack in front of the dragon and let her do her thing. Repeat until you've hit 25.

Soloing this can be a bit tricky at 90, due to everything dying so fast. Did it with a Rogue, so the way to approach this one is somewhat counter-intuitive for DPS. Be sure to toggle nameplates on to make it easier to keep track of how many mobs there are, and how much health they have. Since you don't have to get every dwarf in one fight, I suggest pacing yourself. You don't have to do it all in one go, and if you are working on other Ulduar Achievements, doing this one in portions will surely save you from some headache. I did it from 3 to 25 in one sitting. Took me about an hour, not including what ever planning I had done beforehand.
My tactic was simple: I used Wound Poison instead of Deadly, since the ticks killed things too fast. However, might be easier with no Lethal Poison used. I sticked to ST damage, and mostly used Shiv (+health with Leeching Poison!) and Kick to deal damage. I also made a /stopattack macro, so I could easily stop harming the targets once I got them to low enough health. I used Marked for Death to keep Recuperate running all through the fight and just to be sure I used Evasion, Combat Readiness and a glyphed CloS liberally when there was several mobs attacking me. A +500iLv geared Rogue won't take much damage, but sure enough, with lesser gear and if there are lots of them, they do wear you down eventually. Better safe than sorry. Made sure to kill at least most of the non-guardian mobs and once I had 2-4 guardians around I pulled Razorscale down with the turrets, and just positioned the dwarves in front of the dragon. You could possibly have more guardians, but I found it easier to handle their health levels with the groups not being too big. From there on out it was mostly a waiting game, rinse and repeat.
I did have all the engineers die on me on one attempt, which meant the turrets couldn't be mended. If this happens you need to reset the fight. Vanish comes in handy for that.

I had a weird issue while soloing this on my hunter. For every breath, I would have 3-4 guardians (not watchers or anything else) at below 10k hp in front of the boss. Every guardian would die from the breath, but for some reason I would usually only get credit for 1 kill. Occasionally 0 or 2.
Probably took 3 times longer than it should have to complete it due to this issue. Dunno if it was pet related somehow.

Soloed this as an elf druid kitty spec.
You can let the dwarves that run out into the middle of the fight tank for a while until they die. However, you can't let the engineers in the back die, or you don't get credit, so after they die, you have to pick up aggro. You also have to be careful because you can easilly oneshot these mobs. I used moonfire to draw aggro. I mostly stayed in bear form. When the first NPCs die, harpoon the boss, and just autohit him to build rage to heal yourself with. Just before she casts her breath, hit the mobs with thrash. The thrash dot will kill them on its own, so don't hit them too soon.
Shadowmeld to despawn the boss. Rinse repeat. You should get 4-8 kills each time.

Ok... this achievement is gonna take some of your patience.
90 Frost mage (ice barrier & Incanters) 531 ilvl.

is the spell you need to kill the dwarfs with.
the spell does 13-16k damage.
Every mole machine brings up around 2 minions a time. (i killed the sentinels because i didnt want to deal with the damage).
First let them aggro on the expedition defenders. If they went for the engineer i aggroed them with an icelance.
Keep tanking and kiting them while keeping ice barrier up. when 2 turrets are ready you should have around 7-8 minions (or less if you accidently killed someone).
Now you need to get the minions to less then 13k hp to guarantee a flame breath kill.
Keep tanking the boss (crits around 55k, ouch) and let her flame breath untill all the minions are dead.
Blink away, invisibility, rinse and repeat.
Took me around 10 resets to get it, because of expedition defenders sometimes killing the really low mobs. But its definetly soloable!

Hi guys! I just solo'd this on my ilvl 490 Blood Death Knight, so this strategy might not work for other set ups, keep that in mind. I ran purgatory (in case I messed up with my healing, which fortunately I didn't, but it comes in handy!),and conversion (I couldn't imagine doing this without it).
I took the usual strategy of burning the guardians down relatively low (keep in mind that your blood worms can mess this up from time to time, it made my attempt take longer than it should have because of it), bringing the boss down and then letting it burn the adds.
I ended up going over the enrage timer which caused the fire bolts that the boss shoots to deal even more damage, but whenever I brought adds to be burned, the boss would typically one shot them, although it only counted credit for the achievement sometimes.
Using a combination of blood tap, vampiric blood and conversion, I was able to keep myself alive for the time needed to get the achievement.
Another handy little tip: If you use your anti-magic shield when the boss shoots the fire bolts, you can gain a ridiculous amount of runic power to use for conversion.
Also for a fun note, the enrage lasts for 30 minutes, I decided to prolong the fight until it ended and basically nothing else happened. I was expecting an insta-death for me, but oh well :P.
Good luck on possibly one of the most time consuming achievements for this meta!

I was trying to achieve

After some tests, I finally understand how to be sure it works.
First, it's obvious that only
Dark Rune Guardian
will count in the achievement.
Both breathes from P1 and P2 can be used to kill guardians.
The thing you need to do to make it works is
DEALING DAMAGE (at least one) TO THE MOBS WHEN THE BOSS IS ON THE FLOOR !
So, aggro mobs when the boss is flying, but keep in mind that you need to damage them a bit after using the turrets, without killing them. After doing this damage, every mob killed by the drake will count for the achievement.

I just want to confirm that you can still get this achievement, just got it on my Warlock with my brother on a Druid. A trick I found useful is to kill everything that are not the Dark Rune Guardian Dwarves and to stack them up in front of the boss. I had my brother who could root the Dwarves which was nice but not necessary. Also we just pushed through the enrage and got it done in one shot, hope this helps!

After 5.4, it seems this achievement is buggy. Only a certain portion of the mobs are giving credit pre-berserker. My group gave this two attempts and the first time we dps'd Razorscale a bit too fast. The second attempt, we dps'd her down by 20% and focused on gathering up the Guardians. When she breathed, only one mob was dying at a time. Once she hit berserker, we got credit for ALL the mobs.

This achievement is ridiculous trying to do it as a monk, thanks to the passive parry deflect that you can't turn off. Even DPS monks get it...
Even if you're able to round up every single add before the crazy-long enrage timer kicks in, because of the deflect you'll be 1-2 shotting them when they come to you in front of the boss (and no, they don't all stand behind you). I've been lucky to get 2 dwarves per pull...
Ended up having to strip down to just the tank cloak (lost 530k hp in the process) and got a mate to heal.
This achievement needs to be fixed for WoD...

Just completed this achievement today. There were three of us needing the cheeve, and we had little idea of how to do it with current gear - we had tried last week and failed miserably. The dwarves were insanely difficult to damage without killing, and those that we didn't accidentally kill outright tended to drop dead from deflection damage. We ended up just jumping off the cliff and doing some research. :)
So after looking through some of these comments, we did it thus:
BM hunter, ilvl 561
Balance druid, ilvl 561
Protection Pally, ilvl 554
We all removed our capes (and the pally removed a couple pieces of gear to lower his damage output). During the first 10 minutes, we made a bit of effort to lightly damage the dwarves, but only ended up getting a couple.
The secret to being successful was to wait for the enrage timer. Once that hit, the hunter took out the Watchers and the Sentinals, the druid tagged the Guardians with fairy fire (and healed us as there's some decent damage being done when she's enraged), and the pally basically ran around in circles to keep them at his back but towards the front of the room. We launched the harpoons as soon as they were available and Razorscale's breath took care of the rest (even if the dwarves still had most of their health).
The enrage never ended, at least for the half-hour or so it took us to gather up the full 25 (we got from 1-4 each ground phase).

Just did this today. If anyone was wondering, I can confirm that this achievement can be done through multiple attempts of the fight. I got about 5 Guardians per try (usually 1 or 0 per time she landed), and then when Razorscale enraged, I just died and did it over again. It took about an hour, but at least it's done now.
I cannot confirm whether or not the Guardian kills remain over a raid lockout reset, but I'm pretty sure they do not. I base that off of the fact that I started today with 0/25, and I'm sure I had some kills prior to this.

I just did this with a monk as a tank, and disc priest as healer
Monk aggro'd all mobs, and as disc priest i killed all the watchers and sentinels.
When we had around 30 or the guardians, i started using ONE SINGLE smite on each target, to get their health down to a proper procent.
Smite might kill the targets, so just make sure to have all 25 before pulling boss.
The monk ran back and forward in the back of the boss place, so NPC's wouldnt start hitting the guardian mobs.
At the time it takes to get the mobs, boss is enraged and do more damage with flamebreath
We got the guardians down to around 8k-14k health, which was low enough for the enraged flamebreath to kill them.
---- this was done in the prepatch of WoD
My priest was ilvl 550, and we BOTH uneqipped our weapons (and dps meelee cloak if we had it)

I found the best tactic to be to wait for the enrage. The breath deals a lot more damage then. Before enrage, the breath hit the dwarves for very little and in spite of bringing them down to ~10-12k first they somehow still survived the breath.
Went with a friend who kept the engineers safe (in order for the turrets to be rebuilt) while I went around thudding the dwarves with my mighty staff.
Then it was just a matter of gathering them up 3-5 at a time, bring the dragon down, line them up, watch them burn to cinders, rinse and repeat.
We didn't do any damage to Razorscale at all until we had burnt all the required dwarves, and got the achievement mid-fight.
The mobs themselves and Razorscale hardly did any damage, even when enraged.

After 6 or so years, I've finally made an account to post
this
comment.
I've found the guaranteed way for each Guardian kill to count towards the achievement, and just got it today. The reason that the kill counter seems so buggy and unreliable is because
the Dark Rune Guardians must take damage from you (or the group, if you're not soloing) AFTER Razorscale lands.
Being 6.0.2 with the extreme damage bonuses we get now, the difficulty in the achievement is damaging the Guardians just enough so that her fire breath will kill them.
Post 7.0 Edit: And now, finally, after years of achievement strife, Blizz has finally delivered unto us this
Soft Foam Sword
, which will make accomplishing this achievement less of a goat rodeo. You lucky dogs...back in my day, we had to strip down naked and punch the mobs to death.
More shameless editing: The Soft Foam Sword is a big fat phony, just like my first Wowhead post.
Right now, each fire breath hits the mobs for 7,500 damage, so shoot for just below that number. (Once you hit the 15 minute enrage, it's a moot point, and the whole thing becomes much easier.)
Recommendation: Hit them once to gather them up, then bide your time until you can pull Razorscale down again. Once landed, melee each Guardian carefully until you've got them below that 7,500 mark. I

each kill will count.

I just found the perfect way to do this, and am typing this while I wait for the enrage timer.
let the adds kill everyone while you wait on top of the stairs. after they are dead, that one group of adds will come to you, but the rest of them that spawn just stand on their spawn points!
only the sentinels will come to you.
wait for her to enrage, pull her down, and as others have said, you must damage the adds to get credit, but only after she lands.
you have to damage her enough for her to stay down for good since all the engineers will be dead at this point.
as a dk, I laid down DandD, walked the group over it, and tanked her while she killed them.
saves the trouble of tanking adds for 15 minutes!

This achievement is definitely bugged, I waited until she was enraged, pulled every single mob that was there during the wait time for her enrage, stacked all of them, used whirlwind twice, pulled her down and when she did her fire breath they all died or disappear and I only got credit for 6 out of 25.

From a couple of hours grinding this, as far as I can tell, it's not as simple as just hitting the mobs after Razorscale lands in order to get credit. You have to hit them then get them killed by the next Flame Breath she casts. If you hit them, then they survive the next Breath, you need to hit them again.

After about three plus frustrating hours trying to get this achievement done, this how I finally did it:
1-Hit the mobs after boss lands!
2-Hit every mob with
AUTO ATTACKS
! (AoE skills hits didn't count)
3-Lower mobs health to around 5k or lower if boss not enraged!
4-You need to hit mobs each time boss lands. Mobs that survived the last breath will not count if you don't hit them again.
Remove weapon and some armor to lower your damage so you don't one/two shot the mobs. You don't need to kill the boss for achievement.
I personally just pick the guardians and killed every other mob until engineers get the harpoon weapons up then, pulled boss down and followed the steps above. Rise and repeat until you get 25.

Might be useful: for some reason, the monk's ox statue seems to attract aggro to itself. Good if you want to tank them without damaging the mobs :)

There seems to be a lot of misunderstanding about this achievement.
You do NOT have to let them die by the breath alone. They count as dead if they die while AFFECTED by the breath. So, after Razorscale casts the breath, they become blue, affected, for around 4 seconds or so. Enough to cast one strong aoe - Arcane Explosion, Bladestorm, etc - and they will die and STILL count towards the achievement. Getting them to under 10 % is extremely hard and very often bugs when it is supposed to count towards the achievement.
So, in conclusion - let them get hit by the breath, then finish them on your own VERY quickly. Ta-da. Grats on mount.
Another thing - you can reset the fight as long as you like by running away, the dwarves already killed keep counting. That is how I finished it in one run.
P.S. Warrior only tips - Dragon Roar pretty much one shots them, because of the guaranteed critical strike, so that's the best aoe to use when they become blue. Also, to keep them off the engineers - use the aoe from Heroic Leap, it hits low enough, alternatively, you can afford to use 1x thunder clap - if you use it twice, it may kill them, so keep that in mind.
Also, because there is a huge chance you may get eaten from damage when you pull them all on you, I advise you to make a macro targeting the Dark Iron Watchers - they don't count towards the achievement - and killing them for the victory rush heal.

I did this as a BM hunter, the
talent keeps your health topped up while you wait for dwarves to spawn. I kept my pet on passive and killed the
Dark Rune Sentinel
and
Dark Rune Watcher
to keep the damage low. (I recommend removing anything that may accidentally cleave the
Dark Rune Guardian
such as legendary capes and cleaving trinkets.) I waited at the top of the stairs for the Dwarves to kill all the friendly npc's then I ran around and collected the rest of the Dwarves. Use

Easy way to do this as a warlock (specially destro) is to gather up the guardians, spank down the lil ones to get embers, hit the harpoons, run in front of razor, so all the mobs have a change to get hit. toggle Fire and Brimstone, when you see razorscale casting the breath, be darn prepared! Right after the guardians turn blue, hit Conflagrate. If done correctly and not before the guys are blue, or too late. You have an achievement. :) PS. Worked for me in 6.0.3

Not sure what Im doing wrong but it doesnt work for me.
My plan was to zone in twice.
Had like 15+ Guardians on me, let Razorscale enrage, pulled her down, Hitted guardians with auto attack, weapon was off, then Razor killed them all with her breath and count is still at 0. :-(

The best tip I can give to anyone who is trying to solo this achievement:
As long as you kill the Dark Rune Guardians within a half a second or so as Razorscale casts his flame breath you get the credit for the achievement.
If you can put out high enough dps you can get both achievements in one pull.
1. Start the encounter and aggro everything. There is no need to get the Guardians to low hp (unless you cant oneshot all them later). Make sure the engineers stay alive so that they can repair the harpoons.
2. This will take some time, but eventually you will have 25 Guardians alive (kill all the other mobs if you have trouble staying alive).
3. Shoot all 4 harpoons and position yourself between the harpoons and Razorscale's face.
4. If you want to do both achievements in one pull dps Razorscale down to 49%.
5. As Razorscale's stun wears off he will immediately start to cast his flame breath ability.
6. After he finishes the cast and you can see the flame breath animation instantly kill the adds. (I used Dragon Roar. Any strong, instant aoe ability should work).
7. If you timed it correctly you will get the credit for the achievement. (Achievement will pop up immediately, NOT after the boss kill).
Some notes:
I did it on a 581 ilvl fury warrior. I unequipped my legendary dps cloak and helmet with the legendary gem to avoid random damage to the Guardians. I used protection legendary cloak and helmet for more survivability. Defensive stance also helps.
If you can't survive long enough to get all 25 Guardians or you just want to get used to the timing just try a few times with less adds and then reset the encounter. (You can only reset it when Razorscale is on the ground and below 49%). The only other option is to die by aggroing all the adds and standing in the fire.
Last note: You don't have to kill all 25 Guardians in one pull. The achievement will never reset.

Since the counter is cumulative over multiple fights, solo rogues can get this in a single lockout period without cashing out for repairs too much by stealthing to reset the fight. I presume hunters can also feign death to do something similar, if that's still a thing. Not sure whether other classes can move out of the encounter to reset it or not, though.

Did this on a mage (525 ilvl). Seemed most viable since mage hits quite low with melee and I have a chance to reset encounter with Invisibility. Invisibility will reset during the time you do next load of adds.
Picked up 4 dwarves, all with ice lance, since it did damage that left dwarves around 20k health. Rest i shaved off with melee hits. Those with higher ilvl should take some pieces off to reduce ice lance damage if they want to do this way.
NB! Critical hits with ice lance kill dwarves instantly. That isn't a problem. Just pick up another dwarf that spawns.
I decided to go with 4 because it seemed that when i picked up more. Breath damage for 1 dwarf seemed to go down drastically.. 4 was enough at 8-10k health to kill them all in 1 breath attack.
Glyph of Regenerative Ice helps to get a little bit health back. Cold snap help here aswell for extra healing + another ice block. That all in case you stay in the fight to do it in 1 go.
I decided to reset after every 4 dwarf kill was that it was easier to begin fresh and get 4 kills at the start + I got to heal every time with conjured food. Decided to go steady. Took me around 30 mins and less to finish all 25.
I also tried doing it in 1 go, but i got overwhelmed a bit too easily simply because you need to be careful not to kill achievment dwarves and get them to low health. As i said.... It's easier to start fresh and pick up first 4 dwarves and get them killed in first landing. After that Invisi and start again. Was quite easy.

Here is my painful experience on this one.
Atm I'm doing it on my holy priest and I can't collect 25 dwarfs without most getting killed before his breath.
So I pick 7-10 and damage the boss at the point where he won't be flying up again (he spams more fires when he is perma-grounded and kills them faster). I vanish(or just run away to
reset
it) and repeat until I get 25. XD
And thanks to Jules93 for explaining damage when boss is down part.

Post 6.0.2, I found that the easiest character to solo this with was my poorly geared Disc priest.
I made /target macros for Holy Fire and SW:P to kill off Watchers and Sentinels without even having to look who I'm targeting or stop running, since they're instant cast. This way you can easily pick up the Guardians that remain.
Once you have a nicely sized pack of dwarves on you, bring Razorscale down definitely, throw a Holy Nova or two to "tag" the dwarves and let Razorscale do her job while you pop shields and flash heals.
It took me a few resets to get all 25, but thankfully this boss is easy to reset (just run up the stairs), and even easier by speccing into Spectral Guise.
Also Angelic Feather is cool and shiny, so here's another point for priests.

Was able to solo this as a ret pally (ilvl 496) fairly easily. It took a few attempts to figure out the best strategy. First I thought it best to remove my weapon and beat on the mobs to get them down to a low health. But this was very slow and I was only able to get 1 dwarf killed at a time. The best strategy turned out to be using a 5-HP DS at the same time as when Razorscale uses her fire. This more or less one shot the pack of dwarves I had accumulated and I was able to get take down groups of 5. Probably the best strategy certainly for melee classes.

Sigh, this is extremely frustrating. Does the enrage trick not work anymore? I let her enrage, brought her down, and she killed about 30 guardians with flame breath. I didn't get credit for a single one.

At level 100 and ilvl 635, this got to be pretty frustrating for the 10 player version, but I solo'd it. I used my hunter with spirit bond since it keeps me healed even during the enrage, with no problem. So I can't take off a ton of gear of the heal goes down. I couldn't attack, because they'd just die. I tried bare-handing, still too powerful. I kept my pet on passive, because he 1-shot them too. So I tried just taunting the guardians with the pet to get them on me, but I'd still get zero kill credit. I tried the trick mentioned with hitting the mobs a half second or so within the breath, didn't work. They either die immediately from my shot, or I just wouldn't get credit if the breath hit first and my shot is what killed them.
BUT I FIGURED IT ALL OUT!
I equipped my skinning knife, and that did the trick, taking about 40k a smack off the guardians. If you crit or multi, they die. So it's still slow going. The next problem was getting credit for the kills. I'd drag 8 up to him and it still wouldn't give me credit. They either added this, or we never realized when we were lower level, but if you haven't touched your mob in a while, you won't get credit. So if you do this with a bunch of guardians, which I can only touch once, by the time he comes down & breathes, I would only get credit for 1 or 2, or none. It took a few times, but I realized this timer and it worked like a charm. I used my pet and rounded them up with taunt (from a distance, immediately recall your pet or he'll kill them, and no blink strike talent he'll kill them at range), then hit the harpoons. While he is stunned, and with enemy name plates up, I carefully went through & smacked each one. 1 breath and they die with 4k health, full credit.
TL;DR: find a way to stay healed, hit mobs soft enough not to kill them, get agro and tap all of the guardians very shortly before he breathes.

I've been sitting at 3/25 since cata, finally decided to do this as a 100. So for you DKs out there one-shotting Razorscale like I was, here's what finally worked for me(10 player):
Take off every piece of gear except a vendor-sold one-hand 'white' weapon. In blood spec, use Death Siphon glyph(it's the only attack that hits soft enough to not kill them and heals you so yay, two-for)
Use Death Strike on small dwarfs and Vykral to proc a death rune.
Use Death Siphon and immediately switch off target(you'll autoattack and kill the dwarf if you don't disengage).
I got about 1-3 dwarf kills during each flame breath, per mob.
I've read you need to hit Razorscale once or twice with your autoattack to prevent glitches but don't let it get to phase two(reset encounter by running up steps, or all the way to the entrance, or die)
Also, kill all the dwarves that remain which aren't killed between grounding phases; if they're on you too long, you don't get credit for them dying by flame breath.
And most important- keep the engineers alive, they need to fix the turrets to bring her down.
Took me an about an hour and a few resets, but I finally got my rusted proto! Now for the iron-bound...

Just wanted to post a quick tip for any level 100 trying to get this achievement
- Equp your bare hands, when dwarves comes out do 1 or 2 punches on them and get them around 1/4 health
- Ground the boss and put them in front of her, doesn't matter if she only kills one or two
- After 8 minutes (i think) she goes into enrage, her damage to you stays the same, but the damage of her frontal flame is increased and will dispose of the dwarves you punched early pretty quickly
- Reach 25 and get your achievement :)

So I thought I would share my method of getting this achievement as a hunter.
First off I took all my armor off, staying alive with having a pet out + Spirit Bond + Glyph of Animal Bond.
Then activate the boss and just afk for a minute in the middle and let the adds kill everything so that you are the only thing they will aggro. After you have some guardians attacking you, go activate the turrets and when Razorscale comes down, put him under 50% health so that he will start doing Flame Breath.
I let Razorscale do his first Flame Breath, then Multi-Shot the pack following me and then let Razorscale clear out the rest of the mobs by doing 1 or 2 more Flame Breaths.
And when the guardians are dead but more is needed for the achievement, just reset the boss by jumping down from the platform or cast Feign Death.
Then go back in and repeat.

Did this today on my Holy Priest. Took a bit of everyones advice and made it my own to make this work...
- I did this with all my 615ilev gear EQUIPPED, except for my weapon... which I equipped my Mastercraft Kaluak Fishing Pole (it was a level 80 weapon I happen to have on me to do minimal damage... any weapon that does close to the same damage will be just fine)
- Let the adds kill off the friendly npcs underneath Razorscale first (if any wander off towards the turret npcs, see the next step)
- I would throw a renew on myself as soon as the adds spawned to help getting aggro, then I'd kill off the small dwarf watchers and tall sentinels since they dont count for the achieve, and amidst that I would pull the dwarf guardians with Dispel Magic (you won't get credit for their kill if you do any damage to them prior to Razorscale coming down)
Note: Be careful to not accidentally melee any of the guardians or have any sort of shield up that reflects damage
- Once both turrets are ready, click them, and once Razor lands I used Mind Sear for 2 pulses of damage (the initial pulse plus one more); this should bring them to about 9k (unless you crit one); immediately next you want to melee each dwarf that you have once so that it brings them to about 3k (again, unless you crit... if you do kill one by accident, its not the end of the world)
- At this point all of your dwarf guardians should be at 3k or so hp, so make sure you're standing in front of Razor and within a few seconds he will breath on them and you should get credit for any that die to it
- Rinse and repeat :)
Once I got the hang of this, I got on average 4 kills per ground phase (sometimes 2 if I was unlucky or accidentally hit one early... but sometimes 6 if I got an extra pack of adds and didn't screw any of them up)
Note: Technically I assume you could just let the adds spawn over and over and do more than 4 guardians at a time, but thats (a) more to melee once each before his breath and (b) more of an opportunity to mess some of them up. Plus I chose to do 4 (2 waves) because thats how long it took to get both turrets up and ready.

The secret is to be patient. Did this on a level 100 BM hunter with a spirit beast pet out for heals (on passive), but the same strategy should work for other classes. Start fight totally naked with no wep.
1. Run around and punching watchers and sentinels until they die, because they're annoying and we don't need them. do this until all the expedition defenders are dead and the guardians are over by the turrets.
2. Run up to the guardians and punch them one time each to get their attention (there's usually between 5 and 7 at this point). Don't worry about any extras that run up, this achievement is all about patience and you'll get more on the next attempt.
3. Once you have their attention, equip wep and activate the turrets, then smack Razorscale around until she's below 50% health, then stop, but keep her targeted.
4. Once she goes to breath, back up. The mobs should be between you and Razorscale now.
5. As soon as she breaths and the mobs turn blue, Glaive toss at Razorscale (powershot or barrage should also work, but multi shot wasn't giving me credit for some reason).
Once you see you've gotten some credit, feign death (or run up the stairs), rinse, and repeat.

I've successfully completed this on the 25 Player version which required patience but was quite doable. I'm currently busy on this 10 man version and it's giving me all kinds of hell (I won't even mention Fuse Armor!). I made the frustrating discovery that Dwarves that die as a result of flame breath alone, don't give credit towards the achievement. What I can draw from this is that the achievement requires the player to kill the mob while Razorscale is breathing fire. Simply lining the mobs up in front of Razorscale and waiting for them to die doesn't work.
*EDIT* I see now that some other comments have included this information but apart from one, none have really clearly stated it as the number one rule, so here you go:
In order to get credit for this achievement, you must have tapped each mob at least once before they die.

Jules93, you are not exactly right. It's easy, anyway i was doing it by the same way as you. You need to damage boss onto lower health than 50% after aggroing all 25 Rune Dwarfs. So it doesn't matter that you have unlocked use for all turrents... because you need 25 of them. Then use turrents, get boss on 50% health or less that you are sure, he won't fly away and then he wil start to use his Breath like each 5 seconds... So you see, you don't need to wait horrible time for repairing turrents... Anyway you need to be quick because when he engrages, it won't give you achievement credit for kill anymore. Because he engrages :(.

Did it with a feral druid and a different strategy.
First off, you'd want to equip int rings, cloak, neck, trinkets and weapon if you have it.
After starting the encounter, you would want to let all npc assistance die after turrets have been repaired. Once all helpful npcs are dead, kill all aggro'd npc. (you want new spawns with 100% health) New spawns will just stand around doing nothing.
From there, just go around and moonfire all non-guardians. Don't worry, guardians won't aggro no matter how close they are to watchers and sentinels.
Because guardians spawn at a rate of 3 a time, it's easy to keep track. So, when you have 26-29 guardians, start rounding them up and head for the turrets. Get boss down to 50% to ground her, then start hurricane. Usually, it takes about 2 ticks to get them to <40% health. from there, just wait until breath kills all of them. It may take 2 or 3 breaths. But it will work.
edit: if you fail to get the achievement, just run up the stairs to reset the encounter. Took me several tries to find a strategy that works for me.

as of 6.0.2 you must dps/hit the iron dwarfs 30 sec before the Razorscale's Flame Breath kills them, dps them b4 she on the ground dose not count towards the achievement. not sure if this is a bug or if some one in blizzard thought this was too easy! 8P

I followed all the tips about tapping the dwarfs with a melee weapon. And that works. As a warlock I was unable to find a spell that did not one shot them. My epic staff took off about 30%-40% health, so I was able to reasonably control when the dwarf died. I found my fishing rod did not damage them quite as much and it was harder to time their death before you become stun locked by Razorscale. However, I found the timing very difficult as you need to tap the dwarves in the same cool-down as the flame breath for them to count. Things improved dramatically when I changed from 10 normal to 10 heroic, as the flame breath did more damage and improved the odds of the dwarf dieing after being tapped on the head.
Stun locks, no-one mentions these. After about 4-5 flame breaths you are stunned and can not tap the dwarves. So it is easier to grab 4 dwarves, kill em and reset.

I just achieved this last night in 6.0 as a solo marks hunter, ilvl 620ish. I had trouble finding all the info I needed in one place, and it took a couple hours of trial and error to perfect, so I thought I'd share what I did. I'm going to assume you may not be familiar with the encounter. I never ran this raid in the WotLK days, so this was all new to me. You'll want a mod like Deadly Boss Mods or something just to keep track of timers and phases and such (be sure to get the WotLK one). Have your achievement on screen as well so you can track the counter.
Step 1 (approx minutes 0-2):
Start the encounter by talking to the NPC near the entrance. Razorscale will hurl fireballs at you from up out of reach. Ignore him. At the far end of the ledge, mole machines will start to come up, usually with 1 watcher (smaller dwarf) and 1 guardian (larger dwarf) each. Kill all of them. You want to protect the engineers behind you who are repairing the harpoon guns.
Step 2 (minutes 2-4):
Once the harpoon guns are repaired (2 of them in 10-man and I assume 4 in 25-man) you basically just hang out for a while. Don't touch the harpoons yet and don't attack anything. The newly spawned dwarves will make a bee line for the NPCs. Go ahead and let them kill them. You don't need them anymore. Once they're dead you'll be the only thing left to aggro them. Trying to aggro them any other way could one-shot them at this level. If you want something to do, pick off the little watchers and the viking-looking sentinel dudes (NOT the larger guardian dwarves). The following macro will help target them:
/target Dark Rune Watcher
/target Dark Rune Sentinel
Spam that to find them.
Step 3. (minutes 4-14):
NPCs are dead. The guardians who were attacking them (about 8 of them by this point) will likely come attack you. They're very easy to face tank. Mole machines will keep spawning and depositing pairs of dwarves. It's not a bad idea to pick off the watchers from time to time since they're useless. You can kill the sentinels as well (taller viking dudes). The adds won't aggro on their own, so if you keep your distance you won't have to face tank them all. Keep ignoring Razorscale's attacks. They don't do much damage, even standing in the fire patches. This step is long because you're waiting for the enrage timer (15 minutes). Enraged flame breath is more powerful and will finish off the mobs more effectively.
Step 4. (minute 15):
As the enrage timer ticks down to around 30 seconds remaining you should make your way to the harpoons. If you want, leave yourself a little extra time and run through the dwarves to aggro them all and bring them with you, but they seem to aggro on their own in the next part.
Step 5.
With a few seconds remaining, fire both the harpoons. Razorscale will be pulled down and stunned. Carefully DPS her down to below 50%, at which point she'll wake up and begin attacking and will enrage around this point as well. At this point the dwarves you didn't aggro should already be running toward you. There will be probably 30-40 of them total.
Step 6.
Step back a little to avoid the wing buffet (35 yd I believe). It'll throw you up in the air and cause fall damage otherwise. Razorscale will come at you and will be enraged. She has some attacks that look like fire breath, but wait until you actually see the cast bar for "flame breath" (about 10-15 seconds after hitting the 50% mark). Mid-way through the cast you'll want to begin AOEing the mobs. I used an explosive trap, which isn't enough to kill them initially but will over time.
THE TRICKY PART:
You have to
damage
the mobs
after
she lands but
before
fire breath starts, then kill them
during
fire breath. Very narrow needle to thread at this player level, and it will vary by class what sort of attack works best. Some sort of AOE DOT.
Keep an eye on the achievement counter. The first time I did this successfully I got 11 kills. Some dwarves died too soon or too late I suppose, so that's why it helps to accumulate so many of them. As a hunter I feign death at this point and reset the encounter so I can try again. Sorry, not sure if other classes can reset easily. If you must, just finish her off.
Just to reiterate what others have said, YOU DON'T HAVE TO DO ALL 25 IN A SINGLE FIGHT! So relax. If you only got 1-2 you still made progress. And if you didn't get any you at least got practice.
A few mistakes I made along the way.
Originally I kept trying to find ways to aggro the mobs away from the NPCs. Don't bother. As I said, kill them early to protect the engineers, then just let them run out of other things to aggro and they'll come to you naturally.
There's no reason to aggro all the new adds once the NPCs are dead. You'll just wear out your armor and slowly (very, very slowly) lose health. Just facetank the ones who do run at you and leave the others unaggroed.
Don't wait for flame breath to be coming out of Razorscale's mouth to begin AOE. You have to damage them before it starts or the kills won't count.
I tried finding ways to damage the dwarves earlier. Taking off all my armor greatly reduced my survivability, and even a bare fist was doing more than 50% damage to each dwarf. The last minute AOE in full armor worked best for me. If your AOE is slightly too strong you might benefit from removing one or two armor pieces.
If you have an easy way to reset the encounter (like feign death), try a few dry runs experimenting with damaging the dwarves to find the right attack that can kill them over a short period of time without being instantaneous.

Easiest way as a 650 Frost Mage.. Go in unbuffed, dismiss pet. Make a macro to target "Dark Rune Watcher" and quickly kill them as they spawn, while trying to keep a rough count of how many Guardians are up. After gathering about 12/13 I brought Razorscale down with harpoons and dps'd her to just under 50%. When she was casting her breath, I Ice Nova'd the adds in front of her (Cone of Cold works too, just does less dmg). After a few breaths, the adds died and counted toward the achievement. After that set was dead, I ran up the stairs and reset the boss. I repeated this as need until achievement was received. You could gather 25+ adds at once, but to play it safe I did a little at a time guaranteeing my achievement in one lock-out period.
**Worth mentioning, after so many flame breaths, you will become frozen and spell locked due to her 'Fuse Armor' ability . I just used my human racial and got out of it. Didn't try IB or Blink but they may work.

While it's been said that you need to tag the mobs, you actually have to take down a significant portion of their HP. To the tune of 40-60%, which can be a problem at 100 due to how ridiculous our damage is now. You will need to do "trial and error" pulls to see how much gear you need to take off to not one-shot.
Another thing that I haven't seen mentioned too often in the newer comments (but is present in the older ones from '09) is that you can reset the encounter and still keep the kill count from previous pulls, then go again (and again). People would this achievement "back in the day" over multiple raid IDs because of this, and it works now with the simplicity of just resetting.
Finally, if you kill a Guardian while the blue debuff is on them, it will count. Simply round up the mobs, ground Razor, DPS her to ground phase, target a Guardian (make sure your attack is turned off), wait for the breath then when you see the debuff pop up immediately use your AoE. If you have something with a build-up, cast it early (like Hurricane) Repeat until all Guardians you gathered are dead. This could be used to just one-shot them at 100, but I played it safe and took gear off that it would take 4 hits or 2 crits to kill them.
With these tips, doing this was very simple. Use whatever general tactic you like best, pull as many Guardians at a time as you want, and reset the encounter as many times as you need until you've gotten all 25. I did it on 25-player with a Hunter tagging with Multi-Shot in two pulls, and again on a Feral Druid using Hurricane on 10-player in three pulls.
EDIT: I found out what I was doing wrong before - I just wasn't dealing enough damage to the mobs. You can't just "tag" them, you have to get them to at least <50% from
your
damage. This comment has been changed to what I posted onto the 25-player version of this achievement after I finally found an easy way to get it done.

Been doing this on my 650-ish frost DK. Thought I'd help out for anyone that was in my situation who was hopeless. My method might be slow, but it works.
Step 1: Go in naked plus a weapon, I used my raid set weapon, didn't matter too much as you will only be attacking Razorscale with it, nothing else.
Step 2: Start the encounter, duh....
Step 3: Let some of the NPC's die, just stand around for a bit.
Step 4: Once you have two or three Guardians up, use Death Siphon, and then immediately hit escape to disengage. Don't worry about anything else.
Step 5: Go and activate the turrets.
Step 6: Bash on Razorscale till ground phase.
Step 7: Kite Razorscale and the Guardians until Razorscale uses Frost Breath on the Guardians, killing them.
Step 8: Run out to past the transporter and reset the encounter.
Step 9: Repeat.
Doesn't get you a lot of Guardians, but it gets the job done. Hope I helped someone out.

Easiest and guaranteed way to do this achievement
-Start the gauntlet
-Just sit and wait mobs to kill everyone so they will aggro you
-Gather how many you need of them
-Use turrets and pull the boss down
-Dps the boss to %50 so it will be stay at the ground
-Stack dwarves in front of the boss
-When the boss uses "Flame Breath",they will turn into blue
-Instant kill them when they are all blue and enjoy your achievement

I'm not sure why I didn't think of this initially, but now that we're all level 100 this is pretty easy to do. It may take patience but you don't even have to gather up 25 anymore. That's a giant pain and you're never really sure if you have enough.
The way I did it is just kill the ones that come out until your turrets are ready. Once, the turrets are ready, let them kill some of the dwarves so they'll gather up on you without interference. At level 100 there's a big risk that you'll one shot them with any damage and taunt doesn't keep their attention for very long if the friendly NPCs are still alive. Once you've gathered some up, activate the 4 turrets and bring Razorscale down. Gather them in front of her and let her breathe on them. If she doesn't kill them, like someone has said previously: you can kill them for her and it still count as long as you do it immediately after she breathes on them, within a second or so.
Now, check your achievement and see how many you got. If you didn't get enough, run up the stairs to reset (if she's below 50%) or jump off the cliff (if she's above 50% and still chained). It is cumulative so you can just keep wiping on her so that you can get it done in one run.

Notes for WoD:
Start on 10 man, then once complete DO NOT kill the boss, just walk up the stairs to reset, then leave instance place to 25 man and you can quickly complete 10man and 25man in one sitting.
10 man - By far the more difficult due to scaling. Go naked. Trial aoe skills as some done work. Only damage once the "deep breath" cast bar appear - usually 1 aoe, then wait till they go blue then another to finish them off.
Important Notice:
Walk back up the stairs to reset the fight. Took me a few hours as I wasnt getting credit for all the mobs till I worked out the timing. I just walked up the stairs to reset. Did 10man, changed the instance to 25man and then did that one.

Comments on WoD as well as the previous commenters. After 3+ hours I finally started seeing results. A LOT of effort and practice. What I did was start the fight, killed any dwarves coming towards the harpoons. Then stood and chatted with friends on b-net while the dwarves were multiplying and whacking me. After about 5 to 7 minutes, I used the harpoons, gently dps'ed the boss to 50% just until it said Razorscale is grounded permanently. Then I did one holy nova (on disc priest) and then waited for her to do her breath on them about 3 times to start seeing the first kills then 4th and 5th breaths sent the numbers skyrocketing and got my achivement. ONE frost nova with no gear on a lvl 100 may be perfect as well. You seriously only need one AoE on them then let her kill them. Or they all die and you get 0/25 kills on that counter on the righthand side. Patience, letting her do the killing after you've AoE'd once is the ticket to the achievement. I'll repeat: patience.

Really annoying achievement at lvl100
I have done it on Mage (Fire spec).
For me this strategy worked out:
- Go naked with just a weapon and stamina flask
- Stay in front of the turret area and keep an eye on all all the Guardians. Scorch each of them twice and get them out of the central area. Let Sentinels kill friendly NPCs in the central area. You can get rid of the Watchers.
- Wait only until two turrets are up and bring Razor down. Get 2-3 guaranteed Guardians per one session.
- Vanish or run to the stairs, rinse and repeat
- Didnt really want to wait until four turrets are up. 2 turrets event takes 3 min, and the reset is almost instant. It's easier to track HPs and your DPS when it's only 10-12 dwarves around.
Just a suggestion if you gave up because of your level 100 DPS:) you can solo-target with your low single target ability on any class.

Based on Gharedar's advice I was able to use the following strategy to complete this achievement very easily.
Begin the fight and kill all enemy adds except for the guardians.
Once you have enough guardians use the turrets to bring Razorscale to the ground.
Stand in front of Razorscale with all your guardians and wait for the breath weapon.
When Razorscale uses her breath weapon use your most powerful AoE and kill the mobs. As long as the mobs die while they're still blue you'll receive credit for the kill.
I completed this achievement last night doing two groups of 10 guardians since I already had credit for killing 5 from earlier attempts. If you use smaller groups like I did you can reset the fight by running up the stairs and clearing aggro.
The only notes I can think of is that you don't have to worry about tagging the guardians. During the first step, when you're killing the extra mobs, the guardians will kill all the friendly NPC's. Once the friendly NPC's are dead the guardians will come after you automatically. If for some reason they don't you can get their attention by running through them.

Just complete this achieve as a lv 100 Ret Pally. It isn't difficult, but it is tedious.
First of all, you need to be naked (no armour or weapons AT ALL). This is to ensure you don't 1-shot the adds.
Once you're naked, start the fight. You're going to want to let the first few adds kill the Expedition Defenders (they are not your allies for this strategy). **NOTE: you only need the Expedition Defenders in front of the harpoons to be dead; all of the NPC behind the harpoons will not steal your aggro.
Once most (if not all) of the Expedition Defenders are dead, you can start aggro-ing the Guardians. Do this simply by taunting the Guardians. If there are no Expedition Defenders around, you won't lose aggro. I also recommend killing any other adds which are not guardians, so they don't kill the NPCs who will be repairing the harpoon guns.
When the harpoon guns become operational, you can fire them off to call down Razorscale. At this point, you have two options:
1) You can use Seal of Justice, and tag each Guardian once (it will take them to roughly 50% hp). After that, switch to Seal of Righteousness, and auto attack Razorscale. Use the AOE damage from Righteousness to bring the Guardians to roughly 6k HP (any higher and Razorscale won't kill them with her breath).
2) You can use Seal of Righteousness as soon as Razorscale hits the ground, and AOE accordingly (the reason I don't recommend doing it this way is because you are likely to kill Razorscale too quickly to one-shot this achievement).
Rinse & repeat :).
Important note: The Guardian kills for this achievement stack up, meaning that if you wipe (or suicide) before killing Razorscale, you will not lose your stacks. I did this achievement over the course of two days: did 11 on day 1, logged off, came back 2 days later and did the 14 remaining. Worked like a charm.
I hope this helps someone; this achievement was a pain @ lv 100.

How I did it as a Warlock.
Equip a Wand
*I, unfortunately, currently use a *wand* as a dedicated staff user I cry to myself a lot. Wands, luckily, do &*!@ damage even with ALL your gear on and will be how you tag the guardians.
Talents:
Grimoire of Sacrifice
(HP Regen) , Burning Rush (Negate the snare of the debuff so you can run out to reset),
Destruction Specialization
(Conflagrate; to tag the debuffed guardians.)
Start the encounter and let your dwarven guard allies die while killing sentinels and watchers.
Wand any Guardians attacking the assembling dwarves (Harpoon Fixers), once all four are set up, $%^&'m.
Bring Razor down with 2 spells and force it to permanently stay grounded, tank everything till a guardian is breathed on and has the blue buff.
Conflagrate
the %^&* outta him gain 1 point toward the achievement.
Repeat till
you STOP getting credit
, use
Burning Rush
to negate the slow and reset.
Repeat till you are proto draked.
Note: I have no idea why I stop getting credit I just do after 4-5 dwarves.

Hey all! Been trying to do this for some time and finally found a way that works well.
For background, my wife and I are both level 90, doing this together but it would work any other way as well.
Here's my tip:
DO NOT AOE
Instead, while you're waiting for Guardians to spawn and for the harpoons to be ready, run around in whatever state of undress works for you, and gently punch Guardians in the face until they are around 50% health. Then switch (or tab) to the next one and continue running around, until you have a gaggle(?) swarm(?) (sorry, it's late) of Guardians chasing after you,
all with around 50% health
.
When
you're
ready (you can do this as long as you like), fire the harpoons, nuke Razor down to 50%, and then just heal yourself and position the Guardians in front of her. It may take a little while, but she will eventually breathe them all down and you can just watch the numbers rack up.
I repeat -
no need for AoE

Fairly easy to do once you work it out.
First of all you do not need to kill them all in one go, you can reset without loosing progress
Did this as combat rogue.
Ensure you don't have BF enabled to start with.
Only kill Watches and Sentinals, leaving the Guardians alone.
If Guardians are killing engineers too quickly you may need to cull a few.
Once all harpoons are up, keep counting Guardians till you have more than 25. yes that's right more than you need.
By now you should have a trail of Guardians following you about, so head over and fire off the harpoons.
Now, turn on BF.
Next comes the tricky part, we want to hit Razorscale to drop it to 50% so it stays grounded and also want to not kill the guardians (or Razorscale for that matter). It's all about working out which abilities cause BF damage to knock them down low enough and when to turn BF off so they stay alive (this is why you grabbed more than 25, so you have some spare).
I found just auto attacking got my Guardians to 10%. Then turned of BF and burned Razorscale the last bit needed to keep it on the ground.
Now just stand there and wait for the breath. Depending on how close you got the Guardians to death, it may take a few. Took 2 for mine to drop (I was doing it on 25man).
The good new is, as has been mentioned below, you can reset by vanishing at this point 9or running up the stairs and out of the area)

This achievement is a HUGE pain now in 6.x. It's so easy to accidentally kill the Guardians, even with your weakest attacks. What I ended up doing, as a frost mage, was literally take off ALL my gear, and then tag the Guardians with a single Ice Lance. Once I had a decent number following me (but not too many, because with no gear, a 100 Mage is still surprisingly squishy in WotLK 10-man raids), I would fire the harpoons and quickly DPS Razorscale down to being stuck on the ground. As soon as that was done, before Razorscale could use the flame breath, I would hit all the Guardians around me with Frost Nova and Cone of Cold, and then probably Frost Nova again to make sure that Razorscale's first fire breath would take them down, even if it meant killing one or two who had been critted earlier. Worked perfectly, got 7 kills at once. Then Greater Invis, and restart the fight, because the counter keeps counting! What everyone else has said, about needing to damage the adds
once Razorscale has landed
seems to be completely true. Don't forget it!

Make sure the iron dwarves kill those allies. Otherwise one of those little ^&*!s might just pop up and kill the dragon when you have 23/25 dwarves. I have to wait another week now.

KEY FACTS
This only works with GUARDIANS. The medium size ones. All the other ones you can kill.
You MUST tag the guardians BEFORE she uses her breath. Else no deal. By tag, I mean damage. Same rules as in world.
Razorscale MUST be damaged below 50% for her to stay on the ground.
Even with no clothes on, you're going to have to be careful not to kill the guardians. You can turn away from them to stop auto attacking, since blizz was nice enough to take away the toggle effect.
You are going to need heals of some sort, since you're going to be doing this naked. I've heard Grimorie of Sacrifice for warlocks, ysera's for druids, spirit bond/spirit beast for hunters, flash heal for paladins, surge for monks, frenzied regen for warriors, etc.
Obviously, if you're not doing this at cap level, find a level of clothing you're comfortable with.
It's best if you have a low level weapon of some sort, just to get razorscale down permanently.
I mucked this up for weeks before I put this all together. Other comments, not so helpful.
EDIT:
Just for convenience, wait until the dwarves kill the npcs. you may have to run around and get the ones that didn't aggro, but it's a good number if you're going to be doing it in shifts.
Make sure the turrets get up before you let the dwarves kill the engineers.

If you're a decently geared paladin at level 100, this one is going to be tricky but doable. Here's how I pulled it off:
Did it as Protection. Retribution damage may be too high (though I might be wrong).
Took off most of my gear (inculding weapon/shield) so as to not one-shot Guardians, but still do enough DPS to the boss on ground phase.
Slowly gathered the Guardians, killed all other enemies (didn't hit Guardians though), and let the turrets do their thing.
Once I had about a dozen or more Guardians, pulled the boss down.
Used single target DPS to get the boss to <50% health without killing any Guardians.
Hit each Guardian with
one
auto-attack. They barely stayed alive.
Razorscale finished them off a bit later with the breath attack.
If you're very careful you can snag this in about 2-3 attempts. Don't kill the boss until the achievement pops!

This achievement took quite a while for my 100 arcane mage (ilvl 693). I had to drop the weapon and autoattack down the guardians with a crap weapon I had in my pack (it was about lvl 85, a bit higher weapon would be okay). I guess it took about an hour.
It's worth noting that this achievement is somewhat buggy as it didn't always count all guardians that died due to the boss' breath.

Engage the fight, make sure the adds don't kill the friendly harpoon engineers until the latter have repaired the harpoons, then you can afk for ~14 minutes until the enrage timer.
Then go and gather all the mobs (they should be more than 90).
The way AOE works now is that when you deal damage to above 20 mobs that damage is split depending on how many mobs you hit

Click the harpoons to bring the boss down, dps him/her to below 50% health, and after the first breath do some AOE and make sure the mobs' health is below 75k health (they have 44.3k health, but you have to damage them). Then wait for the enrage timer and the breath with deal 75k damage.

Easier way for high leveled characters:
- I used a Brewmaster Monk (With the Sturdy ox statue for mass taunt).
- Fly high, drop mount and fall to death. At spirit healer, tell her to ress you (to get rez sickness, and all stats lowered).
- Get in raid and rush to boss area, take off all equipment but jewels (rings, amulet, trinkets (take off proccing trinkets)). I would advice making an equipment macro from character UI with only the required equipment (I used even heirlooms, but not all of them).
- start fight and place the Ox in the area in front of where boss falls.
- when you have around 6 min left of rez debuff, use spinning crane kick (stand on top of Ox) on everyone there until you see them getting below ~15k of life mostly, pull boss down. and get back on top of ox so they position in front of her, use spinning crane attack once more before she uses the breath (if you use dbm you'll notice the timer).
- repeat above when there are 2 min left on debuff. Once done, run off the ledge to die again, get a fresh rez debuff. Rinse
With this strat, I had around 900 attack power only, the spinning crane kick hitting for around 937 over 2,14 seconds.
P.S.: Put all equipment that have durability on your bank, off your inventory, since the rez debuff will 'hit' every single one of them in your bags too, just leave the 'jewels'.
P.S. 2: It seems this Rez debuff strat (to get stats lowered) may be of use in any other similar situations, for high leveled characters trying to do low level stuff.

Here my tips from doing it with my level 100 Prot pally (the general idea will be useful for all classes)
First it took off some gear so i had 540 item level and i used a item level 264 2 hand axe (Shadows edge) because if i have a weapon equipped i can use "crusader strike" on Razorscale to get her down below 50% in time. Also i removed the level 100 talent holy shield as this will cause damage automatically. I used 'Blessing of kings' buff. Kept 'Sacred shield' up when i ever i had time but they don't really damage you at all.
Go into 'Interface' 'combat' and highlight the 'stop auto attack' so you don't accidentally hit guardians after killing one of the other adds you don't need.
Once i started the fight i killed almost everything to let the npc's get the turrets up and then wait to let lots of adds spawn over about 5 minutes and kill the 'watchers' and 'sentinels' using single targets attacks 'judgement' and 'crusader strike', it does not matter if you don't kill them all but means the more that are alive the less damage your are will doe to each guardian.
When i have about 20 Guardians i pulled Razorscale down and used 'judgement' and 'crusader strike' to get her below 50%, once she is grounded i hit her once with Judgment to tag her as i read this i needed.
Then i used 'Holy wrath' as my aoe and got the guardians life down to below 50% and always kept walking backwards to kite and make sure adds are in front of the flame breath. I used 'holy wrath' just as she hit with the Flame breath each time and was getting about 12 kills ago. Keep the enemy health bars active so you can see when the pack is at low health and when they are going to dies as thats the most important time to hit with 'holy wrath'.
If your aoe is killing the guardians too quick then pull bigger groups because your aoe is split between all the adds, so the more adds you have the less damage each tick of your aoe to each individual one.
It takes some practice and playing around but once you get a system its not too bad. I run up stairs to reset the fight (can only do this once she is grounded, if she is in the air you have to run out the instance). Once i did it on 25 i reset and switched to 10 and did it on the same toon in the same lockout.

My partner and I (druids; a balance and a feral) had to take rez sickness at level 100 so we didn't kill the adds ourselves. Killing them right after her breath does NOT work.

I just completed this achievement on a level 100 Survival hunter. Here's how I did it relatively painlessly.
Note: DBM with WOTLK addon was very helpful
:
Naked except for weapon. No buffs, equipment, or enchants that can cause AOE damage.
Pet set to passive with
for healing
Start encounter
As mobs spawn, pick off any Watchers or Sentinels with
Arcane Shot
. Only GUARDIANS count toward the achievement.
Defend engineers until 2 harpoon launchers are built.
Ignore turrets
Allow mobs to kill all friendly NPCs while picking off Watchers and Sentinels
Wait until you hear either the 5- or 10- minute warning, depending on your health regen (if using DBM)
Launch both harpoons and get boss down to 50% / permanently grounded.
Kite boss and mobs by walking backwards. If hit with wing buffet,
Disengage
to avoid falling damage.
Right before breath hits, cast
Glaive Toss
.
If achieve doesn't pop up, immediately hit
Feign Death
to restart encounter.
Rinse and repeat until you hit 25. The counter is
cumulative kills
. Doesn't have to be 25 in a single fight.

On my paladin, I end up using
Argent Avenger
and nothing else. I tried very hard not to kill the boss and it's actually preferable that you die than wait another week to do this thing again.
Basically I waited until 2 minutes before enrage to get enough dwarf, pull her down, damage her down to 50% at which point she's rooted. You MUST damage the dwarves, and cannot just rely upon her to kill the dwarf. Took me 3 weeks to do it.

For other L100s like me who are "Late to the Party" I have a couple of tips. All of this info is in other comments but I had to search for it.
This was easy for my priest once I figured it out. Would work for any aoe class.
1. Holy Spec
2. Take off weapon and all armor, maybe not rings etc. You need to be able to dps enough to get Razorscale permanently grounded but NOT kill the dwarves with your Holy Nova (might need to try it once or twice)
3. Start the event.
4. Gather up all the dwarves. You can kill Watchers and Sentinels if you are getting damaged too much.
5. Wait until you have a lot. (there is a nice macro posted earlier to count the Guardians)
6. Use harpoons to bring down Razorscale, dps to permanently ground her. Untarget Razorscale so you don't kill her. (I just targeted myself so I didn't accidently target anything)
7. AoE ONCE as soon as you can. You MUST damage dwarves AFTER Razorscale is grounded.
8. Kite Razorscale until her breath kills all the dwarves.
9. If you didn't get 25 on Achievement Tracking, then run out to reset and repeat.

Done quite easily as a shadow priest, I removed all my gear excepted my weapon and my off-hand, I killed all the adds excepted the Guardians and I let the Guardians kill all the NPCs, I then proceeded to kite around with feathers and shielding myself until I had gathered the desired number of Guardians.
Once I was ready I clicked both turrets and downed the boss to around 40% to put him into phase 2, and then casted
one tick
of mind sear right before Razorscale's flame breath and got the achievement instantly.
Tip for shadow priests;

makes your mind sear ticks hit exactly for 40-41k, leaving the Guardians with only 2-3k health. The weapon and the offhand are extremely easy to get and they work perfectly for this achievement. Simply cast mind sear and cancel it immediately right before the flame breath, if you didn't let it tick twice most of them should be at 2-3k health and die within the first breath.
If you didn't get all the kills you needed, reset the boss by spectral guising and start again, you don't need the 25 kills in the same fight.

You can keep gear.
-Start, protect the engineers until turrets are ready.
-If there are npcs on the side, go to them so the dwarves kill them off.
-AFK 6 minutes, so you have enough mobs and she's not enraged yet. Death strike some watchers when you fear for your life (huehue, as if)
-Harpoon her, and auto attack, stop when she's grounded
-Walk back, facing her.
-When she casts breath, be sure to be in front of her, aligned with her mouth.
-When the dwarves turn blue, Blood boil these filthy gold diggers !
You have less than a second to cast it before it fails, so be ready.
Profit. If you're lucky you can one shot the achievement.
Worst case, run up the stairs and repeat.

Just finished this one and after trying it on different classes I found hunter to be the most effective. Take off that gear (except your weapon) and keep your pet on passive. The spirit bond talent will keep you at 99-100% the entire time. Kill off all the non-Guardians that appear (watchers and sentinels = headshot, boom). Wait till all the "good guy" mobs are gone (sorry guys! you will be avenged!) and round up a good bunch o' iron dwar&*!e.
Use the macro to see how many you have near you:

Multishot ONCE. With the amount of mobs you have collected, this should not kill them. After your mini panic attack at seeing their health dip crazy low, go get ol' Razor out the sky with the turrets and a few quick shots. Be sure she gets to 50% otherwise she will fly off again and you will be SOL. When you get the breath attack warning, start to back away (yes, I know- hunter backpedalling. whatta nub. just do it) so that her breath is sure to light up all them dwarves.
If you did not get enough dwarves, feign death and step outside the area. It will all respawn. GG! The rusted proto did not count toward the mount parade cheeve, putting in a ticket to find out the why on that one...

finally finished it with my frost mage
1) took off most of my stuff including weapon excluding rings/trinkets. had like 141k hp.
2) start encounter, use ice barrier to prevent loosing health.
3) kill everything exclude guardians. its not necessary to kill them but i didnt want to have a mess when i pull dragon.
4) hit guardians with your autoattack. you dont need to damage it to certain lvl. all you have to do is to force them to follow you. just check their health bars if they have different value than full. if they're damaged its enough to progress.
5) if you feel that you are losing health too rapidly, kite like 8-9 guardians. u can easily reset encounter and keeping achievement's progress at same time.
6) use harpoons and then nuke dragon. its better to use frostbolt or frostfire bolt because they dont split and they focus on target. reduce dragon's health to 45-50. you will get a notification. at this level dragon uses his breath on guardians. you will see them blue. i positioned guardians between me and a dragon.
7) when they got blue you have
a second or less to kill them
. use ice nova - its instant aoe spell which deals enough damage to kill those guardians. check your achievement if u've done it correctly
8) if u kite only part of required number of guardians use Invisibility to vanish and reset encounter.
9) repeat whole procedure untill u finish an achievement
10) you don;t need to wait for enrage. just kite part of required guardians and finish this encounter without stress.
EDIT
i started with 10man achievement but if you dont kill dragon after you finish that achievement you can exit raid instance and switch to 25man and repeat whole process and get 2nd achievement as well. guardians and dragon are harder so you can equip more armors and follow instructions.

Facts:
-YOU DO NOT NEED TO TAKE OFF YOUR ARMOR.
-Only the
medium size Guardians count
, not the big ones, nor the little ones.
-Have a powerful AoE
Explanation:
Start the encounter.
-
DO NOT USE THE HARPOONS
as you will bring the boss to ground.
-If you
don't feel sure about how many Guardians you have to just resist the adds, you may take some % of health points but ITS NOT a guaranteed dead.
-In my case I just left my pally sit and afk for 5 min then I realized that I have around 30-40 dwarfs over me and I
was around 88% health with all those mobs over me with afk timer.
-Use the harpoons with the many adds over you and
WAIT UNTIL
Razorscale gets his Stun removed.
-After his stun is removed he will start casting his Razorscale's Flame Breath already, HE WILL START BURNING ALL THE ADDS BEFORE YOU, IN THAT TIME, USE YOUR
MOST POWERFUL AoE
(As a Paladin I just saved Holy Power from killing the Sentinels then used a single Divine Storm)
-Don't worry,
the Archievement does NOT ask you that is Necessary to bring down a bit of health to the guardians you can oneshot them with a single AoE during the Flame Breath precise moment
and
BOOM, Archievement Obtained.

Something I discovered while trying to get this one done.
Yes you want to damage the guardians, but I didn't see it clearly said that you don't want to damage them until after pulling the boss down.
After all the NPC's are dead, kill all the adds except for the guardians. Let the ones that were spawned before the NPC's are dead just beat on you. If you have ranged abilities you can kill the other adds without pulling the guardians as they spawn. Once you have a number you like, pull the boss and get it to sub 50%. At this point you want to damage the guardians, but don't kill them. I did this by being naked except for a lv76 bow I got on AH. My autoshot would take them to 25-50% and then I just let the frost breath do the rest.
I was able to get ~10 on a pull without too much stress.

This one is actually quite easy now, just takes a lot of time.
We did it as a two-man group with one Lock and one Hunter, both lvl 100 > 700 iLvl
The first thing we did after starting the fight was letting all the guards be killed by the mobs. When all the guards were dead the hunter killed every mob who wasn't a Dark Rune Guardian, while the Lock stabbed one and one Dark Rune Guardian with a low level dagger (about 40 dmg/sec) till the Dark Rune Guardian was at >7500 HP.
This took about 12 minutes. When we had 25 (actually 30 just to be safe), the hunter used the harpoons.
Razorscale came down, and the Lock stood in front of Razorscale with all the guardians until she blew the flame breath.

I found a good way to do this sorry for my bad english.
1. Get the harpons ready.
2. Let every ally die and gather guardians.
3. When you get enough use harpoon and make some damage on Razor so he stays down.
4. Gather mobs infront of her breath it does 18-20% damage on the guardians.
5. Wait until they have around 18-20% health left.
6. When they have 18-20% hp left and when he/she starts to cast Breath use Goblin Dragon Gun Mark II on the Guardians.
7. Get the kills for the achievment.
It does work for me. Just did a test run and got 1 kill did the second one and got 9.

Not sure if anything changed with Razorscale but this is currently very easy. Start the encounter, kill the watchers and the sentinels, protect the engineers if you need to(I had to on one attempt). Run around collect guardians. Let them kill the rest of the NPCs. Once you are comfortable with the amount of guardians bring Razorscale down and do enough damage that it stays grounded. Stand in front of Razorscale and let the flame breath repeat over and over until they are dead. Reset event if need-be. I just got 10 and 25 man in about 30 minutes.

After many failed attempts with many level 100 characters, I finally did something that worked. I spec'd my Paladin to Holy hoping I would do less damage on the dwarves, and I was completely gearless except for a 1H melee weapon. The main problem is most of my attacks would one shot most adds, even with holy shock. Many posts here said that you had to damage the "Guardians" (the only mobs that will count toward Achievement) down to around 7500 health AFTER razorscale landed so that her breath weapon finished them off. I could never get this to work. So I gathered as many Mobs as I could before bringing Razorscale down and then DPS'd her down to 49%, stopped all DPS and auto attacks. Once She is below 50% health she will not fly back up. Then, It was just a matter of keeping myself healed up. Razorscale will keep using her breath and slowly kill the adds you have stacked on you. I didn't bother trying to keep up the engineers as I didn't want her to go back into the air. I was able get 9/25 on the first attempt. Then I jumped off the ledge at the back of encounter area, died and the boss reset.

Here is a strategy that works and not depending on timing.
After failing it last week with my dk and druid using the AoE strategy as I somehow one-shotted the mobs and the boss without getting any credit while AoE'ing during boss's breath), I switched over to my priest (spec'ed shadow) this week and took out most of my gears (my ilevel dropped to about 150).
First I tested it out on a few mobs using Mind Flay making sure they don't die and I can take them out to 40-50% health. I could manage that (single target) by apply mind flay for 1-2 ticks. For any class, just find one skill that does low damage and test it out before proceeding.
After starting the encounter, single target kill watchers and sentinels. For Dark Run Guardians, single target and bring their health to 40-50% (percentage doesn't matter as long as you did some damage to them, timing doesn't matter, you can damage them as soon as the encounter starts, don't have to wait till the boss comes down as some other posts mentioned. I chose to damage them as they appear so I have plenty of time to get all of them damaged). Once you have enough guardians with half health (depending one your health level and heal ability), you can bring down the boss and DPS it down below 50% (you can equip back your weapon if you dps is not fast enough but I didn't bother). Then just stand in front of the boss, let her breath take care of the guardians (it might take a few breaths but they would eventually die and you get the credit). They are some movement impairment debuffs but they will clear after 20s so you can reset the encounter by running upstairs if you don't have enough credit from the first try. Rinse and repeat, enjoy your mount.

And let boss kill them with breath (even with full hp boss will kill them with 4-5 breaths)

As of yesterday 2016-08-15 I tried this one so many ways on my naked rogue but I was just one shotting them. The key is to get all the Guardians gathered up in front of Razorscale and have HER FIRE KILL THEM. That was the mistake I was making again and again. If you land the killing blow when they are blue you don't get credit towards this achievement. So I switched to my NAKED tanky monk. I used the Black Ox Statue and placed it right in front of where she lands. Why I needed the statue was because you HAVE to keep the engineers alive. If they are killed and you have to reset the encounter it is a pain as you can't just leave when she is in the air. You actually have to run back to the beginning and leave the whole instance as you keep aggro that whole time. You need to damage the Guardians to about 10% via autoattack and then activate the turrets. Then you rinse and repeat all in the same encounter. It took me about 8 minutes to get 25.
The comments that state you can just wait until she hits the enrage timer would be right. You would just need to have aggro on everything and stand there and do nothing while she nukes them down. You would still need to keep those engineers alive on the off chance you don't get 25. What I saw was that the mobs just go running for those engineers right off the bat. Even if you run into them you do not take on aggro. You have to be able to taunt. Which is why the Brewmaster Monk with the Ox Statue was so helpful. Good luck everyone :)

As a blood elf, I used Arcane Torrent after Razorscale was on the ground. I used it once, got Razorscale down to 50% so he stayed down, and let the flame breath do the rest.
My first try, I only had 24 Guardians, so I just ran up the stairs, reset, and repeat.
I think it is important to note, if you try to reset with Razorscale in the air, the adds will follow you and you will have to leave the instance. If you reset with Razorscale on the ground, he will follow you to the top of the stairs and reset.

I don't know if things have changed in the latest patch but after trying several different methods of obtaining this achievement without luck I found my own way of doing it which includes elements of other methods:
Protect the engineers while they repair the harpoons.
Once the harpoons are repaired, allow all the friendly NPC's to be killed by the Iron Dwarves. You may need to kite them around to kill any Defenders that survived near the mole machines.
Kill all the Iron Dwarves you have aggro'ed and stand away from them to allow them to continue to spawn. Kill any of the Sentials that spawn and attack you. You don't need to kill the Watchers.
Once you think you have enough Guardian Dwarves launch the harpoons.
Bring Razorscale down to just under 50%. This will ground her as well as aggro all the Dwarves.
Kite Razorscale around a little to keep the Dwarves between her and you.
Allow her to cast flame breath on the dwarves
Repeat steps 6 & 7 until all the Dwarves are dead.
You do not have to damage the Dwarves yourself.
When she kills them you will get credit.
If you did not get enough Dwarves for the achievement you can reset the encounter by jumping off the ledge and dying. Your counter will not reset and you can finish it one raid lock out.
I completed the achievement on both 10 man (level 100 Guardian Druid - ilevel 700+) and 25 man (level 100 Windwalker Monk - ilevel 700+) back to back and this method worked both times without issue.
I didn't quite kill enough in the 10 man to complete the achievement but after resetting as per above I was able to complete it. In the 25 man version I was able complete the achievement in one go.
At 110 the damage is probably negligible but at 100 or less I would recommend a class with self heals.

Just did this on my 110 shaman and it was very tough getting agro from the dwarves. Eventually I went and put

on a pair of old gloves and it seemed to help a little.
The Dwarves will agro if you can get to the drills before they spawn. They fixate on the engineers if you aren't right in front of them then you have to kill them if she is in the air still.
If you can heal, cast a lot of heals to generate threat.
I had forgotten she grounds at 50% so I killed them a few at a time. Probably would have been easier to ground her first.
Don't sweat it if you hit the enrage because at 110 you still won't take much damage but flame breath will 1 shot any dwarves rather than taking several casts to kill them.
If you have any achieves from the old days be careful as completing them again will overwrite the complete date. I had one from 2009 and when I killed the boss again it changed the date :(.

Very easy at 110, no gear removal or special enchantments needed.
-let your allies build the two harpoons.
-once they're built, bring the crowd of mobs with you around to make sure all the friendly ones die.
-I personally killed the pack I had at the time to ensure none of them had damage from the friendly dwarves, but I don't know if it's necessary.
-Collect a giant pack of mobs from the respawning drills. Simply running over them is enough to get to aggro you. This will take a while (maybe like 8 minutes?) but at the very least you don't have to wait for the enrage timer to go off.
-shoot both harpoons, then auto-attack Razorscale once to get her to be permanently grounded. Make sure you don't leave yourself aggroed on her, or else you'll kill her and ruin the fight!
-wait while she does her breath attacks. You don't have to move or position the dwarves at all, just standing between the harpoons will be enough.
-Razorscale's enraged breath will one shot the dwarves, but around half a dozen of her normal ones will do the trick regardless.
-Good news is you'll get the achievement without having to kill the boss, so if she breaths on them all and you still don't have the required 25, you can reset the fight by jumping off/feigning death and repeating the fight.
I might have gone to 98% health once after Razorscale enraged, but Roots of Shaladrassil may have helped with that. Generally, so little damage is dealt that your normal health regen should be enough.

I figured I'd update this for Legion. This is really easy to do, the hardest thing is probably not killing Razorscale by accident. All I did was start the encounter, just kick back and relax, the engineers will build the first set of turrets. There doesn't seem to be much threat of them being killed before the initial two are up so let them go, afk, make a sandwich etc. My feral druid took zero damage and I'd imagine most classes will be the same.
Once they wipe out all your friendlies it is much easier to pick up them for agro. Now you can run around and pick them up along with all new spawns.
Once you feel you have enough (it takes a lot since only the guardians count), take off your weapon so you can barefist Razorscale and have less of a chance of one shotting her. I left all armor on. Get her to 50% in that first landing (You MUST do this since you have no one to rebuild turrets again). When she's permanently grounded she'll start to do the breath ability. This will take several to kill your pack of adds so I'd recommend cleaning up your desk a bit while you wait or something. If you manage to fall short of 25 you can jump off the ledge and kill yourself and try again or just wait for next week since this is a static counter. I hope this helps

Greetings from ZargonTapel and Musie of Earthen Ring. This achievement is SO easy with the right combo of 2 players (we did it at 110) - here is how you do it DO NOT DEVIATE from this and it WILL wwwork.
Get a Shadow Priest and a Paladin (or some other tank with a taunt ability)
Group up, covert to a 10 player heroic raid
Kill all the trash and Leviathon to get to Razorscale
Have the shadow priest take off all armor and weapons and find mind flay
Start the scenario and have tank taunt the Iron Dwarf Guardians and build up 25 of them
Once tank has 25 pull Razorscale down to the ground and tank moves group of dwarves in front of Razorscale
Shadow Priest run up and mind flay Razorscale (mind flay is channeled) so watch as boss's percent health drops. Hop (space bar) to stop the channled affect when boss' gets below 50% (I had to cast/hop three or four times because I was being cautious and did not want to take her health down to fast. Once she is below 50% you and tank just stand there do nothing and Razorscale will breathe and kill dwarves - this can take several minutes so be patient.
If you do not get enough dwarves simply run up the stair wait a few seconds and it will reset and do it again - mount will be yours. Happy Hunting!

Just did it as a ilvl 880 BM hunter.
It is easy and automatic now, don't listen to all that fluff people are saying.
DO NOT take off gear
DO NOT shoot Razorscale
DO NOT time your AOE
DO NOT sweat
1. Start the encounter, protect the engineers until they build turrets
2. One turrets are built let them die
3. Once all the friendly troops die the mob comes after you
4. The guardians will keep spawning in the back, once you have enough go collect them, feel free to kill Watchers
5. Once you have at least 25 Guardians banging at you go back to turrets and shoot occasional Sentinel that may run towards you
6. Wait 10-12 minutes until Razorscale enrages (it'll have buff on it saying damage increased 900%)
7. Shoot turrets, Razorscale lands
8. Move directly in from of it, in less then a minute Razorscale breathes and everything but you dies.
UPDATE: Seems like in 7.3.5 due to scaling issues Razoscale no longer one-shots the mobs. So this means as step 9, once she lands you'd need to GENTLY (meaning you might want to unequip or sport a fishing rod as a weapon) bring her health to below 40% to make her stay permanently on the ground and sit through few iterations of her breath until she kills the mobs.
UPDATE: IGNORE THIS - people say toys can no longer be used in instances:

As a 110 - far easier than most of the comments make it sound - and most of the upvoted comments are misleading too (they wasted hours for me today to finally get the achievement)
Start encounter, stand back, let things happen, the two turrets will be built, no matter if you defend the engineers or not.
Wait for 8 minutes or so.
Pull the dragon down (I was on a naked rogue, I used the shot thingy twice to get him under 50%), once he is grounded he'll follow you around and use his burn ability every now and then. He will kill the mobs, you don't need to damage them yourself, just let him fire breathe a few times, they will count. I had 15 on the first round, I ran up the stairs to reset the encounter, repeated it and got the last 10 on the next round.
So again - to keep it short and precise:
1. begin encounter
2. wait for 8-10 minutes
3. activate both harpoons
4. run around, drag mobs with you in front of dragon boss, he will use flame breath, it takes 3-4 of them to kill the mobs but they do count, you do NOT need to damage them yourself, unlike some top posts say.
5. if you miss some, just run back up the stairs, don't kill boss, you can repeat as many times as needed to get to 25.

Hello Achievement hunters and mount collectors,
Here is the way to successfully complete the achievement "Iron Dwarf, Medium Rare" for both 10 and 25 man as a level 110. Can be done solo or in group, but would be done faster with friends.
1- Before you enter the instance, kill yourself and
take rez sickness. Very important!
2- Get fully
naked
.
3- Punch some Dark Rune Guardian Dwarves until they are less than 10% health.
4- Continue accumulating weak dwarves until your rez sickness runs out
5- Fire the chain turrets and let her fire that breathe on you and your weakened Dwarves.
6- Do not kill the boss, but kill yourself to reset it.
7- Rince and repeat until you have the achievement.

Anyone looking to do at 120, I did it today Dec 2018. Here is what you do:
1. Keep most of your gear on, so you don’t die…or bring potions, bandages to heal yourself (if dps class)
2. Weapons off, until you get achievement
3. Target nothing (yourself)
4. Let at least 25 guardians appear….I had about 50 myself
5. Let all 4 harpoons be fixed
6. After all harpoons are up, let the trash kill all the engineers ***IMPORTANT, so the guardians follow you****
7. Use all 4 harpoons, to bring boss down
8. Slowly ONLY dps boss to ~20%, no AoE, no cleave
9. Stand in front of boss until deep breath kill the guardians
Ok to kill sentinels and watchers
If you only get a few guardians dead, they do count to next encounter

So i tried this with 2 other characters, one being a DH level 450ish and even with no gear at all I basically one-shot everything by just passing gas. The other a 112 DK and that was way to much work.
Eventually went in there with a 110 Brewmaster Monk I had leveled for Heritage Armor, and it was easy as pie. Still had to take all my gear off but just dropped Summon Black Ox Statue in front of where I knew the dragon would land and stood behind it. The Dwarf mobs aggro'd to the statue and once i had enough Dwarfs I hit the harpoons, dragon came down...hit him a few times to get him down to 50% or just under, and waited till his breath killed the mobs (facing away from dragon in case I accidentally auto hit him). Took about 4 breaths from dragon to kill the mobs and BANG, Bobs your Uncle!

Just did this on ENH Shaman earlier today, here's the trick that I haven't seen anyone else mention:
The boss will 1 shot the guardians with his breath after he is enraged, which makes getting the achievement way easier.
So:
1. Pull all your gear off
2. Go AFK for 5-8 mins., let all of the guardians spawn and all of the engineers die, the boss should be enraged after this amount of time.
3. Pop the harpoons.
4. Drop the boss to below 50%.
5. Wait for him to breath the guardians.
6. Ride away on your two new protodrakes.
